1 Appendix A - proposal for licence conditions Technical conditions 1. Frequency Division Duplex, FDD, shall be used as the duplex method. Radio transmitters using the frequency space MHz, hereinafter referred to as base station transmitters and repeaters, shall transmit in the downlink direction. Radio transmitters using the frequency space MHz, hereinafter referred to as terminals, shall transmit in the uplink direction. 2. In the frequency blocks that the licence holder has been authorised to use, the radiated power (e.i.r.p. 1 ) from base station transmitters and repeaters may not exceed 64 dbm/5 MHz per antenna in directions where the effective antenna height 2 is lower than 50 metres and may not exceed 67 dbm/5 MHz per antenna in directions where the effective antenna height is 50 metres or higher. 3. Outside the frequency blocks for which the licence holder has been granted a licence, the average emitted power from base station transmitters and repeaters must not exceed the values listed in the table, where F =0 corresponds to the upper and lower limits of the frequency block(s) for which the licence holder has a licence. 1 e.i.r.p. stands for Equivalent Isotropically Radiated Power. 2 Effective antenna height is calculated as the antenna height above the average level of the ground, where the average level of the ground indicates the average height above mean sea level in a direction 0 to 3 km from the antenna. 1

The licence holder's installations of terminals outside urban areas 4 may transmit with a higher average power than 23 dbm 5. The usage is conditioned upon no disturbances being caused to other radio usages and on the fulfilment of applicable obligations to other countries. 5. The total average radiated power from terminals (expressed as e.i.r.p. or t.r.p. respectively) in the frequency band MHz may not exceed - 42 dbm/8 MHz. This requirement applies, regardless of bandwidth and power in the frequency blocks. In the event that a licence holder chooses to use a higher average radiated power than 23 dbm within its own frequency block and/or a bandwidth greater than 10 MHz, the licence holder must first report to PTS how the requirement for -42 dbm/8 MHz will be achieved. 3 For an antenna location ("site") with several sectors, "cell" refers to one of the sectors. 4 Urban area refers to areas with more than 200 residents and where the distance between houses is less than 200 metres, in accordance with the definition used by Statistics Sweden. 5 This power limit is specified as e.i.r.p. for terminals designed to be fixed or installed, and as t.r.p. for terminals designed to be mobile or nomadic. T.r.p. stands for Total Radiated Power. E.i.r.p. and t.r.p. are equivalent for omni-directional antennas. This value has a tolerance of up to +2 db to take into account operation under extreme environmental conditions and variations in manufacturing. 2

3 6. The average radiated power from terminals (expressed as e.i.r.p. or t.r.p.) must not exceed the values listed in the table in the frequency band MHz. The licence holder may deviate from the technical conditions referred to in item 3 above for the frequency spaces MHz and MHz, provided that other licence holders that are affected accept the deviations. Ban on causing interference and undertaking to remedy interference on TV receivers 8. A licence holder may not cause TV interference for the reception of terrestrial TV in the frequency band MHz for permanent residents 6. TV interference refers to: The signal level 7 from a base station, repeater or terminal within the frequency block in question (dbm/5 MHz) exceeds the signal level from the television transmitter within the television channel concerned (dbm/8 MHz) by more than 41 db. The signal level from the base station, repeater or terminal within the frequency block concerned (dbm/5 MHz) exceeds -6 dbm/5 MHz (receiver blocking). The signal levels must be measured 8 with a reference antenna 10 metres above ground in appropriate conditions at the household affected. The starting point for a reference antenna is a directional antenna with a gain of 11 dbd and a lossless cable. The reference antenna should use the same polarisation as that used for TV broadcasting. The properties for directional discrimination shall be based on ITU-R recommendation BT.419. The measurement shall be taken in the direction where the desired TV signal is strongest. The ban on causing TV interference only applies if the measured field strength from the television transmitter for the television channel concerned exceeds log10(f/500) db V/m/8 MHz (f is the centre frequency in the channel concerned) 10 metres above the ground. 9. 4 immediately establishing cooperation between the licence holders in the 700 MHz band in order to coordinate measures to remedy the interference (according to the definition of TV interference in item 8) when receiving terrestrial TV in the frequency band MHz for permanent residents, ensure that such collaboration between the licence holders immediately offers a shared point of contact with good accessibility, at least via telephone, where television viewers whose TV reception is affected by the use in the 700 MHz band can make a complaint, coordinate the above mentioned point of contact with that already established for television viewers whose TV reception is affected by the use in the 800 MHz band, keep a register of complaints received, immediately identify which licence holders cause TV interference in the frequency band MHz, arrange a free examination as soon as possible thereafter, and, if the source of interference is attributable to the licence holder, remedy the TV interference in an appropriate fashion free of charge, and if necessary, immediately turn off the interfering base station transmitters and repeaters that the licence holder has approved 9 or terminals installed by the licence holder until the TV interference is removed. Coordination 10. The licence holder shall coordinate with and request the consent of the Swedish Armed Forces when locating base station equipment in the vicinity of their outdoor facilities in the municipalities of Ystad, Gotland and Karlskrona. 11. The licence holder shall comply with the applicable regulations at all times regarding coordination agreements that Sweden has concluded with other states. 9 Approved in this context means that there is an agreement between the operator and the agent that installed the repeater. 4

