1 ERATE 470 FORM # REQUEST AND REQUEST FOR PROPOSAL (RFP) FOR: NETWORKING EQUIPMENT PIERCE PUBLIC SCHOOLS Pierce Public Schools [which will now be called PPS] is seeking proposals for the upcoming Funding Year round of E-Rate. PPS is soliciting proposals for the purchase and installation of network electronics and access point upgrades for locations in two buildings. All services are to be completed within the guidelines and regulations for local, state, and the federal E-rate program. Bids for services listed below should be submitted by March 3, SERVICES REQUESTED: Network switches, wireless access points, wireless controller, fiber transceivers, training, two-year maintenance agreement. PPS aims to use the latest wireless access points utilizing PoE+ gigabit Ethernet or better hardware throughout the district for ERATE bidding. Access points must be fully compatible with or equivalent to the current Brocade/Foundary system. Bidders must be able to provide on site testing which will demonstrate compatibility, if necessary. Pierce Public Schools includes two buildings, the high school building and the elementary building. Networking electronics and fiber transceivers will be installed at both locations. The RFP reflects the current proposed services requested on the Erate 470 forms. The proposal includes the Pierce High School site at 201 N. Sunset St, Pierce, NE and the Pierce Elementary site at 211 N. 7th Street, Pierce, NE 68767, Pierce, NE Pierce High School The high school site in Pierce houses about 29 classrooms, a gymnasium, multiple common areas, a library, and office areas. There is 1 Main Distribution Frame (MDF) located in the storage area next to the ITV (Distance Learning) Room of the high school building which also houses the telco

2 demarcation, while the 1 Intermediate Distribution Frames (IDFs) is located near the library which is centrally located in the same building. Wiring closets are located in each wing of the building. The Internet connection to our present router is via fiber optic cable. Pierce Public Elementary building contains 22 classrooms, a gymnasium, library and office areas. There is 1 Intermediate Distribution Frames (IDFs) located in a centrally located closet. The two schools have a dedicated private network between buildings. The successful bidder(s) will be responsible for qualifying for and adhering to the Federal E-Rate program. Items not eligible for E-Rate must be itemized in the bid. Prices must be held firm for the duration of the E-Rate Year. These projects and services depend on partial funding from the E-rate program and should be completed within the funding year. Applicant expects each Service Provider to make themselves thoroughly familiar with any rules or regulations regarding the E-rate program. All contracts or agreements entered into as a result of this RFP will be contingent upon the specific funding of the FRN at the percentage rate submitted. The maximum percentage the Applicant will be liable for is the pre-discount amount minus the funded amount or ineligible portion as shown on the form 471 Block 5. In the event of questions during the E-Rate PIA review process, the successful vendor is expected to reply within 3 days to questions associated with their proposal. The contractor is responsible for providing a valid SPIN (Service Provider Identification Number) at the time the bid is submitted. Any potential bidder found to be in Red-Light Status will be disqualified from participation in the bidding process and will be considered nonresponsive. Vendor understands that they may be asked to work around school schedules to avoid impacting classroom or busy office times.

3 The Applicant reserves the right to deny any or all proposals associated with this RFP, even with SLD funding approval. Applicant reserves the right to consider existing piggyback, open RFP, open 470, etc. Failure to follow the above criteria and requirements may be considered grounds for disqualification. 4 PROJECT This proposal shall be broken down into two options: 1. Full proposal (hardware and labor) to include: a. Vendor to propose and coordinate configurations with PPS prior to installation, in order to provide a "turn-key" delivery. This includes, but not limited to, configuring (per PPS specification) equipment naming, IP addresses, protocols, NTP servers, SNMP settings, etc b. Install the specified network electronics equipment into provided or project included wall mounted or freestanding electronic equipment racks. c. Perform power-on system and functionality tests. d. Perform and demonstrate a verification of network connectivity and functionality. e. Verify access to the Internet and to PPS resources. f. Provide documentation listing all equipment, part numbers, quantities, serial numbers, IP addressing and equipment naming. g. Provide proposed coverage map and post install verification of coverage. h. Provide necessary training. i. Provide two-year maintenance agreement on qualifying equipment. 2. Equipment and installation separately per equipment listed (ie. AP plus installation or switches plus installation) to include: a. Delivery of each component to its designated secured location. b. Provide documentation listing all equipment, part numbers, quantities, and serial numbers. c. Provide two-year maintenance agreement on qualifying equipment.

5 HARDWARE EQUIPMENT WIRELESS ACCESS POINT EQUIPMENT: Each wireless access point should have high transmit power for longer range and enhanced wireless coverage. Each should support IEEE a/b/g/n and ac (draft) standards. They should support up to 450 Mbps on 2.4 GHz and up to 1300 Mbps on 5 GHz. Wireless points should have seamless roaming and fast handover. Each should have 6 internal MIMO antennas/dual Band/Three Stream. They should have a sectorized 3D antenna design for mounting on ceilings or walls or desktop deployments. Access points should use band steering to shift Dual band clients to 5 GHz for better throughput performance. They should support up to 8 BSSID s. Each access point should have the ability to be managed by a central system. Each access point should be compatible with current system unless all equipment is to be replaced. Coverage should be more than sufficient to handle a 1:1 environment for 400+ devices in each building. WIRELESS CONTROLLER SYSTEM EQUIPMENT: The controller should be able to contact and control all currently or newly installed equipment. The device should be scalable, simple to use, manage, and deploy. It should be full-featured, layered 2 PoE+ Switch with Wireless Management Capability. The wireless controller should centrally mange and monitor up to 50 Neutron Series wireless access points. Hardware controller should have wired and wireless network management. The wireless controller system should be IEEE 802.3at/af PoE on its 24 Gigabit Ports with a total PoE budget of 370W. It should include 4 Dual-Speed SFP uplink ports. Software controller should be scalable, simple to use, manage and deploy. The controller should be able to manage and monitor up to 50 access points. VPN is not needed as the two schools have a dedicated private network between buildings. NETWORK CABLING EQUIPMENT: All network wiring will make use of existing Cat5 cabling in both buildings. NETWORK SWITCHING EQUIPMENT: Must have such design to integrate seamlessly with existing head-end and downstream equipment. All distribution frames must have port density and fiber connectivity to support all backbone connections and current or newly terminated connections. Switches in the main closet in both the high school and elementary must provide at a minimum 48-port 1G switch, 2x1G SFP+ (upgradeable to 10G), and

6 2x1G/10G SFP+ Uplink /Stacking Ports. The 24-port switches will be for the outlying wiring closets. They should be 24-port, gigabit PoE+ switch w/ 10G uplink. switches are PoE and have SFP+ ports for uplink/downlink. Switches are capable of doing 10 gigabit transport with the proper SFP s, cabling, and licensing. FIBER TRANSCEIVERS: Fiber transceivers should all be compatible with the present infrastructure. Multimode transceivers are used at the HS between the wiring closets and single mode transceivers for the fiber connection between the HS and Elem. MAINTENANCE: Two year maintenance and support on installed components including hardware and software updates. TRAINING: Provide necessary training on installed components as determined by PPS.

7 Evaluation Procedures The evaluation will be performed by the RFP Coordinator and evaluation staff for services proposed. The evaluators will consider how well the vendor's proposed solution meets the needs and criteria set forth in the fair and competitive bidding process using the below matrix. It is important that bids be itemized, clear, and complete so that the evaluators can adequately understand all aspects of the proposal. Evaluation results are confidential and the property of PPS.
