2 2 1.FEES AND CHARGES APPLICABLE 1.1 Customs or other authorities inspection In St.Petersburg Customs or other authorities (Veterinary, Phito or others) may carry out inspection of containers contents in which case the following charges will be applicable: Custom check (door opening) : 140 Eur/unit Custom check (partial) : 210 Eur/unit Custom check (full) : 348 Eur/unit Weighting : 140 Eur/unit Vet /Phito/Grain inspection : 140 Eur/unit IDK / X-Ray control : 180 Eur/unit Obtaining the Verified Gross Mass as per SOLAS Chapter VI, Part A, Regulation 2 at the terminal: Weighting service ordered in advance before container delivered on terminal - 55 Eur /unit Weighting service ordered when container already on Site of terminal Eur / unit Containers without VGM cannot be loaded. 1.2 IMCO documentation fee Due to additional measures of control for IMCO cargos some cargo can be subject to toxicological and hygiene inspection due to requirement of the State Authorities. In this case all additional charges are for cargo account All containers with IMCO cargoes must be labeled by shipper. 4 IMCO class labels and 4 UNNO labels are required. In case of labeling at terminal additional fee of Eur 100,-/ container is charged. 1.3 Veterinarian fee For goods which are subject to veterinarian control, veterinarian fee of Eur 75,-/certificate is charged. 1.4 Phito quarantine fee For goods which are subject to Phito quarantine service control, Phito quarantine fee of Eur 75,- /certificate is applicable. 1.5 Field rents in St. Petersburg -Moby Dik (loaded containers) First 28 days are free, including day of arrival, onwards charges are as follows: 29 th 39th day Eur 19,-/20 /day; Eur 29,-/30 /day; Eur 38,-/40 /day; Eur 43,-/45 /day From 40 th day Eur 53,-/20 /day; Eur 80,-/30 /day; Eur 106,-/40 /day; Eur 120,-/45 /day Oversized TK containers (23 ; 25 ) should be charged as per 30 tariffs Open Tops, Open Side, Flat Racks out of gauge, to be quoted on request depending on cargo parameters (empty containers) First 7 days are free, including day of arrival, onwards charges are as follows: From 8 day Eur 7,-/20 /day; Eur 11,-/30 day; Eur 14,-/40 /day; Eur 16,-/45 /day 1.6 IMCO field rents in St.Petersburg Moby Dik Containers with hazardous cargo, IMO classed, are stored at a special yard and the following field rent charges are applicable for storage: 1-20 days free, day of arrival included 21 st 31 st day Eur 24,-/20 /day; Eur 37,-/30 /day; Eur 48,-/40 /day; Eur 54,-/45 /day From 32 nd day Eur 67,-/20 /day; Eur 100,-/30 /day; Eur 133,-/40 /day; Eur 150,-/45 /day (applicable from day of arrival) Rates increase in calculating the storage of untreated after IMCO cargo of empty containers by agreement of the parties. 1.7 Container rents (demurrage) First 28 days are free including the day of arrival, onward charges are as follows: 20 Eur 15,-/container/day 40 Eur 24,-/container/day 45 Eur 35,-/container/day Reefers Eur 45,-/container/day Curtain-siders Eur 45,-/container/day
3 3 Open-tops Eur 45,-/container/day 1.8 Electricity charges (for temperature controlled units) Plug IN / OFF: 280 Eur / 140 Eur per operation. Electricity: first 4 days are free, including the day of arrival. Onwards 47 Eur/day per container. 1.9 Container detention Container detention calculation is started from the moment of picking up empty container from nominated depot or from the moment of arrival of empty container at shipper s warehouse after import discharging. Container detention calculation is continued till moment of arrival of loaded container to terminal / port. Free period for container return in case of shipper s pre-carriage is 7 days. From 8 th day charges for detention are: 20 Eur 15,-/container/day 40 Eur 24,-/container/day 45 Eur 35,-/container/day 40 reefer Eur 45,-/container/day If container is not returned within 30 days from collection to the Containerships terminal, shipper will accept the responsibility for the total loss of the container/s and will pay to Containerships the replacement value as per clause Full value of containers 20 dry EUR 5,000.-/container 40 dry EUR 7,500.-/container 45 dry EUR 10,000.-/container 40 RF EUR 35,000.-/container 1.11 Container examination by shipper. Shipper is responsible to exam container before stuffing and remove labels that could remain after last cargo transportation. In any case all possible penalties and fees concerned with non-fulfillment of the above term will be for shipper s account 1.12 Extra costs Additional terminal winter surcharge at rate of EUR 20 per container should be charged for all units handled in period from till In case of additional work on the removal or setting the container on the truck (cargo handling - lifts) expenses are paid by the Customer at a rate of EUR 49 per operation. In case of booking cancelation / changes additional charges to be collected: - If Line s equipment was released and returned back EUR 90 per container; - If Shipper s own equipment was booked and cancelled after eur 15 per container; - If booking was changed less than 20hours before originally planned voyage EUR 50 per booking. All extra costs (field container rents, demurrage, etc.) that may arise and which are beyond Containerships control are for the account of shipper, receiver or other merchant. Notice of availability of debt (reminder fee) of EUR 10/notification. Correction of Line invoices EUR 10, -/invoice. Russian VAT (Value Added Tax) will be added to tariffs if Containerships agents in Russia charge expenses from the Russian Customer. If Containerships plc or its agents charge the Shipper outside Russia they are entitled to raise the above and below mentioned tariffs by 20 percent Radiation control In case of exceeding radiation safety standard, laboratory test protocol fee of Eur 250,- /declaration is applicable ISPS fee ISPS fee at St.Petersburg Eur 10/container 1.15 Russian haulage Russian haulage