5 Sharing 12. The licence holder shall contribute, in an appropriate manner, to spreading information on the use of and current and planned rollout to enable the sharing of frequency space. 13. Should a standardised framework of rules or sophisticated technology for sharing become a reality during the licensing period, it may require the information referred to in item12 to be made available in an automated format for PTS, or to a third party appointed by PTS, without manual involvement by PTS. Requirements on coverage and rollout (applies only to FDD5) Requirements on coverage 14. The licence holder must provide coverage for mobile voice and data services (at least 10 Mb/s) for a handheld terminal within a selection of the priority areas that make up Appendix B to this licence, and a number of areas that PTS will define after the assignment. The cost that will be offset for the rollout amounts to SEK xxx million, the coverage requirement amount (excluding VAT). The coverage requirement amount shall be adjusted annually for inflation SEK 40 million 11 of the coverage requirement amount shall be used to provide coverage in areas that PTS will define after the assignment. These areas may overlap or coincide with the priority areas. 16. SEK 100 million 12 of the coverage requirement amount shall be used to provide coverage in type 1 priority areas. The remaining part of the coverage requirement amount may be used to provide coverage in priority areas of type 1 and type Of the coverage requirement amount minus SEK 40 million, 50% shall be used for coverage in the counties 14 indicated in the table. County Minimum share Jämtland 12 % Norrbotten 9 % Dalarna 8 % Västerbotten 8 % 10 The coverage requirement amount shall be adjusted for inflation annually, starting on 31 January From 31 January 2021, that part of the coverage requirement amount that remains each year, after deduction of costs that have been settled for rollout, is adjusted with inflation. The annual average of the Consumer Price Index (CPI, 1980=100) is used as a measure of inflation. If the whole amount allocated to that part of the coverage requirement where PTS has the right to define a number of areas after the assignment has not been used due to the fact that PTS did not define the areas to a sufficient extent, the licence holder may use the excess amount to provide coverage in the priority areas. 19. Coverage for voice services shall be deemed to occur if it is possible to pick up a call with a handheld terminal and if the connection can be maintained with good voice quality without interruption. 20. Coverage for data service shall be deemed to exist if it is possible to receive data at a rate of at least 10 Mb/s and to send data with at least the speed indicated in item 22 below using a handheld terminal. The minimum rate of 10 Mb/s is an estimate of the downlink bitrate that an end user can typically expect, given normal load conditions in the network. The capacity and performance 15 within the coverage area must be equal to at least 2 10 MHz LTE with 2 2 MIMO. 21. The coverage requirement means that every mast 16 established as a result of the coverage requirement must provide coverage for both voice and data services within at least 20 km 2 of priority area or an area defined by PTS after the assignment. For areas that PTS defined after assignment, the licence holder shall endeavour to meet the need that was the basis for the definition. The licence holder shall therefore consult PTS before deciding on the location of a mast. If a mast covers at least 20 km 2 of type 1 priority area, the mast is considered to meet the coverage requirement for type 1 priority area. If the licence holder covers the same geographical area using two different masts, only one mast may be counted for the area. 22. Coverage in accordance with item shall be based on the following assumptions: The terminal's minimum permitted output power or the worst receiver sensitivity in accordance with 3GPP or other relevant standards organisation The base station's sensitivity for the equipment used (inc. diversity gains, TMA 17 etc.) The terminal's antenna gain is -2 dbi (irrespective of the frequency band) Body attenuation 8 db 15 In terms of speed and delay (latency). 16 A mast in these licence conditions refers to the construction which carries the antennas and the technical space that houses the radio equipment. The radio equipment itself, the antennas and other peripherals required, are also included in the term mast. 17 Tower Mounted Amplifier (low noise amplifier mounted at the top of the mast). 6

