1 PREMIER QUARTER SIRES RULES & REGULATIONS Premier Quarter Sires, LLC PO Box 2373 Weatherford, TX Phone: Fax: STALLION NOMINATIONS 1. Stallions must be registered with the AQHA in order to participate in the Premier Quarter Sires program (PQS). 2. PQS will be limited to 50 stallions and nominations will be accepted on a first come, first serve basis. Enrollment in the program requires a 3- year commitment and stallion owners will be required to sign a contract stating such. At the end of their 3- year contract, said stallion will have the first option of continuing his participation in PQS. Should a stallion decide they no longer wish to participate, the slot must be returned to PQS at which time it will be offered to other interested stallions. In the event a nominated stallion dies, stallion owner will have the first option of continuing to nominate deceased stallion or substituting another stallion. In the event that a stallion sells, the new owner will have the first option of continuing to nominate said stallion. If they do not wish to nominate said stallion, the original owner of said stallion will have the option of nominating another stallion under same ownership. If original owner does not have or wish to nominate a substitute stallion, the slot must be returned to the PQS at which time it will be offered to other interested stallions. 3. Stallion renewal contracts are due by November 1 st of the preceding year. The annual nomination fee for a stallion will be $3,000 and one breeding to be paid by February 1st of the current year. $2,500 of the nomination fee will be paid out in prize money and $500 will be retained for administration costs. The breeding will be sold for ¾ of the stallion s normal fee. Buyer will be required to pay all chute, shipping and other disclosed fees directly to the stallion owner. LIMITED SERIES CLASSES 4. All of a stallion s offspring are eligible for the Limited Series classes as long as the stallion is currently enrolled in the program. 5. Four classes will be held at two shows each year: 3 Year Old Limited Horse Limited Rider Western Pleasure, 3 Year Old Limited Horse Limited Rider Hunter Under Saddle, Limited Horse Limited Rider Non Pro Maturity Western Pleasure and Limited Horse Limited Rider Non Pro Maturity Hunter Under Saddle. 6. Horse Eligibility for 3 Year Old Limited Horse Limited Rider Classes: A) Horses entering must be in their three- year- old year. B) All registered offspring of nominated stallions are eligible to participate regardless of breed affiliation. A copy of the horse s registration papers must be furnished at time of entry. C) Horse may not have earned more than $2,500 or 10 points in western pleasure or hunter under saddle prior to January 1 st. D) Horse may not have placed first or second in any novice horse slot class prior to the PQS class. E) Leased horses may not be shown by a non- pro exhibitor in any PQS class unless the lease is filed with AQHA and proper documentation is provided. F) Owner of the horse must be in good standing with all breed associations or the horse will be

Exhibitor Eligibility for the 3 Year Old Limited Horse Limited Rider Classes: A) Exhibitor must meet NSBA limited open criteria, which state that riders cannot have lifetime earnings exceeding $15,000, and if showing as a non- pro, exhibitor may not be on the NSBA open non- pro riders list. B) The winning exhibitor from each class will be prohibited from showing the following year. If in the second year following, exhibitor meets all other eligibility criteria he/she will be permitted to show again. C) Once an exhibitor has reached $25,000 in earnings through the PQS, beginning the following year, he/she is permanently ineligible to compete as a Limited Rider in PQS events. D) Exhibitor must be in good standing with all breed associations or they will be prohibited from showing. E) Per NSBA rules, an exhibitor may not show to a judge with whom they have a conflict. 8. Horse Eligibility for the Limited Horse Limited Rider Non Pro Maturity Classes: A) Horses entering must be at least four years of age. B) All registered offspring of nominated stallions are eligible to participate regardless of breed affiliation. A copy of the horse s registration papers must be furnished at time of entry. C) Horse may not have earned more than $5,000 or 50 points in western pleasure or hunter under saddle prior to January 1 st. D) Horse may not have earned a World or Reserve World Championship in any breed. E) Leased horses may not be shown by a non- pro exhibitor in any PQS class unless the lease is filed with AQHA and proper documentation is provided. F) Owner of the horse must be in good standing with all breed associations or the horse will be 9. Payout and Prizes: A) All monies and prizes will be paid out and awarded at the show. B) The total payout for each of the 3 Year Old Limited Horse Limited Rider classes will be a guaranteed minimum of $22,500 at each show (based on 38 stallions enrolled in the program). C) The money collected from the stallion breedings will be paid out evenly between the Limited Horse Limited Rider Non Pro Maturity Western Pleasure and the Limited Horse Limited Rider Non Pro Maturity Hunter Under Saddle. D) Distribution of purses: see payout addendum. E) If there are not 10 entries in the class, the remaining money will be redistributed evenly across all places. F) 10% of the prize money from each placing will be paid back to the sire of each horse. G) Payout is subject to change based on number of stallions paid in. 11. Entries: A) Early entries are $250 per class. Late entries will incur a $250 late fee and must be made by 5:00 pm the day before the class shows. No entries will be accepted after this time. B) All fees must be paid in full in order to exhibit in a PQS class. There will be no refunds of entry fees for any reason. C) If an entered horse is sold before the class shows, the entry may be transferred to a new owner for a $50 change fee. D) Rider must be named by 5:00 pm the day before the class shows. There will be no rider substitutions after this time.
