Know the Earth NATIONAL IMAGERY AND MAPPING AGENCY Show the Way Commercial Imagery Program Overview 8 October 2003 GeoTech Conference This Briefing is Sande Webster (703)

Commercial Imagery What s Changed? U.S. Commercial Remote Sensing Space Policy (National Security Presidential Directive) (April 2003): Advance and protect national security interests Sustain and enhance U.S. leadership in the remote sensing industry Foster economic growth Enable S&T excellence Contribute to environmental stewardship DCI Guidance (June 2002): Use commercial imagery as the primary source for mapping Integrate commercial imagery into the architecture 2

Commercial Imagery What s Changed (Cont d)? Operational Experience: Growing appreciation of commercial imagery utility Operation Enduring Freedom in Afghanistan Operation Iraqi Freedom Increasingly important for supporting military operations and providing geospatial intelligence* * Geospatial intelligence is information about any object natural or human that can be observed or referenced to the earth. 3

Commercial Imagery Business Plan Strategy Use commercial imagery funding to satisfy mission requirements Manage program and execute Functional Manager responsibilities for the customers and users of commercial imagery Integrate commercial imagery into the National System for Geospatial Intelligence (NSGI) Architecture 4

Why Commercial Imagery? Provide unclassified information and analysis Public diplomacy and information Diplomatic initiatives and negotiations involving coalition partners and foreign governments Humanitarian relief and reconstruction Natural/Manmade catastrophes and disasters Augment NTM resources 5

U.S. High-Resolution ClearView License Model Imagery may be used across the USG USG may provide to following organizations when working with the USG on a joint project State Governments Local Governments Foreign Governments and inter-governmental organizations NGO s and other non-profit organizations Joint Project Cooperation between USG and entities listed above in activities such as: Coalition force operations US Homeland Security Exercises Co-production Relief efforts Co-producers may retain imagery if: Production over other than home country Used for intelligence, military, and humanitarian purposes 16

NextView Acquisition Ensure availability of future commercial imagery capability past mid decade Address community s future commercial imagery requirements Improved accuracy and resolution Broad area coverage Timely tasking and dissemination Ensure global access U.S. Government reservation of time over high interest areas Cost advantages for advance quantity commitment 17

Recently Established U.S. Commercial Remote Sensing Space Policy President Bush signed the new U.S. Commercial Remote Sensing Space Policy on April 25, 2003: Establishes guidance and implementation actions for commercial remote sensing space capabilities Supercedes Presidential Decision Directive (PDD)-23, U.S. Policy on Foreign Access to Remote Sensing Capabilities, dated March 9, 1994 The U.S. Commercial Remote Sensing Space Policy sets forth a major change in the relationship between the U.S. Government and the U.S. commercial remote sensing industry by providing guidance for: The licensing and operation of U.S. commercial remote sensing space systems U.S. Government use of commercial remote sensing capabilities Foreign access to U.S. commercial remote sensing space capabilities Government-to-Government intelligence, defense, and foreign policy relationships involving U.S. commercial remote sensing space capabilities 18

Recently Established U.S. Commercial Remote Sensing Space Policy (Continued) What does the U.S. Commercial Remote Sensing Space Policy do? The policy fixes the practical and legal weaknesses of PDD-23 through implementation actions or plans to be performed by various U.S. Government agencies, including plans to aggressively facilitate market expansion The policy mandates respective agency budget allocations to accomplish these actions and short timelines and imposes an NSC reporting requirement for implementation of those actions Establish NIMA as the agency to for the acquisition and distribution of commercial remote sensing data, imagery, products, and services for national security and foreign policy purposes 19

CI Program Summary We are aggressively integrating commercial imagery into our business plans, processes and architecture Commercial imagery is an essential source to NIMA s production of geospatial intelligence We are developing a growing partnership with the industry to leverage its capabilities to meet our mission needs and those of our customers Commercial imagery s great value lies in the flexibility and versatility of combining it with data and information from other sources to present an integrated geospatial intelligence picture to our customers 20