The rollout must provide coverage in the priority areas in a cost-effective manner. This means, for example, that the masts must be located so that there is no unnecessary overlap in coverage. The antenna configuration of the base stations (e.g. the number of sectors and antenna directions) must also be selected to efficiently cover the priority areas that are possible from the mast in question. 24. The masts must be in operation and comply with the licence conditions during the entire licensing period. 25. The coverage of priority areas may not be achieved through the rollout of existing masts which were in operation before 1 April 2017 with one of the following technologies: GSM, UMTS or LTE in any of the following frequency bands: 800 MHz, 900 MHz, 1800MHz, 2100 MHz or 2600 MHz. 26. The coverage requirement may be fulfilled by the rollout of other frequency bands that have already been assigned. Bands which may be used must have a performance 18 and capacity equal to at least what can be achieved by using 2 x 10 MHz LTE with 2 2 MIMO in the 700 MHz band. 27. When using other frequency bands that are already assigned, the coverage requirement for voice services in accordance with item 19 must also be realised through the use of existing technologies for voice telephony such as GSM, WCDMA or VoLTE. Offset model for the provision of coverage in priority areas 28. Only masts that meet the coverage requirements under items 14 and above may be used for financial offsetting. 29. The licence holder may offset the costs for providing coverage in the priority areas from the coverage requirement amount under items For every new mast constructed as a result of the coverage requirement, the licence holder may offset a lump sum of SEK 1 million. The lump sum must be adjusted for inflation In addition to the lump sum, the licence holder may offset his actual costs for connection to the electricity grid, i.e. the connection charges invoiced 18 In terms of speed and delay (latency). 19 The lump sum must be adjusted for inflation, starting on 31 January The annual average of the Consumer Price Index (CPI, 1980=100) is used as a measure of inflation. 7

8 by the grid company 20. It must be possible to connect the cost to the mast, so information supporting this, such as the site ID, must be stated. The maximum amount that may be offset for electricity is SEK 2 million per mast. 32. Costs that exceed the lump sum and real costs for electricity are not eligible for offsetting. Offset model for masts constructed as a result of PTS defining the areas after assignment 33. Only masts that meet the coverage requirements under items and above may be used for financial offsetting. 34. The licence holder may deduct the actual costs for masts constructed as a result of PTS defining the areas after assignment. The rollout must be appropriate and cost-effective. PTS means by this a rollout at justifiable and reasonable costs aimed at providing coverage in accordance with item 33 throughout the whole licence period. This only refers to additional costs. Appropriate and cost-effective rollout includes costs in accordance with items Costs for masts constructed to meet the coverage requirement are legitimate grounds for offsetting. Among other things, this includes costs for a road to the installation site of the radio base station, if not already existing and required, the radio base station, the building or space that the radio base station will be housed in, and climate control if necessary for the equipment to operate as intended, the support systems required for the whole system to operate (such as electrical power), antenna carrier, foundation for the building and mast construction, radio antennas, cables, radio wave conductors, etc. that are required to meet the technical specifications for radio coverage in these areas, installation and start-up, and work that is directly linked to the construction of infrastructure at the transmission location, such as excavation. 36. Costs for infrastructure required between the mast that is constructed to comply with the coverage requirement and nodes in the licence holder's other electronic communications networks are eligible for offsetting. Among other things, this includes costs for solutions with radio link equipment or other equipment for transmission, extra masts with associated plant or other necessary investments in equipment and services, 20 This applies to the grid network as far as the connection point for the location of the mast. 8

