18 Recently Established U.S. Commercial Remote Sensing Space Policy President Bush signed the new U.S. Commercial Remote Sensing Space Policy on April 25, 2003: Establishes guidance and implementation actions for commercial remote sensing space capabilities Supercedes Presidential Decision Directive (PDD)-23, U.S. Policy on Foreign Access to Remote Sensing Capabilities, dated March 9, 1994 The U.S. Commercial Remote Sensing Space Policy sets forth a major change in the relationship between the U.S. Government and the U.S. commercial remote sensing industry by providing guidance for: The licensing and operation of U.S. commercial remote sensing space systems U.S. Government use of commercial remote sensing capabilities Foreign access to U.S. commercial remote sensing space capabilities Government-to-Government intelligence, defense, and foreign policy relationships involving U.S. commercial remote sensing space capabilities 18
19 Recently Established U.S. Commercial Remote Sensing Space Policy (Continued) What does the U.S. Commercial Remote Sensing Space Policy do? The policy fixes the practical and legal weaknesses of PDD-23 through implementation actions or plans to be performed by various U.S. Government agencies, including plans to aggressively facilitate market expansion The policy mandates respective agency budget allocations to accomplish these actions and short timelines and imposes an NSC reporting requirement for implementation of those actions Establish NIMA as the agency to for the acquisition and distribution of commercial remote sensing data, imagery, products, and services for national security and foreign policy purposes 19
20 CI Program Summary We are aggressively integrating commercial imagery into our business plans, processes and architecture Commercial imagery is an essential source to NIMA s production of geospatial intelligence We are developing a growing partnership with the industry to leverage its capabilities to meet our mission needs and those of our customers Commercial imagery s great value lies in the flexibility and versatility of combining it with data and information from other sources to present an integrated geospatial intelligence picture to our customers 20
