Degree Program The University of Maryland School of Law will begin offering a Masters of Law (LL.M.) Program in fall 2009, building on the Law School s nationally recognized specialty programs to offer an advanced degree for individuals eager to engage in scholarly explorations of pressing legal issues. The reputation of our outstanding specialty programs sets us apart from other law schools. The Maryland LL.M. will leverage that strength by attracting advanced students and legal practitioners eager to study with our renowned faculty and develop a specialization in one of the fields for which we re so well known, said Dean Karen Rothenberg. The full-time, one-year program is intended for American lawyers with a J.D. who want to develop expertise in a specific area, and for international lawyers and foreign law students seeking advanced training in U.S. law. Students will be required to specialize in an area of established expertise at the School of Law, including: Business Law; Clinical Law; Constitutional Law; Environmental Law; Health Law; and International and Comparative Law. LL.M. candidates will be required to complete an original, scholarly thesis of publishable quality in their area of specialization. The Program will be limited to no more than 20 students per year, ensuring students will receive personalized attention from their faculty supervisors, particularly in writing their thesis. Associate Dean Michael Van Alstine describes the Maryland LL.M. as a good fit for lawyers who either want to specialize their legal practice in one of the fields offered by the Program, or who are interested in pursuing an academic career. Maryland Law offers an extensive curriculum in each of the specialty areas, and LL.M. students will be able to develop a deep understanding of their subject area though a wide range of advanced courses and seminars, he said. As they complete their thesis, they ll be working one-on-one with some of the top law professors in the country. 2 Professor Larry Gibson Receives UMB Diversity Recognition Award Survey Finds UM Law Grads Satisfied with Career Decisions P S rofessor of Law Larry Gibson received the University of Maryland, Baltimore s 2009 Dr. Martin Luther King, Jr., Diversity Recognition Award, presented for achievements in the areas of diversity and inclusiveness, during a Feb. 6 luncheon event featuring a keynote address by Maryland Lieutenant Governor Anthony Brown. ince School of Law professors Paula Monopoli and Jana Singer initiated a research project to explore the decisions graduates make in shaping their careers, and gauge their satisfaction with those decisions, more than 600 alumni have completed a survey about their career paths. Now, armed with the results, they are moving forward with developing solutions that will help legal employers enhance career satisfaction and improve work-life balance in the profession. This is a significant and well-deserved award, said Dean Karen Rothenberg. Larry has shown a lifelong commitment to advancing equality, justice, and opportunity for African Americans and served as a role model for generations of aspiring lawyers. The award was especially appropriate this year, as Professor Gibson organized the School of Law s second Black Law Alumni Reunion. More than 200 graduates gathered for a weekend of fun, fellowship, and substantive discussions about race and society, highlighted by the unveiling of Thurgood Marshall s Early Career in Maryland: in the Law School s Thurgood Marshall Law Library. Drawing on three decades of research by Professor Gibson, the exhibition reveals little-known facts and stories about the formative years of Marshall s early law practice. Justice Marshall s widow, Cecilia Marshall, who had provided Professor Gibson with access to Justice Marshall s personal letters, papers, and photographs, made a rare public appearance to attend the unveiling. Who was Thurgood Marshall before he became a civil rights icon? Before he became Supreme Court Justice Marshall? asked Prof. Gibson. No one had done a decent job of covering his early days as a young lawyer. He was a very active attorney but the research into this period was difficult and time-consuming, so no one had really taken on the challenge. Larry has shown a lifelong commitment to advancing equality, justice, and opportunity for African Americans and served as a role model for generations of aspiring lawyers. Dean Karen Rothenberg Gibson pored over more than 2,000 documents, including court papers, handwritten court dockets, photographs, and newspaper clippings. He conducted numerous interviews with Marshall s friends, colleagues and family members. And he emerged with a picture of a remarkable individual Marshall won every individual prize and scholarship available to Howard Law students and passed the Maryland Bar Exam with one of the highest averages ever who still had to learn about the mundane and practical questions of building a law practice, paying his bills, and providing for his family. Gibson found that not only had Marshall handled bread and butter cases like automobile accidents, child support, and divorces, the future Supreme Court Justice also handled numerous criminal defense cases. On nine large panels featuring letters, photographs and newspaper clippings, the exhibit depicts these experiences, as well as Marshall s successes and defeats as he began to formulate the legal strategies that would ultimately result in winning 29 out of 32 Supreme Court civil rights cases. in brief spring 2009 The law school is positioned to investigate empirically, from a scholarly perspective, the factors that