9 installation and operation, and work directly linked to the construction of infrastructure between the mast established to comply with the coverage requirement and a node in the existing network. 37. The following costs are not eligible for offsetting: Running costs for operation, maintenance and repairs to the infrastructure, or re-investment. Shared costs. 9

10 38. The licence holder must report all expenditure for a specific mast under a project-specific code in its accounts. It must be possible to obtain a report from the finance system containing only expenditure for one specific mast. Timetable and supervision 39. Coverage must be provided within the following timetable: By no later than 31 December 2020, the licence holder must have expanded the coverage that can be offset by an amount corresponding to 25% of the coverage requirement amount to be used for the provision of coverage in priority areas. By no later than 31 December 2021, the licence holder must have expanded the coverage that can be offset by an amount corresponding to 50% of the coverage requirement amount to be used for the provision of coverage in priority areas. By no later than 31 December 2022, the licence holder must have expanded the coverage that can be offset by an amount corresponding to 75% of the coverage requirement amount to be used for the provision of coverage in priority areas. By no later than 31 December 2023, the licence holder must have expanded the coverage that can be offset by an amount corresponding to 100% of the coverage requirement amount to be used for the provision of coverage in priority areas. 40. PTS has the right each year, from 2018 to 2023, to define a number of areas in which the licence holder must provide coverage. Coverage must be provided in these areas two years after the year in which they are defined. 41. If all of the amount that must be used for areas that PTS has defined after the assignment has not been used by 31 December 2025 due to the fact that PTS has not defined sufficient areas, the licence holder must use the excess amount to provide coverage in the priority areas. Masts constructed as a result of this must be in operation by no later than 31 December The licence holder, in good time before the started rollout but no later than 1 December 2018, shall submit supporting documents in the form of a development plan that shows the entire planned rollout until 31 December If necessary, the licence holder shall update or revise the development plan no later than 1 December each year between 2019 and The supporting documents must include electronic map material that shows the geographical location of the planned masts and the technical configuration of the antenna height and directions, as well as the estimated geographical coverage for voice and data services (at least 10 Mb/s). The supporting documents must also show geographically the priority areas that each mast must cover. The resolution of the electronic map material must be at least metres. 10

12 43. After each year of rollout, starting on 31 January 2021, complete documentation showing the real rollout must be submitted to PTS. The supporting documents must contain information proving that the rollout requirement in items is fulfilled. The supporting documents must include electronic map material that shows the geographical location of the masts and the technical configuration of the antenna height and directions, as well as the estimated geographical coverage for voice and data services (at least 10 Mb/s). The supporting documents must also show geographically the priority areas that each mast covers. The resolution of the electronic map material must be at least metres. The supporting documents must also show that the constructed masts are in operation. 44. In addition to the supporting documents in item 43, the licence holder must annually, no later than 31 May and starting in 2021, submit supporting documents in the form of invoices proving the actual cost of connection to the grid for those masts constructed to provide coverage in priority areas. An estimate of the energy costs must be sent to PTS by 31 January each year (in conjunction with supporting documents for the technical supervision to PTS), starting in This must be continued until the entire coverage requirement amount has been approved for offsetting by PTS. 45. For those masts constructed as a result of PTS defining areas after the assignment, an extract from the financial system shall be submitted annually to PTS, in accordance with items 38, on 31 January starting in the year after the first mast was constructed. PTS also has the right to request all or part of the supporting documents that substantiate the licence holder's costs for the masts constructed. 46. Six months after PTS has judged that all the supporting documents have been submitted to the authority relating to financial offsetting in connection with masts constructed as a result of PTS defining areas after the assignment, PTS will present a final assessment of whether the whole amount, i.e. SEK 40 million, has been used for this rollout (cf. p. 41). Information On request from PTS, companies that operate under LEK are required to provide the necessary information and documents to verify their compliance with the conditions laid down under the law. The licence conditions may be amended to take account of future changes in radio technology or changes in radio usage due to international agreements which Sweden has joined or rules adopted under the Treaty on the Functioning of the European Union. 12
