1 LAS CRUCES BANTAM WEIGHT SPORTS ASSOCIATION POLICIES AND PROCEDURES REVISED 2007 The Las Cruces Bantam Weight Sports Association is a non-profit volunteer youth sports program. The L.C.B.W.S.A. is administered and managed by its Board of Directors. The L.C.B.W.S.A. is partners with both the City of Las Cruces and the Las Cruces Public School District. Although the partnership exists, the Las Cruces Bantam Weight Sports Association s Board of Directors make and administer all policies and procedures to be followed. Governing Body/Board of Directors League President League Vise President Secretary/Treasurer/Registrar Commissioner Football Commissioner Basketball Commissioner Volleyball Members of the general board/members at large Parent Representative Volleyball Parent Representative Football Parent Representative Basketball *All members of the Las Cruces Bantam Weight Sports Association are volunteers* 1. The following procedures are in place to ensure that the make-up of the board remains unbiased and caters to no special interest groups. But rather to what is in the best interest of the league. (To include Basketball and Football, Volleyball) Parent Representative positions for football will consist of one parent from a flag football team, one parent from a 5 th grade team, one parent from a 6 th grade team and one parent from a 7 th grade team. These positions will be served from August thru November. Parent Representative positions for basketball will consist of one parent from a 6 th & 7 th grade Girl s team, one parent from a 6 th grade boy s team, and one parent from a 7 th grade boys team. These positions will be served from December thru March. Parent Representative position for 7 th Grade Volleyball will consist of one parent 7 th Grade. This position will serve from September to November. (after VB tournament) The Parent Representative positions will rotate from year to year. For example; one year, parents might be appointed from the flag Dust Devils, 5 th grade Steelers, 6 th Grade Lynn Middle School and 7 th grade Camino Real Middle School. The following year different teams will rotate in and select their Parent Representatives. Etc MEETINGS 1.A Board meetings will be publicized in the newspaper and on our web site at
2 SECTION I 1.1 L.C.B.W.S.A. PHILOSOPHY The purpose of a sound sports program is to produce well-rounded citizens who are better prepared to face the challenges of adult life as a result of the athletic experiences. Participation in sports is a valuable educational experience in its own right, one that should be available to all students. Involvement in sports supports the athletic objectives of success and high achievement of our participants. The opportunity of participation in both football and basketball is a vital part of any child s educational experience. Such participation is a privilege that carries with it, responsibilities to the school, the teams, the student body, the community, and the student-athlete. When emphasis is placed on developing character, achieving a spirit of cooperation, and striving for worthwhile goals, the development of learning skills and emotional patterns that enable out participants to maximize their educational experience is enhanced. Athletic competition helps to develop basic values such as self-control, self-respect, and selfconfidence: further, the child learns and is able to demonstrate teamwork, competition, high achievement, hard work, and an enthusiastic approach of life. These values are educational experiences learned in the classroom. The value of participation for each child is the realization that LIFE is reflected in this endeavor. Being well prepared; maintaining a positive attitude, and achievement of success. 2.2 COACHING PHILOSOPHY Coaches should strive to promote the good and welfare of the child. Provide a further means of education by helping our students experience participation, teamwork, loyalty, dedication, selfdiscipline, self-respect, respect and compassion for others, success, and failure. This valuable educational concept is accomplished by involving as many participants as possible in our program; understanding individual needs; having an open line of communication; believing that the welfare of the child is first and foremost; respecting and recognizing the different ideals, beliefs, and goals of each child; creating a positive atmosphere among all individuals; motivating and inspiring each individual to perform at the best of his or her ability; and making the program fun, worthwhile, and enjoyable for all players, coaches, and parents.