lead to dissatisfaction with legal careers, said Professor Monopoli. Bringing this information to law firms and legal employers, and advising them in generating policies that will increase employee retention, is another example of this Law School translating research into real world solutions. Marshall s first major civil rights victory came in 1935, when he successfully sued the University of Maryland School of Law to end its practice of segregation, and admit Donald Murray as the school s first African American student. He also represented a young African American student in her bid to integrate one of the 12 all-white public high schools in Baltimore County. Marshall lost the case, but Baltimore County ultimately built three black high schools. Later in life, Marshall gained a bit of a reputation as being somewhat cantankerous and disagreeable, said Gibson. But what stood out to me among all of our research, was the young man s diplomacy and his remarkable gift for working within a system and a society openly hostile to his clients and his causes. A lot of his early successes came out of this innate ability to gain the trust and respect of the court and the opposing counsels. Professor Singer said she was pleasantly surprised with the career satisfaction levels reported by Maryland Law graduates. Ninety percent said they were extremely or moderately satisfied with their decision to become a lawyer, and a similar percentage reported the same level of satisfaction with their current employer. Singer also noted that After compiling preliminary results from the survey, Monopoli and Singer held a December focus group with more than 20 respondents drawn from a diversity of ages and career paths. In April, they will present a workshop to regional law firms that builds on the survey data to provide recommendations for recruiting and retaining female and minority attorneys, particularly in the current economic climate. Tom Sanger, Vice President and General Counsel of Dupont will give a keynote address. A report on the survey s results will be issued this spring. S everal distinguished members of the bench and bar joined the School of Law s Board of Visitors at the start of the school year. Members of the board advise Dean Karen Rothenberg on a wide range of issues, and also seek to advise leaders in Maryland s government, business, and legal communities about developments at the law school. The newest members are: Donna R. Blaustein 71 practices in the area of estate planning, probate, trust and guardianship administration. She is an advisor in the legal writing seminar for Masters Degree candidates at the University of Miami Law School and a frequent lecturer on estate planning and probate practice to both professional and lay audiences. Mrs. Blaustein has published many articles on estate planning and guardianship issues in local and national professional publications. In addition to earning the J.D. from the School of Law, Mrs. Blaustein received a B.A. from Goucher College and a Masters Degree in Estate Planning from the University of Miami School of Law. Joseph G. Finnerty III 87 is the chair of DLA Piper s New York Litigation practice group, a litigation partner, and a member of the firm-wide Policy Committee. Mr. Finnerty s commercial litigation practice is concentrated in securities and business litigation for corporate clients and individuals, and counseling and litigation for leading insurance companies. Mr. Finnerty received his B.A. from Hamilton College. A companion panel created by Professor depicted the leadership efforts of Emerson Dorsey 79 and Judge Andre Davis 78 while student leaders of the Black Law Students Association to have the law school s library named in honor of Justice Marshall. Jason M. St. John 00, President of the School of Law s Alumni Association s Board, is a Partner at Saul Ewing and focuses his practice on commercial litigation. He also handles trademark and intellectual property litigation, telecommunications litigation, real estate litigation, and insurance coverage disputes. Mr. St. John is an adjunct professor at the School of Law, teaching courses in pre-trial civil litigation and appellate advocacy. He received an M.B.A. from the University of Baltimore, and a B.A. from the University of Maryland. The Marshall exhibit is on permanent display in the library s lobby. Despite starting their careers at private firms in equal percentages, the survey indicated that significantly more women later left such employment to pursue public service and government work. Among women who remained at private firms, a smaller percentage than men attained equity partnership. Board of Visitors Welcomes Distinguished New Members Despite his successes, civil rights cases were time-consuming and low-paying, leading Marshall to question his ability to earn a living as a lawyer in Baltimore. In December 1936, he decided to devote his practice to championing civil rights and accepted a position with the National Staff of the NAACP in New York City. Marshall left his native Baltimore to begin his storied journey toward the hallowed chambers of the Supreme Court of the United States. Our first reunion was such a success we sought to make this one more substantive, more meaningful and more fun. I think we succeeded on all counts, said Dorsey. We discussed some very important issues in the African-American community today, raised awareness about how the law school faculty is addressing these issues, and reconnected with friends and colleagues from all over the country which was wonderful. contrary to the opt-out myth, neither men nor women were dropping out of legal practice in sizable numbers, with roughly five percent reporting that they worked in a job unrelated to the legal field. 