3 pren Page 3 Initial type testing EN FOREWORD This European Standard has been prepared by the Technical Committee CEN/TC 226 "Road Equipment", of which the secretariat is held by AFNOR. This document is currently submitted to TC 226/WG 3 for approval to pren enquiry. This European Standard, EN 12966, comprises the following parts: Part 1: Variable message signs Part 2: (this part) Initial type testing Part 3: Factory production control In accordance with the CEN/CENELEC Internal Regulations, the following countries are bound to implement this European Standard: Austria, Belgium, Czech Republic, Denmark, Finland, France, Germany, Greece, Iceland, Ireland, Italy, Luxembourg, Netherlands, Norway, Portugal, Spain, Sweden, Switzerland and the United Kingdom. No existing European Standard is superseded. 1 SCOPE This part of this standard describes the requirements for initial type testing (ITT) as required by the construction product directive (CPD) in support of its legal requirements to assess the essential characteristics. Variable message signs shall comply with this standard as part of the evaluation of conformity procedure. It is to be considered as a procedure for the manufacturer and the certification bodies involved in the ITT of Variable message signs

5 pren Page 5 Initial type testing EN 3 DEFINITIONS, SYMBOLS AND ABBREVIATIONS For the purpose of this part of this standard the following definitions apply together with the definitions in ISO 8402, EN Fixed, Vertical Road Traffic Signs - Parts 1, 2 and Sign face: The material or materials applied to the substrate to produce the finished surface of the fixed sign. 3.2 Substrate: Material used to support the non- retro-reflective and retro-reflective sign-face materials. 3.3 Test module A test module is a sample that is representative of the finished product in all respects (see clause of part 1 of this Standard). 3.4 Manufacturer: The responsible Body in the framework of the CPD. 3.5 Supplier: Producer of components for the product. 3.6 Notified Body: The Body responsible for the third party execution of ITT which issues the CE certification. 3.7 Test house The organisation responsible for testing products

6 pren Page 6 Initial type testing EN 4 REQUIREMENTS AND TEST METHODS 4.1 General Characteristics evaluated by a Notified Body on samples or test products prepared by manufacturers or suppliers shall not require further testing provided that these manufacturers or suppliers have FPC-systems. Any modifications of the approved product not yet covered by previous tests, shall be registered by the manufacturer and communicated to the Notified Body. The Notified Body shall analyse these deviations and shall decide according to the nature of the modification, whether the modified product shall be submitted to a new type approval. The test module shall be prepared in accordance with the technical documentation and shall be manufactured in accordance with normal production methods. The technical description, including drawings, shall be as specified in the Annex (normative). Static calculations shall include all fixings and attachments.

7 pren Page 7 Initial type testing EN 4.2 Variable Message Signs (Discontinuous and continuous signs) Test module The test module is as defined in clause 9.1 of EN In the case of verification by calculation, of some characteristics (e.g. deflection), the manufacturer shall also provide relevant drawings, calculations and the technical specifications Identification Each module submitted to ITT shall bear a label with at least the information specified in Table 1. Each test module submitted to ITT shall be identified as detailed in Annex A (normative) Specific requirements Compliance with pren The Notified Body shall verify the characteristics of the test module, specified in column 1 of Table 2, to the requirements of column 2 in Table 2 or shall evaluate calculations. The manufacturer shall state the class or classes to be verified. The Notified Body shall supply a copy of the results to the manufacturer. Certificates of compliance issued by other Accredited Bodies may be accepted in verification.
