Process & Plant Safety Performance Metric CEFIC IT PPS proposal Dr.-Ing Ing.. Peter G. Schmelzer, Bayer HealthCare AG Chairman CEFIC Issue Team Process and Plant Safety CEFIC Responsible Care Conference, Manchester, th October 2008
Motivation BP Texas City incident increased discussion about level of process and plant safety worldwide conclusions Further developed Safety Culture necessary Make a habit complying with what you promised Systematic identification of opportunities for improvements Duty of top management amongst others Performance Monitoring measure performance recognize trends CEFIC RC-conference, Manchester, Dr.-Ing. Peter G. Schmelzer 2
Europe Performance in Process & Plant Safety examplary worldwide Seveso-Directive and national legislation Learning Lessons (EU, national, voluntary) MARS, ZEMA (GER), EPSC, EFCE, ProcessNet, Industry Associations etc. Self Committment Programs CEFIC RC-conference, Manchester, Dr.-Ing. Peter G. Schmelzer 3
Improvements for European Industry Usual indicators insufficient to demonstrate and to motivate further improvement earlier warnings needed stimulate and demonstrate industry initiative beyond and without further detailed Seveso Directive stimulate learning more from smaller incidents communicate risk and risk acceptance CEFIC RC-conference, Manchester, Dr.-Ing. Peter G. Schmelzer 4
Primary Subject Trigger Improvements how Ask for implementation of state of the art PPS-performance monitoring and reporting for each company by industry association how CEFIC Recommendation CEFIC RC-conference, Manchester, Dr.-Ing. Peter G. Schmelzer 5
Further Subjects / Consequences Appropriateness of safety performance and pace of individual improvement of single establishments and industry Framework for european and global industry benchmarks Demonstrate to the public and authorities performance and continuous improvements of industry Consider reporting KPI on association level e.g. within Responsible Care CEFIC RC-conference, Manchester, Dr.-Ing. Peter G. Schmelzer 6
Requirements Simple to understand and to communicate Promoting trust Ambitious Challenging Long lasting value Goal : e.g. No unintended substance or energy release CEFIC RC-conference, Manchester, Dr.-Ing. Peter G. Schmelzer 7
Primary Goal of PPS Safety Considerations Handle inevitable hazard potentials professionally that the likelyhood of their activation and adverse effects to environment, people and assets is as low as practicable Source: Simplified: keep the hazard potentials contained. CEFIC RC-conference, Manchester, Dr.-Ing. Peter G. Schmelzer 8
Indicators, Definition & Categorisation Loss of Severness Lagging Near Miss Leading Primary Containment Containment functional Quantity CEFIC RC-conference, Manchester, Dr.-Ing. Peter G. Schmelzer 9
Lagging Indicator, Definition Loss of Severness Lagging Primary Containment Near Miss Leading Quantity Challenge of installed safety measure Containment functional Plan, Design, Maintenance, Training and Exercise of Safety Management Element CEFIC RC-conference, Manchester, Dr.-Ing. Peter G. Schmelzer 10
Proposal: CEFIC-reportable PPS-Incident Unintended release of substance or energy (= Loss of Primary Containment, LoPC) In production, distribution, storage, utilities or pilot plants of a facility. This includes tank farms, ancillary support areas (e.g., boiler houses and waste water treatment plants), distribution piping under control of the site and laboratories. with a) An employee or contractor lost time injury ( 1d) and/or fatality or hospital admission and/or fatality of a third party (nonemployees/contractor), or b) Fires or explosions resulting 20,000 of direct cost to the company, or c) Substance release defined release threshold quantities from primary containment (i.e., vessel or pipe) CEFIC RC-conference, Manchester, Dr.-Ing. Peter G. Schmelzer 11
Proposed CEFIC Threshold Quantities LoPC incidents report to comany top management exceeding following thresholds 1) : a) GHS Toxic Cat (or T+, T) 2)3) > 5 kg b) Any other hazardous substance 3) > 100 kg c) All other substances > 2000 kg 1) Lower thresholds already defined might apply and stay in place 2) As long as GHS-categories are not available 3) Use classification readily available with Material Safety Data Sheets CEFIC RC-conference, Manchester, Dr.-Ing. Peter G. Schmelzer 12
Indicators, Definition & Categorisation Loss of Severness Lagging Primary Containment Near Miss Leading Quantity Challenge of installed safety measure Containment functional Plan, Design, Maintenance, Training and Exercise of Safety Management Element CEFIC RC-conference, Manchester, Dr.-Ing. Peter G. Schmelzer 13
Indicators, Definition & Categorisation Severness Lagging Near Miss Leading Quantity Loss of Safety layer, safety device or system... challenge / demand found faulty or failed in test / inspection tripped w/o release or other neg. consequences Primary Containment Compliance w/ good safety practice / actions like: PHAs up-to date Challenge of installed safety measure inspections performed acc. to schedule, Management of Change, Work Permit, Training etc. performed Plan, Design, Maintenance, Training and Exercise of Safety Management Element CEFIC RC-conference, Manchester, Dr.-Ing. Peter G. Schmelzer 14
Suggestion to CEFIC members introduce in 2009 company internal recording and reporting of Loss of Primary Containment Process and Plant Safety Incidents Apply at minimum CEFIC-threshold limits develop in 2009 company internal recording and reporting of Process and Plant Safety Near Misses and Leading Indicators Report by end of 2009 about first experiences with this process and available data to CEFIC CEFIC RC-conference, Manchester, Dr.-Ing. Peter G. Schmelzer 15
Next Steps On the basis of reported experiences CEFIC evaluates to introduce yearly reporting of LoPC-figures as part of CEFIC Responsible Care reporting. (Additional consideration of scaling necessary) CEFIC IT PPS considers Process and Plant Safety Near Misses and Leading Indicators being specific to each establishment. CEFIC RC-conference, Manchester, Dr.-Ing. Peter G. Schmelzer 16
Tank You for Your Attention Everything should be made as simple as possible, but no simpler. CEFIC RC-conference, Manchester, Dr.-Ing. Peter G. Schmelzer 17