3 Law School Events Join the Alumni Association in Honoring Dean Rothenberg, Distinguished Graduates, on May 7 A ll School of Law graduates and friends are cordially invited to a very special event on May 7, as the Alumni Association modifies its annual Honors Banquet to recognize some of the law school s most distinguished graduates and celebrate the leadership and accomplishments of Karen Rothenberg as she prepares to step down as Dean. Dean Rothenberg has done so much for the law school; we want to do something for her, said Alumni Association President Jason St. John 00. We will present our regular alumni honors to truly outstanding recipients, and also will honor Karen. This year s Distinguished Graduate Award, given annually since 1970 to an individual who has demonstrated service to the community, legal profession, and the Law School, will be presented to Joseph R. Hardiman 62. The former President and CEO of the National Association of Securities Dealers and the NASDAQ Stock Market, Hardiman is a former Chair of the Law School s Board of Visitors and currently serves on the boards of the University System of Maryland and the University of Maryland, Baltimore Foundation. The Benjamin L. Cardin Public Service Award, established in 1990 to recognize alumni for outstanding public service, will be presented to the Governor of Maryland, Martin O Malley 88. O Malley, who served as field director for the U.S. Senate campaign of Barbara Mikulski while still in law school, was elected Mayor of Baltimore in 1999 and Governor in Alumni Support Success of National Trial Team Tournament, Advocacy Program The Rising Star Award, for a recent graduate with an exemplary record of service and leadership, will go to Juliet Choi 03, Senior Director of Partner Services at the American Red Cross. Choi focuses on building strategic partnerships to ensure that diverse and underserved communities are better served, and worked as a staff attorney with the Asian American Justice Center before joining the Red Cross. In addition to honoring distinguished graduates and Dean Rothenberg, the event will serve as a fundraiser for the Rothenberg Fund for Public Service. Alumni who are unable to attend the event but wish to honor Dean Rothenberg are asked to consider making a gift to the Fund. Event sponsorships are also available. To purchase tickets, become an event sponsor, or make a gift to the Rothenberg Fund for Public Service, visit or call John Everett 10 of the Maryland Trial Team is cheered on by Dean Rothenberg at the pep rally kicking off the national Tournament of Champions T wo years ago, the School of Law s Trial Team was crowned national champion after besting the rest of the country s Top 16 trial teams to win the National Institute for Trial Advocacy s annual Tournament of Champions. Along with a coveted title and an enormous trophy, that championship also came with home court advantage for the 2008 Tournament of Champions. Thanks to the tireless efforts of event coordinator A.J. Bellido de Luna 04, Managing Director of the Clinical Law Program, and the enthusiastic volunteer support of more than 150 law school graduates and friends, the four-day event ran seamlessly and further elevated the stature of Maryland Law s advocacy programs in the eyes of its academic peers. The planning and logistics for this event were daunting and unlike anything the Law School has attempted before. It wouldn t have been possible without our alumni, said Bellido de Luna. Maryland Law Takes to Capitol Hill The School of Law continues to reach out to its growing alumni population in Washington, DC. In addition to the Feb. 11 screening of The Response (see p. 6) the Law School hosted a Capitol Hill reception this fall that attracted more than 100 graduates, including U.S. Senator Ben Cardin 67 and U.S. Representative Elijah Cummings 76. The Tournament began Oct. 30, with the nation s Top 16 teams again gathering for four rounds of preliminary mock trial competition over two days. In each round, members of the local judiciary many of them Maryland Law alumni sat on the bench in the law school s moot courtrooms, and a panel of three scorers scored the performance of each advocate. At the end of the round, scorers provided feedback to the participants, supporting the Law School s effort to make the Tournament a success and also helping shape the next generation of lawyers. The trial teams were just awesome and so was the experience for me, said former U.S. Attorney Herb Better 68 of Zuckerman Spaeder, LLP. My only disappointment was that I couldn t have stayed and judged more than one session. In preliminary rounds, teams competed in a round-robin series of trials with one team serving as prosecution and one team serving as defense. Teams had to prepare both sides of the case and be ready to present either side. The Maryland Law team advanced to Saturday morning s semifinals before falling to eventual champion Duquesne School of Law. While we, of course, would have liked to have won this year, we set out to put on the best competition in the history of the Tournament of Champions, Bello di Luna said. With the tremendous outpouring of Dean Rothenberg recognizes Suzanne 73 and Stuart Salsbury 71 for their generosity in establishing the Stuart M. and Suzanne B. Salsbury Trial Advocacy Fund. support from our alumni and the legal community, by all accounts, we achieved our goal. Prior to the Tournament s start, the School of Law hosted alumni, friends, tournament