Qualifications, Experience & Person Specification Candidates must on the latest date for receipt of completed application forms hold the following minimum qualifications Possess qualifications recognised by the Department of Health and Children and be a member of, or be eligible for membership of the Academy of Medical Laboratory Science (M.A.M.L.S.) or prior to 1994 Associate Membership of the Academy (A.M.A.M.L.S.) Have a minimum of 4 years experience in a laboratory since qualifying as a Medical Scientist. Possess the requisite knowledge and ability (including a high standard of suitability), for the proper discharge of duties of the post. Candidates must have a high capacity for responsibility and individual initiative. Be personally motivated with the ability to empower and motivate others. Be able to demonstrate a patient focused approach. Be computer literate. Have excellent interpersonal skills and proven written and verbal communication abilities. Possess a good knowledge of quality improvement initiatives. Have proven organisational skills. Have the ability to work on own initiative, prioritise and manage a number of issues simultaneously and demonstrate attention to detail. Be able to identify potential difficulties and formulate solutions. Be free from any defect or disease which would render him/her unsuitable to hold office and be in a state of health as would indicate a reasonable prospect of ability to render regular and efficient service. 4 2. Accountability The in reports to and is accountable to the Laboratory Manager (Chief Medical Scientist) in all matters relating to the job and in their absence to the Chief Executive Officer. 3. Outline of Duties and Responsibilities Main purpose of the Job The will be expected to show initiative and self-organisation in the carrying out of the duties and responsibilities of the position. They must be able to work with and ensure a high level of cooperation, communication and teamwork with patients, technical personnel, medical and administrative staff and with equipment manufacturers and service providers. The holder of the post will liaise and work as required with all staff and grades within the Hospital. The successful applicant will be expected to exercise initiative in the performance of their duties. The role of the in, in co-operation with the Laboratory Manager, includes but is not limited to: General: Maintaining throughout the hospital an awareness of the primacy of patient in relation to all hospital activities and maintain a clear understanding of the importance of providing a quality and safe service to all patients. Participating in future development of the Laboratory Service that supports the clinical needs of the patients and is consistent with the mission, vision, values and strategic plan of the Hospital. Participating with the Laboratory Manager in leading and training a team of skilled staff and creating and promoting healthy working relationships. Participating with the Laboratory Manager in identifying and implementing operational processes in haematology to the standards of best practice in order to optimise use of resources. Page 4 of 13
5 Participating, as required, with the Laboratory Manager in costing methods for the laboratory service to other Hospital Departments. Participating in the implementation of a quality management programme which is patient centred and which measures and audits performance and user satisfaction. Actively participating in and promoting continuing education and research activities consistent with the position. Promoting open communications throughout the Hospital. Demonstrating behaviour consistent with the values of the Hospital. Performing routine and specialised work to the highest professional standards as determined by the Laboratory Manager. Assuming responsibility for the quality of work and carrying out all duties in accordance with Hospital policy and accreditation standards. Observing the strictest confidence when dealing with all aspects of patient or Hospital information. Carrying out and organising the technical work within the section to meet the timelines required of the laboratory service. Coordinating scientific staff and/or support staff within the laboratory. Participating in developing and introducing new ideas and methods according to Hospital policy. Supervising and delegating, as appropriate, the registration, custody and stock level of the Laboratory reagents, drugs and other materials held in the section. Receiving and recording details concerning mishaps, complaints and defects in supplies and equipment, investigate the circumstances with appropriate team members and taking the necessary actions and report the findings as required. Ensuring that policy in relation to the Laboratory record keeping is followed. In consultation with the Laboratory Manager facilitating arrangements, where appropriate, to introduce professional and/or other visitors to the Laboratory. Page 5 of 13
6 Co-operating regarding procedures to be followed in prevention and management of accidents occurring in the Laboratory area. Facilitating arrangements in the Laboratory area for educating and training Laboratory staff. In consultation with the Laboratory Manager participating on Hospital and/or external committees as required. Ensuring appropriate compliance with International and National guidelines and standards for the provision of Laboratory Services and actively participating in internal and external quality control and quality assurance. Promoting a professional, punctual and dedicated team with good open communications. Creating and promoting healthy working relationships and stimulating initiative among Laboratory staff. Maintaining team work and acting in accordance with the Hospital s disciplinary policy. Ensuring that the Laboratory area makes the most effective and efficient use of information technology for both patient care and administrative support in a manner which integrates well with systems throughout the organisation. Performing his/her duties under the general direction of the Laboratory Manager. To be familiar with the quality standards required by GLP, GMP, CPA, ISO 15189, EU Directive 2002/98/EC, EU Directive 2004/23/EC and the requirements of the IMB and any other relevant legislation. Guiding technical personnel in the performance of their duties. Conducting routine inspections of laboratory equipment in their charge and to ensure that the equipment is properly maintained and kept in a serviceable condition. Collaborating with the Laboratory Manager in the maintenance of efficiency and the introduction of new methods in the Laboratory. Page 6 of 13
7 Participating in the provision and co-ordination of technical staff and student training. This may involve the giving of lectures etc. Responsible for the development of policies and overseeing the implementation of regulatory standards and policies in respect of all areas of service. Contributing to the administration and record system and providing such records of work as are deemed necessary. Participating as a member of Hospital committees as required. Contributing to the support of research activities in the Hospital to which services are provided and to keep abreast of scientific and medical research and participate fully in the development of the post. Due to the nature of the Hospital service the will be required to be available for work outside of normal working hours and to respond to emergencies. Participating in the hospital s Accreditation programme and the ethos of Continuous Quality Improvement and implementing and maintaining procedures. Maintaining a safe environment for all staff in consultation with appropriate personnel and direct staff on procedures to be followed in an emergency or disaster situation. Participating in regular Health and Safety audits. Ensuring that all policies and procedures identified by the hospital as being relevant to the post have been read, acknowledged, implemented and adhered to. Quality Assurance Ensure compliance with Directive 2004/23/EC (Standards of Quality and Safety for the Donation, Procurement, Testing, processing, Preservation, Storage and Distribution of Human Tissues and cells), if applicable Directive 2002/98/EC (Standards of Quality and Safety for the Collection, Testing, Processing, Storage and Distribution of Human Blood and Blood Components) Page 7 of 13
