2 Institutions responsible in Poland for policy development and management of higher education Parliament of the Republic of Poland main policy decisions are taken in the form of Act of Parliament; adopts resolutions of indicative nature. Decisions made in the form of Acts of Parliament: Law on Higher Education (LoHE( LoHE) ) of 27 July 2005 The establishment, transformation and liquidation of public (university-type) type) higher education institutions (HEI) or their merger with other public HEI State budget financing of HEI and research, as separate section in the Budgetary Law for a given year

Minister of Science and Higher Education (since education on first and second level (Ministry of Education) and higher education are separated; research, science and higher education are joined in one ministry (Ministry of Science and Higher Education) Ministry prepares drafts of Actsof Parliaments and issues secondary legislation. Other ministers are also responsible for higher education: with respect to military, government services, art studies, medical studies, and maritime studies. Minister of Science and Higher Education exerts influence and decides on financing of reserach activities of universities.

Authorisation of basic organisational units (faculty) fulfilling certain criteria to award doctoral degrees (Dr) and postdoctoral degree of Habilitated Doctor (Dr hab.) Central Commission for Academic Degrees and Titles submits requests to the President of the Republic of Poland to award the title of professor to persons fulfilling specific statuory criteria The General Council for Higher Education elected body representing the academic community, acting on the basis of the Law on Higher Education (2005 LoHE,, Chapter 5) The State Accreditation Committe (SAC) (2005 LoHE,, Chapter 6) The Conference of Rectors of Academic Schools in Poland (the representative body of the university-type type higher schools in Poland) (2005 LoHE,, articles 54 and 55)

5 Institutions responsible in Poland for policy development and management of higher education - continued The Conference of Rectors of Non-Academic HEI in Poland (the representative body of the university-type type higher schools in Poland) (2005 LoHE,, articles 54 and 55) The Student s s Parliament of the Republic of Poland representative body of students self-government organisations existing in individual universities and HEI, elected, has the right to consult on draft legislation concerning students and to present proposals concerning student matters (2005 LoHE,, Article 203) Accreditation Commision of Universities, Accreditation Commission of Technical Universities, ACof HEI, of specialised HEI (economic, agriculture, and others)

6 BOLOGNA PROCESS IN POLAND On 19 June 1999, Poland along with 29 other countries signed the Bologna Declaration in which the central theme is to create a European Area of Higher Education

7 Levels of study and higher education system in Poland (tertiary education system according to 2005 LoHE Act) First level includes first-cycle programmes open for holders of the secondary school leaving certificate ( (matura). Leads to the Bachelor s degree (6-8 8 semesters for licencjat) ) or to the inżynier degree (7 to 8 semesters) Second level comprises long-cycle programmes open for holders of the secondary school leaving certificate (matura). Leads to the t Master degree ( (magister or magister inżynier degree) (lasting 9 to 12 semesters) and second-cycle cycle programmes open to those holding at least Bachelor s s degree, and lasting for 3 to 4 semesters and leading to Master degree ( (magister or magister inżynier ynier). The total duration of the first-cycle and second-cycle cycle or of the long- cycle programmes may not be shorter than 9 semesters Third level includes doctoral ( (third-cycle)) programmes lasting 6-86 semesters

11 The State Accreditation Committee (SAC) Central-level level institution established for the first time under the Act of 17 August 200, currently by the 2005 LoHE Act - Chapter 6 Gives opinions and presents proposals or conclusions to the Minister concerning: Establishment of HEI and authorisation to be granted to HEI to provide degree programmes in a specific field and at a specific level of study; The assessment of the quality of degree programmes in a given field of study; Negative opinion leads to the decision made by Minister to close given degree programme or level of study.

12 Minister of Science and Higher Eductaion Determines by the regulations the general framework for functioning of the system Determines requirements to be fulfilled by the HEI to establish and provide bachelor s s and master s s programmes in field of study (minimum staff requirements, names of field of study, programme requirements (qualifications, framework teaching content, duration of programmes, kind and content of diploma document, etc.) Supervises the compliance of HEI activities with the law Approves status document of HEI not granted by the 2005 LoHE Act to do it in the autonomy In case of gross violation of law initiates the closing procedure e to liquidate the HEI, to dismiss the rector after consultation with the General Council for Higher Education and Conference of Rectors of o Academic Schools in Poland (CRASP),

13 Accreditation of non-university type HEI and structure of SAC Similarly to university-type, type, the role of State Accreditation Committee was played between 1997 and 2001 by the Accreditation Committee of higher Vocational Education. According to 2005 LoHE SAC is also responsible for accreditation of non-university type HEI in Poland. SAC is not an elective body. It is composed of members nominated by Minister from the candidates nominated by GCHE, CRASP, CRNUHEI, the Students Parliament and senates of HEI, employer s s organizations. They are assisted by 500 experts, mainly academic teachers. SAC divides into groups of experts according to the area of study

14 Management on the HEI level Regulated by the 2005 LoHE Act In areas not regulated the important role of statutes. The rights to adopt own statutes independently have universities with authorization to award degree of habilitated doctor or doctor at least in 4 disciplines of science. The statute of the public HEI is adopted by the senate by at least majority of 2/3 valid votes. The rules of study at the HEI are adopted by senate Programs are adopted by the faculty council, in accordance with requirements (standards for given level and field of study) made by Minister and in accordance with guidelines adopted by senate. Guidelines for quality evaluation and quality control system at HEI are established by the senate and made by rector s s regulations.

15 Management on the HEI level Accreditation by SAC of every field and level of study before decision on establishment of education process Accreditation (first) required before the Minister decision on establishing the form of study in HEI Accreditation repeated after 5 year. Assessment and notes based on opinion given by SAC made by Minister s decision and valid for 5 years. The base for accreditation are: self standing report of evaluation quality evaluation of education process made by the university unit (faculty), the assessment made by external Commission of SAC experts (5), and results presented by Commission of SAC experts to faculty and Presidium of SAC, for approval. The grading system includes following grades: outstanding, positive, conditional approval, negative.

16 Some facts on SAC assessment results in Poland Between 2002 and 2004 SAC Committee inspected 687 HEI and adopted 847 valid resolutions on the quality of education (761 relating to first visits, 86 to second visits) Outstanding grades (2%), positive grades (74%), conditional approvals (20%) and negative grades (4%) The activity of SAC and its impact upon improvement of quality of the entire higher education system is unquestionable

17 Ranking of HEI made by magazines and newspapers Some press magazines (the most popular: Wprost, Polityka, Newsweek Poland, Rzeczpospolita) ) organize and print results of assessment and validation of HEI made by group of experts on the basis of criteria established by them. Results plays important role for HEI and also influence improvement of quality, especially in fields covered by that criteria