4 4 Containerships reserves itself the right to adjust Russian haulage costs during the validity period of the quotation in case of: - Sudden increase in road haulage costs dictated by significant changes in supply/demand of trucking services on Russian territory - Significant increase in Russian diesel market prices 2. DELAYS AND RECEIVER S NON- ACCEPTANCE 2.1 Delays caused by shipper s/receiver s actions/ inactions Any delays that may occur due to shipper s / receiver s problems with customs/shipment will have no effect on our usual field, container rent and other charges. 2.2 Receiver s non-acceptance If the cargo is not accepted by a receiver Containerships reserves the right to return the cargo back to its shipper at the merchant s expense Cancellation of application for transportation of export cargo container from the shipper to the Port (cancel loading/transfer date of shipment): St. Petersburg: if cancellation occurred after 14 hours on the day preceding the day of loading - 100Euro. Other regions: - if cancelled less than 24 hours prior the arrival to the shipper - 50% of the rates for transportation. - if cancellation occurs after the arrival to the shipper - 100% of the rate for the carriage. VAT is not included. Billing to all the above rates of the freight Forwarder is added to VAT in accordance with the current legislation of the Russian Federation. 3. DOCUMENTATION In order to achieve the best possible performance instruction for B/L ( Bill of Lading ) must be sent to Containerships in advance before shipment of container out of port.in compliance with the instruction draft of B/L will be issued. Draft must be checked and confirmed by client. After shipment originals Bs/L or waybill (no originals) will be issued by request of client. We would like to emphasize that all details in B/L and relevant commercial invoice, packing lists, customs declaration, CMR should tally, namely goods quantity and description, weight, etc. No discrepancies are allowed. In case of changes in bill of lading after manifest closing, additional B/L correction fee is charged: - after vessel sailing from St.Petersburg - EUR 100 per B/L; - after vessel arrived to port of destination or transshipment EUR 250 per B/L. Safety data sheet is required for all IMCO cargoes. 4. RESTRICTIONS 4.1 Hazardous cargo All hazardous cargoes can be accepted for transportation and storage, excluding only class 1 (explosive) and class 7 (radioactive) cargoes. 4.2 Imco class 1 and Hazardous cargoes under Imco Class 1 can be accepted for transportation with direct transshipment from truck onto vessel only and on the following conditions: Customs permission for transportation with direct transshipment from truck onto vessel ia available Dangerous Goods Declaration (DGD) is available The proper commercial invoice, with all the details necessary on it, is sent to Containerships agents in St. Petersburg by fax before cargo arrival at terminal Phone number of consignee and contact person details should be confirmed at the same time. Upon receipt of this information Containerships agents in St. Petersburg will check with local authorities the remaining relevant details, namely the bonded warehouse license and its validity, consignee s registration papers and other permissions necessary for discharging cargo at destination port.
5 5 Only after the formalities have been fulfilled this will be confirmed in writing and the cargo can be delivered and shipped Cargo under Imco class 7 cannot be accepted under any circumstances. Cargo under IMCO class 6.1 should be always checked with Containerships agents in St. Petersburg 4.3 Excise goods Excise goods can be accepted only if full details are provided to Containerships agents in St. Petersburg in advance, whereby Containerships agents in St. Petersburg have opportunity to check and confirm the possibilities to discharge the goods on Russian customs territory and/or arrange onwards delivery. 5. DOCUMENTATION ON GOODS Below mentioned documentation to be supplied by exporter: 1) Original customs declaration ( 2 nd page ) 2) Invoice for goods 3) CMR or TTN 4) Packing list 5) All other required documents (certificate of quality, certificate of origin, certificate of laboratory tests, emergency card etc ) specified by Russia legislation for exported cargo. 6. VALIDITY HEREOF All above mentioned charges and conditions as well as rates quoted are valid until further notice. Containerships reserves the right to amend or alter these conditions/charges/ rates with immediate effect. 7. INTERPRETATION The headings and titles to these terms and conditions are inserted for convenience only and shall not affect the construction or interpretation of any provision hereof. Should there be any contradictions between these terms and conditions and the Carriers standard conditions of carriage the latter shall prevail.
