The different ways drug use is framed bear important consequences for policy agenda. This dissertation describes competing frames of the drug problem developed by various expert groups in three topical areas: Czech Drug Policy in 1998, the PAD Policy Analysis of 2001, and Control over Cannabis Use. It considers alternative drug knowledges through the lens of their potential policy implications. It also identifies opportunities to solidify the frame of controlled cannabis use in drug policy. Methods: Based on constructionist perspectives in the sociology of social problems and policy analysis, I apply problem frame analysis in the study of documents at selected crosssections of public debate, scientific literature, and policy. The documents studied represent three topical areas: (a) Czech drug policy in 1998 (200 press articles and speeches in the Czech legislature covering a controversy over the so-called anti-drug bill of 1998), (b) the "Impact Analysis Project of the New Drug Legislation in the Czech Republic" (PAD a policy analysis of 2001, consisting of ten studies and a summary report), and (c) control over cannabis use (reports by drug policy research institutions in the European Union and Jan Morávek CV December /8

Results: (a) I identify four competing rhetorical frames in the 1998 Czech drug policy controversy: (1) the symbolic disapproval frame, which problematizes a permissive environment and commits policy to sending a message that drugs are bad ; (2) the punitive frame, which challenges the impunity of drug traffickers and/or drug users and calls for harsher sanctions for their activities; (3) the harm minimization frame, which proposes to solve the increasing extent of drug use, the threat to children, and a vast array of harms to users and society; and (4) the civil liberties frame, which predicts the unintended consequences of the anti-drug bill with regard to a spectrum of democratic values. (b) In PAD, drug problems were modeled using the harm minimization frame, while the other three competing frames were not represented. The concept of problem drug use played a crucial role in PAD s drug problem modeling, focusing on a hard core of opiate and methamphetamine users, while diverting attention from a large group of cannabis users. Not only framing, but also avenues of interpretation of empirical evidence and argumentation are studied in this dissertation: PAD s authors took many choices in interpreting ambiguous, often contrasting data sources. These choices, along with the underlying harm minimization framing, helped them argue for a conclusion that the antidrug bill of 1998 was not efficient and marijuana should be decriminalized. Finally, I relate PAD s conclusions and the introduction of problem drug use to a subsequent governmental effort to change the Czech drug policy regime for cannabis. (c) In the area of control over cannabis use, I identify two competing frames: (1) the addiction-as-a-disease frame, which focuses on the loss of users control over their drug use and the worsened ability to stop despite harmful consequences, and (2) the controlled use frame, which describes controlled, responsible patterns of cannabis use, whereby users retain control of the risks and harmful consequences. While the addiction-as-a-disease frame helps maintain cannabis prohibition and a paternalistic policy, the controlled use frame supports a policy of cannabis normalization and/or legalization as well as harm reduction education. Drug policy documents from both the U.S. and European institutions are dominated by the addiction-as-a-disease frame, although there are notable differences: while official U.S. documents construct cannabis use as a compulsive behavior and emphasize the need of treatment in millions of users, European documents report significantly lower treatment needs and also construct the casual, non-problematic use pattern as prevalent. In order to bolster the liberalization of cannabis policy, I recommend further development of the controlled use frame and implementation of relevant concepts and indicators in the language of policy. Conclusions: Frame analysis, as a meta-reflection of the competition between problem definitions, can be utilized in two ways: (1) cultivating the competition, and (2) developing particular competition strategies. Drug policy analysts take part in the problem definition through particular decisions in choosing a problem frame, formulating research questions, and interpreting empirical data. Frame analysis can identify those problem definitions, reveal the policy consequences of analysts decisions, and build a foundation for a framereflective discourse.
