1 Lahore University of Management Sciences POL 435 Globalization: Theory & Practice Fall Instructor: Uzma Hussain Office: 216 New HSS Wing Office hours: **** or by appointment Course Description Globalization: Theory & Practice offers students the opportunity to consider an extension of political analysis from the traditional statist nature of international relations. Globalization also suggests a process of change in the approach to world affairs. The course is designed around four thematic areas wherein Globalization causal relations are closely examined, and the students are engaged with primary texts from leading academics writing on this subject. The term Globalization tends to include everything and anything, and is therefore much less precise than International Relations. This is at the same time its conceptual power and utility as well as its problematic. According to Giddens, globalization is the intensification of worldwide social relations which link distant localities in such way that local happenings are shaped by events occurring many miles away and vice versa, thereby changing all aspects of our everyday life. There are four thematic areas (Modules) which the course explores to help students determine the conceptual strengths and weaknesses of globalization, and the impact/change it brings to the causal relationships within it: Power Inequality Markets Social Relations Since this is a senior level course, the reading pack will have primary texts; the course shall offer contending opinions and extensive empirical research in each of the four Module themes so that students receive depth in subject analysis, and breadth in perspectives.

2 Students are required to read beyond the reading pack for their Essay/Term Paper and Viva. Learning Objectives The Globalization: Theory & Practice course has four aims: To explore definitions, contending accounts, and explanations of globalization and changes in social relations To evaluate relations of structure and agency in the politics of social change To capture the complexity and nuances of the relations of power and influence in the world today To help students develop sophisticated arguments in written & oral form Course Grading Scheme Readings Commentaries (2) 20% (10% each) Class Participation 15% Term Paper 35% Final Exam 30% Module Design Summary MAKING SENSE OF GLOBALIZATION Week 1 and 2 will be entirely lecture based, wherein students will cover the theoretical foundations upon which further concepts are built. Since Globalization is best understood as an historical process, students are first required to develop a toolkit for comprehending the concept. Here we are introduced to Constructivism, Critical Theory and Post Modernism (for deconstruction). We then define Globalization, and the variations of opinion on the matter (Hyper-Globalists e.g. Ohmae; Skeptics); differentiating it from similar terms like Internationalization, and Interdependence. Globalization will be seen as a compression of time-space (Giddens), creating thereby structural shifts in the organization of human affairs (political, economic, and social). I. POWER This module extends beyond the state to see changes in the structure of international affairs, and hence revisits traditional consideration of states as unitary actors. Disaggregation of the state allows students to perceive the dynamism of today s globalised world. The task is to: Identify sources of power post-territorial; structural power;

3 Identify whether there is a declining power of the state Consider new agents of importance Firms, IOs, and the Global Market Re-thinking power, security, key actors, agency and change II. MARKETS The concept of a fully integrated global market, threatening the policy autonomy of states, is historically examined. This module builds the historical foundations with which to understand contemporary constraints upon nation-states the evolution of FDI, global managed trade, globalized capital, and financial institutions. Some effort is also made here to start and see how globalization has affected different states differently. III. INEQUALITY This model uses key publications that deal with two questions very often addressed towards any globalization debate: a. Has Globalization increased or decreased inequality between states? b. Has Globalization increased or decreased inequality within states? The class is asked to examine the changes in economic relations brought about by globalizing finance and capital, post Fordist production, and the reduction of state protection against world markets for goods and services to answer these difficult questions. They are offered differing opinions on both matters; also a third perspective is globalization to blame? IV. SOCIAL RELATIONS Far too often human beings react to change negatively globalization is the disintegration of social order, the homogenization of culture, the Americanization of the world! Having gone through the prior 3 Modules, students explore the way in which globalization has changed social relations through a more organized lens. Basic problematics and new concepts are: Cosmoplitanism identity; nationhood; cultural singularity Global Social Movements Gender and Environment will be used as examples to show the history & growth of GSMs Anti-consumerism Politics of diaspora & identity The Anti-Globalization sentiment protecting identity, statehood, and economies

4 Course Dynamics The course is a combination of lectures and student discussions. It is to be designed as a 30 session (100 minutes) semester course. The course has two conclusive/summary sessions (at the end of two modules). It is envisaged to be a discussion class where students debate and discuss the various issues of contention (normative, factual, and epistemological) that each theme brings up. Reading Commentaries are an exercise to build analytic skills of students, and of course, to make sure everyone is reading the texts! Students will be assigned two classes where they need to present a summary and analysis of the readings of that session. They would present the abstract to the class and thereby open discussion. Class Participation is designed to be an integral role of this course opinions and debate are essential. The Term Paper shall be a 6,000 word essay that helps students deal with any of the topics that most interest them about Globalization. Topics will be developed by Week 6 of the semester, and students shall have office hours to have continual interaction and support. There is a Final Exam at the end of the course. Students shall be graded for clarity of causal explanations, accuracy and well-developed / rounded perspectives.