volunteers, and past and current Trial Team and Moot Court Board members at an Oct. 28 Kickoff Party and Pep Rally to cheer on the Maryland team. At the event, Dean Rothenberg recognized Stuart Salsbury, 71, and wife Suzanne, 73, for establishing the Stuart M. and Suzanne B. Salsbury Trial Advocacy Fund with a major gift to the law school. The fund will ensure that Maryland s nationally recognized program will have the funding necessary to not only continue its status as one of the nation s premiere advocacy programs but also attract talented students to the program in the future. In addition, more than 65 other graduates and friends contributed more than $42,000 to the School of Law s Advocacy Fund, including an Advocacy Champion gift from David Levin 71. Lecture, Competition Mark Focus on International Environmental Law In addition to the Tournament of Champions, the School of Law recently hosted qualifying rounds for another prestigious event, the International Environmental Moot Court Competition. This competition provides law students an opportunity to explore global environmental law in the context of a dispute before the International Court of Justice, and includes regional qualifiers in Australia, Latin America, India, and southeast Asia, as well as the U.S. In conjunction with the Tournament, the School of Law presented the Fedder Lecture by Zhang Jingjing, Director of Litigation for the Center for Legal Assistance to Pollution Victims in Beijing. Known as the Erin Brockovich of China, Jingjing has won milestone cases in the Chinese courts, including the first successful environmental class action suit in China. 4 Law School Events Business Law Conference Takes on the Subprime Meltdown A s Business Law Program Director Lisa Fairfax and Professor Michael Greenberger organized the conference The Subprime Meltdown: Causes, Consequences and Solutions in the months prior to Oct. 3, they knew it would be a timely and interesting subject. But they couldn t have anticipated that Congress would pass, and President Bush would sign, the $700 billion financial bailout package on the same day as the conference. In fact, panelist David Smith, the Chief Economist of the U.S. House Committee on Financial Services, had to forego attendance in light of more pressing matters on Capitol Hill. But 16 other panelists from government, the financial industry, public service, and academia, along with almost 100 interested alumni, lawyers, bankers, and others participated in a lively daylong discussion of the unfolding financial crisis and generally agreed that the bailout was not enough by itself to return the economy to normal, healthy functioning. A lot of this legislation is highly illusory, said Professor Greenberger. Congress does not have an infrastructure in place to deal with this. Even foreign governments became entangled in the crisis, said panelist Alan Beller, formerly senior counselor and a director at the Securities and Exchange Commission. Money from investors in China, for example, helped prop up the lending and buying of mortgage backed securities-essentially, shares in a large pool of mortgages-as well as other exotic financial instruments behind America s once-hot housing market. These instruments were designed to spread financial risk, he said, but ended up spreading the failure when the housing bubble burst. Several panelists discussed the need for new regulations on the financial services industry amid the rising use of the new and exotic instruments on Wall Street. Others, notably former School of Law professor Thomas Perez, now Secretary of the Maryland Department of Labor, Licensing and Regulation, and Ralph Tyler, commissioner of the Maryland Insurance Administration, said states were in a better position to provide oversight. Perez, noting the subprime mortgage crisis disproportionately touches communities of color, called for better regulation of mortgage brokers and loan servicers. I don t have faith in the alphabet soup of regulators because they don t have a history of responsiveness to consumers, he said. And Tyler said state insurance regulators have a good track record, especially when compared to their federal counterparts. Economic forces tend to keep the market ahead of regulatory forces, he added, making it critical that regulators be more nimble in order to keep up. Greenberger noted that the rapidly changing financial, regulatory, and legal landscape will have to change the way law schools teach their business law students. This is not an issue that is on the syllabi, he said, and it should be. Prominent Graduates Connect with Students One-on-One at Dean s Roundtables S ince launching last fall, the new Dean s Roundtable initiative has provided students the opportunity to meet and learn from some of the Law School s most prominent graduates in a small, informal setting. National leaders in government, business, and legal practice, these alumni have volunteered their time to discuss contemporary issues in the law and share the ways their Maryland Law education enhanced their professional development. The Dean s Roundtable is a great program, said Miguel Palmeiro 09, who attended a luncheon discussion with David Cordish 63, President and Chairman of The Cordish Company. It s a great opportunity to talk about the ways a legal degree can shape your career, regardless of the path you follow. Environmental Law Graduates Raise Glasses and Funds for Program In early 2008, the School of Law partnered with Sig Libowitz 07, an experienced writer, actor, and film production executive, to create The Response, a 30-minute courtroom drama that