1 Qatar Masters Open 9th to 30th December Regulations. Organization The Qatar Masters Open 05 (hereinafter referred to as Tournament) is organized by Qatar Chess Association.. Participants The Tournament is open to all chess players with ELO rating 300 and above. All participating players accept to fully comply with the Regulations of the Tournament and Rules and Regulations of the State of Qatar. All registered players and accompanying persons must stay at one of the official hotels. Click here for the prices and information. The Organizing Committee has a right to refuse participation of any player. 3. Registration fees Registration fee for all players except holding GM and WGM titles is 50$, Grandmasters and Women Grandmasters pay no fees. Accompanying persons pay the same registration fee as players. Registration fees include: transportation from Hamad International Airport to the official hotels and backwards; coffee breaks during the rounds; sport facilities for the participants and official guests of the Tournament (football, basketball fields and tennis courts); issuing entry visas. Registration will end on 30th September 05.

2 Entry fees must be transferred to Qatar Chess Association before 0th of October 05. The applicant shall receive details of the bank account by once his registration is approved. Registration fee is non-refundable. 4. 3 5. Zero tolerance Zero Tolerence Rule does not apply. There is a 5 minutes delay for the start of the round. The player has the right to be late up to 5 minutes for the start of the round. If he will be more than 5 minutes late he will be forfeited. 6. Offering a draw The players are not allowed to offer or to agree for a draw before 30 moves have been completed by both players. If a player is offered such a draw he has to call the Arbiter. His opponent shall be penalized for destruction, according to the art..9 of the Laws of Chess. 7. Drawing of colors The drawing of colors will be conducted during the Opening Ceremony by the Chief Arbiter and the rating-leader of the Tournament according to the st of December FIDE rating list. 9. Time control 9.. The time control for each Tournament game shall be 90 minutes for the first 40 moves, plus 30 minutes for the rest of the game with an increment of 30 seconds per move starting from the move. 9.. The games shall be played using the DGT electronic clocks.

4 0. Pairings The Pairings will be made using a Swiss Manager Software and shall be announced as soon as possible after each round finishes. Pairings will be published on the official website and placed in front of the entrance to the Playing Hall.. Prizes and tie-breaks.. The Tournament winner, best Woman and best Arabic player will be awarded with trophies accordingly... Total prize fund of the tournament is $30,000. The money prizes provided by the Organizing Committee in Open group and categories are as follows:... All the other cash prizes shall be split equally where players have the same score (except for the Women s, Junior s and Arab s first prizes)..4. The first tie-break criteria in all cases except sharing the first place in the tournament is rating performance. The maximum rating difference between players is 400 Elo points..5. If there is a tie for the top Women s prize, the tie is resolved in favor of the woman with the highest performance rating, who will receive the prize of $8,000. All other prizes will not be subject to a tie-break and prize money other than the first prize will be divided equally among the rest of tied players.

6 .6. If there is a tie for the top Arab s prize, the tie is resolved in favor of the Arabic player with the highest performance rating, who will receive the prize of $,500. All other prizes will not be subject to a tie-break and prize money other than the first prize will be divided equally among the rest of tied players..7. If there is a tie for first or (and) second Junior s (players aged under 8) prizes, the ties are resolved in favor of the Junior players with the highest performance ratings, who will receive the prizes of $,500 and $000 accordingly..8. In the event of a tie for the first place in the Tournament, there shall be conducted a Play-Off for the first prize of $7,000 and Trophy..8.. There shall be a separate drawing of colors for each match of the Play-Off conducted by the Chief Arbiter of the Tournament..8.. The Play-Off will consist of the blitz games matches with time control of 5 minutes with 3 seconds increment per move starting from the move and will be played according to the rapid and blitz rules of chess If there are two players tied for first place, there will be a two-games mini-match played between them. In the event of a tie in the match, another two-games match will be played. If the second match tied as well, a new drawing of lots will take place, and the winner will be revealed after the decisive game. After each odd-numbered game the colors will be reversed If three players tie for first place, the player with the highest performance rating will be seeded directly into the Final of the Play-Off; the other two players will contest the Semi-Final. In the event of a tied mini-match on any leg, paragraph system will be applied.

7 .8.5. If there are four players tied for first place, there will be a knock-out Play-Off (Semi-Final and Final) conducted. After the winner is decided, the player which lost in the Final gets the second prize, while third and fourth prizes are equally shared between the players knocked in the SemiFinal If more than four players tie for first place, the four players with the highest rating performances shall qualify for the Play-Off to decide the first prize (e.g ). The rest of tied players share the prizes from the fifth accordingly The Play-Off matches shall be played according to the rapid and blitz rules (Appendices A and B of the laws of Chess).9. One player can get not more than one prize and (or) trophy. If participant qualifies for more than one cash prize and (or) trophy, the prize of a bigger amount of money and according trophy (if any) will be given out, the remaining prize will be split among the respectively qualifying players.. Additional Rules.. Smoking is forbidden in the playing hall and adjacent areas or in the commentary room... After each game players must hand the original score sheets to the arbiter signed by both of them..3. During the game it is not allowed to leave the playing area or to talk to other players and spectators. As long as the game is in progress, the player may talk only to an arbiter or to his opponent, as permitted by the Laws of Chess..4. Only the players and arbiters shall be allowed in the actual playing area, except with the permission of the Tournament Director and Chief Arbiter.

8 .5. Players who have finished their games shall be considered to be spectators and are not allowed to stay in the playing area..6. Players are not allowed to bring mobile phones or any other electronic devices (even switched off) into the playing hall. In the event of becoming evident that the player brought any device to the playing hall, he shall be forfeited..7. The arbiter may require the player to allow his clothes, bags or other items to be inspected, in private. The arbiter or a person authorized by the arbiter for inspection shall be of the same gender as the player. If a player refuses to cooperate with these obligations, the arbiter shall take measures in accordance with Article.9. of the Laws of Chess..8. Anti cheating measures will be taken according to the FIDE Anti cheating regulations..9. The players shall take no action that will bring the game of chess into disrepute..0. We assume that all the players have read the Tournament Regulations and are obliged to obey them... Flash photography may be used only in the first ten minutes of the games, after that only Media representatives holding an accreditation are allowed to film or photograph in the playing hall... Procedure of Appeals Protests against decisions of the Chief Arbiter or any other Arbiter must be submitted in written form to the Chairman of the Appeals committee within one hour after completion of the respective game. The protest must be accompanied with the sum of 00 US Dollars, as a deposit from the signatory. If the protest is accepted and the decision changed, then the deposit will be returned back to the claimant.

9 Otherwise money will be transferred to the Tournament Organising Committee. The Appeals Committee will be selected prior to the first round during the Technical Meeting and will be made up of three persons selected by the majority of the players. 4. Unforeseen Consequences Any of the matter not mentioned in the present Regulations shall be decided by the Tournament Organising Committee.
