2 What is ELI? One of the 48 EU priority projects listed on the roadmap of the European Strategic Forum on Research Infrastructures (since 2006) Four pillars of unprecedented scientific and research applications of ultra-intense and ultra-short laser pulses 1 st ESFRI project to be fully implemented in the new EU Member States (CZ, HU, RO) In brief, ELI s mission is to be become: o 1 st general purpose international laser research infrastructure o Best laser infrastructure in the world for user-based research
3 Implementation of ELI ELI will be implemented as a distributed research infrastructure based initially on 3 specialised and complementary facilities located in the Czech Republic, Hungary and Romania (structural funds) The three facilities should start joint operation in 2016 under the umbrella of an inclusive European RI Consortium (ELI-ERIC) An interim organisation, the ELI-DC Association will lead to the ELI-ERIC and coordinate the efforts of the ELI facilities The conditions of implementation of the socalled fourth pillar of ELI will be decided at a later stage on the basis of a review of the results of the technological solutions currently under development in Europe

6 Progress status - Design First version of the Technical Design Report (TDR) reviewed by an international expert panel in March 2012 Second version to be reviewed in November/December 2012 Review of the detailed user requirements to be reviewed by International Scientific Advisory Committee on 6-7 November 2012 Building execution documentation, BoQ (to be finalized end October 2012) Following recommendations from international expert panel, strategy of implementation phasing under discussion with Managing Authority and MEYS

13 Main challenges Procurement rules are not adapted to the constraints and needs of a pan-european Research Infrastructure. They do not allow reliable planning and full control of the quality requirements of ELI. Main constraints: o Procurement thresholds are well below the standards of other large-scale Ris, and many EU countries standards and EU recommendations, and add administrative burden (cost) o 3Es (economy, efficiency, effectiveness), but weight of cost criterion is 80% (value for money) o Cancellation of procedure in case only tender is received for one supplier only o No deadline when a bidder submits a claim to the Czech Competition Authority Need for conditions preserving transparency and fair competition, but allowing efficiency, visibility in project planning and better balance between cost optimisation and quality (vital for ELI as a user facility)
14 Main challenges Cost optimisation: beneficiary can only retrieve up to a maximum of 30% of the costs saved on construction (no incentive for cost optimisation ) Recruitment of qualified personnel: o Super gross salary eligible up to 75,000 CZK (about 3,000) o Specific funding programmes for team development defined by Managing Authority useful o Difficult to recruit foreigners and repatriate Czech experts outside the scope of these programmes
15 The path towards ELI-ERIC ELI is a pan-european project: the ELI facilities will be jointly operated under the single governance of a European Research Infrastructure Consortium (ERIC) The establishment of the ELI-ERIC including many partner countries is decisive for ELI s long-term (financial) sustainability. Success in establishing an inclusive ELI-ERIC requires the strong support of national user communities. This support depends itself on our capacity to implement ELI facilities delivering top specifications and quality The ELI-DC Association (see presentation by Wolfgang Sandner) is a vital structure to be successful in establishing the ERIC and achieving sustainability.