takes viewers inside the U.S. military tribunals in Guantanamo, Cuba. The film has been screened to wide acclaim, including at a number of Academy Award-qualifying short film festivals. The Law School hosted an Oct. 22 screening, followed by a panel discussion that included (r-l) Libowitz, Response actor Peter Riegert, and Human Rights First advocacy counsel Devon Chafee. Alumni are invited to visit the Law School s web site to RSVP for a March 25 screening and panel discussion in New York City. in brief spring 2009 Mary Robinson, former President of Ireland and U.N. High Commissioner for Human Rights, delivered the keynote address at the Law School s Oct symposium marking the 60th anniversary of the passage of the Universal Declaration of Human Rights. Although progress continues to be made toward the Declaration s ideals, President Robinson cited a woeful global failure to secure access to justice and basic rights like food, health, and safety for most humans. The law doesn t work for about four billion people in our world, she said. Almost 200 graduates, students, and faculty filled Westminster Hall on Nov. 21 for the Environmental Law Program s 17th annual wine tasting. At the gathering, Wade Wilson 01 announced that more than 50 alumni had donated more than $5,000 to honor Laura Mrozek as she retired after more than 20 years of service to the Program. the newsletter for um law alumni

5 impact making an Donors Establish Rothenberg Fund for Public Service with More than $100,000 in Gifts Throughout her tenure, Dean Karen Rothenberg s driving passion as leader of the Law School has been public service. In 2007, this commitment was nationally recognized when Dean Rothenberg received Equal Justice Works Dean John R. Kramer Award in recognition of her dedication to nurturing an outstanding spirit of public service at the School of Law. As Dean Rothenberg prepares to step down this spring and return to the faculty, a number of the school s graduates and friends have acted to honor her commitment and further recognize her accomplishments. To date, more than 70 individuals have donated more than $100,000 to establish the Karen H. Rothenberg Fund for Public Service. I participated in public service opportunities at the School of Law that changed my career and my life, said Anne Deady 08, who now works as Clerk for Judge John Prevas of the Baltimore City Circuit Court after serving as a leader in the Maryland Public Interest Law Project and the Maryland Law Katrina Project while a student. I am very thankful for Dean Rothenberg s support of public service and proud to make a gift in her honor. Under Dean Rothenberg s leadership, the Law School dramatically expanded its commitment to public service. The Clinical Law Program grew dramatically, and now provides 110,000 hours of free legal services to poor and marginalized citizens of Maryland. The Law School established a student loan repayment assistance program for graduates who pursue careers in public service and expanded support for student public service work. The creation of innovative new programs produce solutions that benefit individuals and communities in need of the law s protections. The Fund will provide direct support for the purposes most meaningful to Dean Rothenberg, including: Scholarships for students committed to public service. Loan repayment assistance for graduates pursuing public service careers. Grants for students engaged in projects that benefit individuals in need. During these troubled economic times, our Law School s work in serving the public has never been more important. I am so honored by the gifts being made in my name, and so appreciative that these generous supporters will enable our efforts to continue, said Dean Rothenberg. Through a Planned Gift, Professor Alan Hornstein Furthers a Remarkable Legacy After three decades of extraordinary contributions to teaching, scholarship, and service at the School of Law, the legacy of Professor Alan Hornstein lives on in many areas the lawyers he taught, the curriculum he helped shape, the law school building he helped plan, and the legal profession in general. Now, by making a planned gift in support of the Making an Impact campaign, he has ensured that legacy will continue for generations to come. A gift to Maryland has a great impact. The same contribution does so much more for the Law School than for an institution whose endowment is hundreds of millions of dollars, he says. Hornstein has seen first-hand what resources can do. At the Law School he was a key figure in major curricular reforms and all self-studies and strategic planning projects. Hornstein credits the School of Law s generous supporters for making innovations possible. It s important that people understand how much the Law School now depends on private philanthropy, he says. When I was acting Dean in 1991, the state provided 60 percent of our operating budget. Last year, it was less than 12 percent. For Hornstein, making a gift through a charitable gift annuity (CGA) made good financial sense. A CGA enables a supporter to transfer a gift to the Law School in exchange for a current income tax deduction and guaranteed fixed annual payments for life (see accompanying chart). From a practical standpoint, the annuity was about taxes. It provided a tax deduction without having to give up an income stream during retirement, he says. Another thing Hornstein hasn t seemed to give up during retirement is work. He serves on the Law School s Board of Visitors and has taught as a Distinguished Visiting Professor of Law at the Touro Law Center in New York for the past several years.
