1 School Nursing Wendi Ogle-Welbourn Director for Communities School Nursing From April 2013 the responsibility for the commissioning of school nurses transferred to local authorities. Since this time PCC has been working with CPFT to develop a specification and performance monitoring framework that meets the needs of the children and young people within Peterborough 1

2 School Nursing Role Leading and delivering the Healthy Child Programme for an identified population [4/5yrs -19yrs], through Children s Centres, Schools and the Primary Health Care Team Delivering on specific national screening programmes [NCMP] (now the responsibility of NHS England) Identifying the most at risk children, young people, their families and those with disabilities and complex needs 2

4 Expected Outcomes Including Improving Prevention Improved children s health through health promoting behaviours from 4/5 to 19 years Improved child development and emotional well-being as a result of positive parenting and adjustment to school entry Improved emotional and social well-being through strong parent child attachment, positive parenting and family relationships Healthy eating and increased activity leading to a reduction in obesity Expected Outcomes Including Improving Prevention Increased uptake of childhood and teenage immunisation and HPV Early recognition of growth disorders and risk factors for obesity Early detection and appropriate referral, support to address developmental delay, abnormalities, ill health and concerns about safety 4

5 Expected Outcomes Including Improving Prevention Early detection and appropriate referral, support to address mental health problems and complex social issues. Such as domestic violence, substance misuse, bullying, exclusion, and abuse or neglect (safeguarding) Contribute to the reduction in teenage pregnancy Contribute to the reduction in number of children and young people who smoke School Nursing Issues Clear performance information on outcomes from CPFT (being addressed through Contracting meetings) Capacity of service (an additional 100k has been invested in the service over the past year) No Clear specification (there is now a clear service specification with KPI s and outcomes) S/N s spending most of their time on HPV, NCMP and Safeguarding issues mainly attending conferences (HPV needs to be renegotiated from April 2014 with NHS England this will give us more recourses to reinvest) 5

6 School Nursing Skill mix introduced for NCMP Designated safeguarding lead looking at S/N input to safeguarding and will draw up clear guidelines for S/N attendance and role Pathway work for emotional health and wellbeing currently being developed which will clearly highlight S/N role and referral to Tier 2 services Pathway work to bring together sexual health, public health priorities and school drop in s in an integrated way with all agencies (currently some duplication) 6