3 SECTION I (CONT.) 1.3 NON-DISCRIMINATION It is the expressed policy and purpose of the Las Cruces Bantam Weight Sports Association to provide: Participation opportunities, without regard to race, color, creed, sex, ethnicity, national origin, religion, age ancestry, disability, or any other prohibited basis, in conformity with laws of the United States and the State of New Mexico (LCPS Policy-204). It is the policy of L.C.B.W.S.A. to provide equal opportunities for student participation and the assignment of coaches. The purpose of this policy is to: A. To provide all participants with the opportunity to interact, cooperate, and learn with members of various racial and ethnic backgrounds and to increase knowledge and enhance multi-cultural understandings. B. To provide equal opportunities to all students for participation on teams. C. To provide equal opportunities for interested persons to be assigned as coaches by the L.C.B.W.S.A. Board of Directors. 1.4 HARASSMENT Harassment of any type (sexual, bullying, hazing, verbal, mental, etc.) will not be tolerated. This is applicable to all participants, coaches, league-related personal, but not limited to coaches, sponsors, chaperons, etc. 1.5 DRUG FREE ENVIRONMENT All activities, and events are designated as drug-free. Any violation of this designation by participants, coaches, or league personnel will result in appropriate disciplinary action. 1.6 USE OF TOBACCO PRODUCTS Use of tobacco products by participant, coaches, or league personnel in any school building or on school property at any time is strictly forbidden. (School District Policy)
4 SECTION II 2.1 PLAYER PARTICIPATION Participation in extracurricular activities can play a significant roll in personal and educational development and shall be used as a means of developing wholesome attitudes and good human relations as well as knowledge and skills. Students participating in football, basketball, volleyball represent the school district, despite its character, and serve as role models to other students. Accordingly, participants may be subject to higher standards of conduct both in and out of the school setting. 2.2 CONDITIONS OF PARTICIPATION A. Prior to participating in any practice session or games, each player must: 1. Be officially enrolled in that middle school. (Rosters will be submitted to each Middle school to verify attendance at that particular school) (Exception: Home schooled or Charter / Private school reside in his or her designated attendance area. 2. Be eligible in all areas of academic eligibility according to the rules and Guide lines of L.C.B.W.S.A. 3. Be enrolled in 2 nd, 3 rd or 4 th grade for flag football Be enrolled in 5 th, 6 th or 7 th grade for tackle football Be enrolled in 6 th or 7 th grade for basketball Be enrolled in 7 th grade for volleyball B. Prior to participating in any practice session, players and parent(s) or court appointed legal guardian(s) must read and agree to the rules and regulation for participation. 1. Registration form 2. Parent or guardian consent 3. Statement of Health and Physical Well Being a. Permission of participant b. Acknowledgement of Injury Risk c. Personal Medication Notification
5 SECTION II (CONT.) 2.3 PARTICIPATION (CONT.) Parent must present: BIRTH CERTIFICATE and REGISTRATION FEE (Amount to be determined by League) NOTE: $15.00 fee for returned or NSF checks. Registration fee refundable if not assigned to a team prior to first practice. Registration fee includes limited secondary medical insurance for league sports injury (deductible applicable). Players will be ineligible if delayed registration fee is not paid prior to first season game. 2.4 PARENT CONCENT, AGREEMENT AND RELEASE I am the parent/guardian of the above-named child. I give my consent for and request that my child be allowed to participate in the volleyball/football/basketball league operated by the Las Cruces Bantam Weight Sports Association, Inc. I agree that I will arrange, be solely responsible for and provide transportation for my child to and from all practices and games. I understand and have been informed that the program will be managed by the Association, not the City of Las Cruces or the Las Cruces School District No. 2 or its administration, staff, or school principals, which and who have no responsibility for this program. I understand and agree that, my child will be assigned to a team and coach determined by the Association and that all Association members, Board of Directors, coaching staffs, and administrators are volunteers who are donating their time and effort in order to provide instruction and recreation to the children in the league. I understand and have been informed that participating in this league is a privilege and not a right, that my child must maintain academic eligibility of at least a 2.0 grade point average and may be dismissed from the league for academic or disciplinary ineligibility or for violation of league rules. I consent to direct inquiry by the Association as to my child s academic standings and specific grade point average. I understand and agree that the primary purpose of the league is to provide an opportunity for learning, recreation, and personal development, and fair competition, and that winning the game is not an indication of success of any team or coaching staff. I agree that I have or will discuss the contents of this consent with my child. I agree that all decisions of the Board of Directors as to players, teams and coach assignments, play eligibility, game and practice schedules, and all other actions are final. THERE WILL BE NO TRANSFERS FROM ASSIGNED TEAMS, NO EXCEPTIONS!