8 S.I. (Statutory Instrument) No. 360 of 2005 European Communities ISO The post holder is responsible for their continuous professional and personal selfdevelopment. The successful candidate will be required to update their knowledge and skills to fit the changing requirements of the post. Therefore, this is an outline of the current broad areas of responsibility and accountability and should not be regarded as a comprehensive listing. 9 4. Particulars of Office Duration The appointment is a fixed term, maternity leave cover position wholetime and pensionable. Duties The will perform the duties of the post as outlined in Part 3 of this. The person appointed will be required to be flexible in this position and must be prepared to undertake such other duties as assigned from time to time by the Laboratory Manager, the Chief Executive Officer or other designated officer authorised by the Laboratory Manager or Hospital Management. Such duties can be outside the normal area of work. Hours of Work The person appointed will work a five day, 37 hour week, plus on call obligation and will attend at such other times as are required for the proper discharge of the duties of the office. The appointee will be required to record their attendance electronically on the hospital time and attendance system (TMS). In order to comply with Section 33, of the Organisation of Working Time Act 1997 which limits the maximum number of hours an employee is permitted to work in a given period, all employees are obliged to notify the Hospital if they engage in any employment in addition to their post with Cappagh National Orthopaedic Hospital. Remuneration Remuneration is in accordance with the salary scale approved by the Department of Health & Children. Current salary scale is in line with the rates. Salary is paid on the last working day of the month by Credit Transfer. Periodical increases in salary shall not take effect until the Director of HR/Operations certifies that the service of the person concerned has been satisfactory during the year immediately preceding the date of such increments. 10 Probation The successful candidate will be required to serve a probation period of 6 months from the date of taking up employment before being confirmed in the permanent position. During this period the candidate s progress will be monitored and Cappagh National Orthopaedic Hospital, may at its discretion, extend the probationary period, in which case the reason for the extension will be made known to the candidate. During the probationary period progress or otherwise will be monitored and at the end of the probationary period the service will (a) be certified as satisfactory and confirmed in writing or (b) if not satisfactory, the probationary period may be extended or certified, with stated reasons, that the service has not been satisfactory in which case the post holder will cease to hold the post. If Cappagh National Orthopaedic Hospital should fail to certify in accordance with (a) or (b) above, the appointment shall be deemed to take effect. In the event of it being determined at any stage during your probationary period that your employment is unsatisfactory, then your employment may be terminated before your probation expires. Medical Examination The appointment is subject to a successful medical examination and this will be arranged by the hospital. There may be a fee charged for the examination. Superannuation The terms of the Voluntary Hospitals Superannuation Scheme and the Voluntary Hospitals Spouses and Children's Scheme will apply to this position. The following contributions will be payable towards your pension, lump sum and Spouses and Children s Scheme benefits: o o o 1.5% Lump Sum 3.5% Pension 1.5% Spouses and Children s Scheme Annual Leave Annual leave is as per the Department of Health and Children regulations. 11 Sick Leave Granting of payment of salary during illness is discretionary and conditional on the employee complying with the conditions laid down in the sick leave policy and will be in accordance with Department of Health and Children regulations. Termination of Office The employment may be terminated at any time by one months notice on either side except where circumstances are dictated by the Minimum Notice and Terms of Employment Act 1973/77. The Hospital Management hopes it will not be necessary to exercise their right under this paragraph. However, in circumstances where Management conclude that the post holder has failed to perform their duties to a standard consistent with their responsibilities, or where their conduct in relation to the post or otherwise would render them unfit to hold the post, the Management right will be exercised. Confidentiality In the course of employment the successful candidate may have access to, or hear information concerning the medical or personal affairs of patients and/or staff, or other health services business. Such records and information are strictly confidential and, unless acting on the instruction of an authorised officer, on no account must information concerning staff, patients or other health service business be divulged or discussed except in the performance of normal duty. In addition records must never be left in such a manner that unauthorised persons can obtain access to them and must be kept in safe custody when no longer required. Data protection Computer data should only be accessed if this has been authorised and is necessary as part of work. Unauthorised access, to computers or helping others to access such data will result in disciplinary action being taken. Working Together In working together employees are expected to display a positive, helpful and caring attitude in the way they conduct themselves encouraging the confidence of patients, colleagues and others. 12 Patient Care Patient satisfaction must be to the forefront of your concern. Every patient is to be treated as an individual and provided with a high quality service in terms of courtesy, kindness, interest and efficiency. Quality Ensure compliance with National and International Standards and Codes of Practice relevant to the post and Cappagh National Orthopaedic Hospital. General 1. The Hospital will not be responsible for the loss or theft of personal belongings. 2. Fire orders must be observed and staff must attend fire lectures periodically. 3. All accidents within any Department must be reported immediately. 4. In accordance with the Safety, Health and Welfare Act 2005 all staff must comply with all safety regulations. 5. General Information Cappagh National Orthopaedic Hospital will not be liable for travelling or other expenses incurred by candidates who may be required to attend for interview.