3 BREEDERS FUTURITY E) In the event of the death of a horse that has been entered in the PQS, the owner will be allowed to substitute another eligible horse at no charge. F) Any horse that is owned and entered by an individual that owns a stallion currently enrolled in the program will be exempt from paying entry fees. 12. In order to be eligible for nomination to the Premier Quarter Sires Breeders Futurity (PQS BF), mare must be in foal to a PQS stallion. 13. All mares must be nominated and mare nomination forms postmarked on or before December 1, A $200 late fee is required for any nomination received with a postmark after December 1 st but before December 31 st. No nominations will be accepted after December 31 st. All mare nominations must be accompanied by a copy of the mare s registration papers and completed W- 9 form. 14. Once a mare is nominated, the resulting foal is eligible to show in the Breeders Futurity classes regardless of a stallion s continuing enrollment in the program. 15. Once a mare is nominated, no refunds or substitutions are permitted. Should a nominated mare die after the nomination fee is paid and before foaling, or the nominated mare does not produce a live, viable foal, with proof of death provided by a licensed veterinarian, the nominator will have several options: A) The nominator will be allowed to carry the nomination over to the following year for the same mare under the condition that she be bred back to the same stallion. B) The nominator will have the right to substitute another mare meeting all eligibly requirements under the condition that the mare is owned by the same nominator. C) The nominator may substitute a mare for the following year assuming the new mare meets all eligibility requirements and is owned by the same nominator. 16. If a nominated foal is deemed within 30 days of foaling to not be of sound health with a medical condition that will result in the foal being unfit for its intended purpose, with proof provided by a licensed veterinarian, the nominator will have the option of substituting another foal provided that the new foal meets all eligibility requirements and is owned by the same nominator. Substitutions must be made and a substitution form received no later than 30 days after the originally nominated foal is born. Once a substitution is made, it is final and the original foal will no longer be eligible for the Breeders Futurity. 17. The cost to nominate a mare will be as follows: Number of Mares Nominated WP Division HUS Division Both Divisions 1-4 $600 $600 $1,100 5 or more $450 $450 $900 In order to qualify for the multiple mare discount, the mares must be owned by the same individual and nominated and paid for at the same time. Mare owner must indicate which division they are nominating mare for at time of nomination. $100 of each nomination fee will be retained with the remainder being paid out in prize money. Any mare owned and nominated by the owner of a participating stallion qualifies for the reduced rate of $450 per division regardless of the number of mares nominated. 18. If a mare is produces more than one foal, then a nomination fee must be paid for each foal the owner wishes to make eligible for the PQS BF. 19. A list of nominated mares and total payout along with distribution by year will be published each year once nominations close. 20. Collected funds will be held in an account separate from the PQS operating account until they are paid out in the allotted years. In the event the program is terminated, all money will be reissued to the original nominators. 21. A Foal ID form will be mailed to each mare during their foaling year. While there is no sustaining payment due at this time, in order to maintain eligibility the Foal ID form must be completed and submitted to the PQS by December 1 st of the foaling year. Any Foal ID form not postmarked by December 1 st will be required to pay a $100 penalty.