6 SECTION III 3.1 COACHES: The head coach of each sport is responsible for his or her sport. The head coach is directly responsible to strictly enforce and follow the rules of the Las Cruces Bantam Weight Sports Association. The head coach will be responsible for eligibility: equipment; rules and regulations; assistant coaches; the overall supervision of that sport. The head coach shall have the right to assign responsibilities and duties to assistant coaches. A. Responsibilities 1. Be familiar with and follow guidelines of L.C.B.W.S.A. 2. Teach sportsmanship and set an example for good moral and physical behavior. 3. Assume responsibility for the conduct and well being of all players. 4. Ensure that all members of the coaching staff treat all players with a high standard of professionalism. 5. Ensure proper ethical behavior of self, coaching staff and team. 6. Refrain from the use of foul language and do not allow the use of foul language by team members. 7. Immediately inform league officials if any serious problem exists. 8. Cooperate with and be responsive to the needs of other coaches. 9. Provide positive communication and exhibit positive public relations skills. 10. Ensure that illegal recruiting of athletes is not occurring within your team. 11. Participate in sportsmanship training provided by L.C.B.W.S.A. 12. Provide a current coaching application (on file). And the signed coaching ethics agreement. (to be renewed each season) 13. Head Coaches must attend a minimum of 50% of all practices and games.
7 COACHING ASSIGNMENT All coaches in the Las Cruces Bantam Weight Sports Association will be selected as volunteers. 1. All coaches will be assigned where needed 2. All coaches assignments will be made by L.C.B.W.S.A. Board. 3. Removal or expulsion of any coach is the sole responsibility of L.C.B.W.S.A Board. 4. A coach may be removed from his/her assignment for being deemed inappropriate and detrimental to the L.C.B.W.S.A. S philosophy. 5. A coach may be removed from his/her assignment for violating the policy and procedures set forth by the L.C.B.W.S.A. 6. A coach may appeal his/her removal 7. L.C.B.W.S.A. staff reserves the right to conduct a background check on any coaches participating in our league. 8. L.C.B.W.S.A. reserves the option/right to refuse/deny any person from coaching in our league (head or assistant) 3.2 PROCESS OF ASSIGNING COACHES In the event a head coach vacates his/her coaching position, the following process will be followed: A) Depending on the experience of that team s assistant coach, he/she will be offered the position of head coach B) In the event that the assistant coach does not want the position of head coach, the team will be offered to the coach of the feeder team (i.e. 5 th grade feeds 6 th grade, 6 th grade feeds 7 th grade) C) If neither the assistant coach nor the coach from the feeder team accept the position, that position will be open and filled by the board of directors.
8 SECTION IV 4.1 APPEALS 1. All appeals must be made in writing to L.C.B.W.S.A. Board of Directors 2. If deemed necessary a meeting will be convened with all parties involved present 3. A discussion will be held by all parties involved 4. A decision will be rendered by the L.C.B.W.S.A. Board of Directors-all parties will be notified of the decision in writing, in a timely manner. 5. Once a decision has been rendered, that decision can be appealed to the Parks and Recreation Advisory Board. 6. A parent may file an appeal on behalf of their child, if the child is expelled from the program for violating league policy. 5.1 REFUNDS: SECTION V 1.It is the policy of L.C.B.W.S.A. that a refund can only be made if a participant has not practiced. 2. No refunds will be made after the first day of practice, unless the player has not engaged in any practice session. 6.1 RULES: SECTION VI 1. All New Mexico Federation Rules will be in affect for all sports offered 2. Modifications have been made for all sports offered to insure participation and to provide a well balanced program 3. Modifications have been made for all sports offered to also insure Parity (to some extent) 4. Modifications have been made for all sports offered to insure that the philosophies of the L.C.B.W.S.A. are up-held.