4 22. All PQS BF classes will be NSBA approved. 23. Five classes will be offered for the western division: Yearling Longe Line, 2 Year Old Open Western Pleasure, 3 Year Old Open Western Pleasure, 3 Year Old Non Pro Western Pleasure and 3 Year Old Limited Non Pro Western Pleasure. Five classes will be offered for the hunter under saddle division: Yearling Hunter Longe Line, 2 Year Old Open Hunter Under Saddle, 3 Year Old Open Hunter Under Saddle, 3 Year Old Non Pro Hunter Under Saddle and 3 Year Old Limited Non Pro Hunter Under Saddle. 24. A horse entered in the Breeders Futurity may transfer divisions for a fee of $300. Transfer must be made prior to the first time the horse shows in a Breeders Futurity class and once a transfer is made the horse may not transfer back to the original division. Division transfers may not be made if the horse has already shown in a Breeders Futurity class. 25. Horse Eligibility: A) A copy of the horse s registration papers must be furnished at time of entry. B) There can be no substitution for any horse entered in the PQS BF. In the event a horse is withdrawn from competition, disqualified or deceased, all fees paid are forfeited and shall remain in the PQS BF fund to be distributed as purse. C) The PQS does not recognize leased horses. Any horse shown by a Non Pro must be owned by said individual or a member of his or her family. D) Owner of the horse must hold a current NSBA card. A copy of the card must be provided at time of entry. All owners must be in good standing with all breed associations or the horse will be 26. B) For each division, both western and hunter under saddle, 10% of the nomination money from that year will be allotted to the Yearling Longe Line class, 15% to the 2 Year Old Open class, 20% to the 3 Year Old Open Class, 25% to the 3 Year Old Non Pro class and 30% will be allotted to the 3 Year Old Limited Non Pro class. C) 10% of the prize money from each placing will be paid back to the original mare nominator. D) Distribution of purses: see payout addendum. E) If there are not 10 entries in the class, the remaining money will be redistributed evenly across all places. 28. Entries: A) Each PQS BF entry will be charged an office fee of $50 at time of entry for any horse owned by the original nominator or $150 for any horse not owned by the original nominator. A nominated horse will not be eligible to show without a completed entry form and paid office fee. There will be no refund of office fees. B) Entries must be postmarked on or before June 3, Entries will be accepted up until 5:00 pm the day before the class shows, however late entries are subject to an additional $200 late fee. C) Entries will not be accepted without completed W- 9 form. D) If an entered horse is sold before the class shows, the entry may be transferred to a new owner for a $50 change fee. E) Any horse that is owned and entered by an individual that owns a stallion currently enrolled in the program will be exempt from paying the office fee. JUDGES AND SCORING SYSTEM 29. The selection of judges and the scoring system used will be the same for both the Limited Series classes and the Breeders Futurity classes. A) Judges will be selected at the sole discretion of PQS.
5 B) Prior to the start of the class, judges must inform PQS of any conflicts they might have. Per NSBA rules, judges may not judge an exhibitor with whom they have a conflict. C) Members of a judge s family are prohibited from showing in that class. D) The class will be judged using 4 judges, with the low card being dropped. E) In the event of a tie, all 4 judges cards will be used to break the tie. If there is still a tie after using all 4 cards, a predetermined tiebreaker judge will be used to break the tie. F) The judge s decision is final. Once the judges have marked their card and places for awards have been made, there shall be no changes with one exception: If it is determined that a rule has been violated, PQS has the right to change or disqualify any entry they deem fit. At that point, all awards and monies must be forfeited by that entry and immediately returned to PQS and the placing of that class will be moved accordingly. G) Classes will be run as one go. Should the number of entries warrant, PQS reserves the right to run the class in two or more splits with a finals. GENERAL RULES AND GUIDELINES 30. For 2016, the Limited Horse, Limited Rider Slot classes will be held at the Cornhusker Classic in Lincoln, Nebraska in June and the Show For Dough (in conjunction with the Big A) in Conyers, Georgia in July. The PQS Breeders Futurity classes will be held at the Show For Dough (in conjunction with the Big A) in Conyers, Georgia in July. 31. The program will operate with an Advisory Board. The Advisory Board s role will be to provide strategic advice and direction to ensure long term success. Operating decisions will remain the sole prerogative and responsibility of PQS. Since Advisory Board members will have no direct involvement in the decision making, selection of judges or the logistics of running the program, there will be no conflict for members of the Advisory Board to participate in any PQS class or event. 32. All NSBA rules and regulations pertaining to showing, equipment, judging and so forth will apply. 33. NSBA rules regarding drugging and drug testing will be strictly followed. PQS reserves the right to drug test any horse that shows in a PQS or PQS BF class. If a horse tests positive, PQS will determine suitable disciplinary action which may include but is not limited to the forfeiture all awards and monies. In addition to the forfeiture of all prizes and monies, the exhibitor, owner and trainer of a horse failing to pass the drug test, may all be suspended from exhibiting, owning or training a horse for a PQS class or event. Any action taken is the sole discretion of PQS and is non- negotiable. 34. Horses that are bred, sold or nominated by an individual affiliated with running the PQS program will be permitted to show. 35. PQS reserves the right to change, add or deny any rules herewith as deemed necessary. PQS will have the final word in interpreting or supplementing the rules and conditions should the need arise.
