1 CFPM TRAINING AND COACHING: BEST PRACTICES AND LESSONS LEARNED Research tells us that training and caching tgether make a difference as staff needs caching t supprt applicatin f what is learned in training t real-wrld actins, interactins, and behavirs. Caching ensures everyne wrks cnsistently tward the same utcmes and helps the system align arund a new practice and build an rganizatinal culture f learning, cntinuus develpment, and imprvement. Each jurisdictin implementing the CFPM handles training and caching f the Practice Mdel lcally. It is imprtant that leadership and cmmunity partners play rles in training and caching based n lcal cntext, pprtunities, and needs. CFPM leadership has a rle in verview training fr the Practice Mdel, acting as visible and credible messengers abut the agency s cmmitment t wrk with cmmunity partners and t achieve the shared gals and utcmes that the agency and cmmunity develped tgether. Cmmunity partners have als been key messengers during practice mdel training, cmmunicating t trainees that the Practice Mdel defines interactins that families and their cmmunities want t experience in interactins with the child welfare agency t imprve utcmes fr children and families. Teaming between agency and cmmunity partners in develping and delivering lcal training and caching is essential. Depending n the backgrund, knwledge, and experience f lcal cmmunity partners, they may becme develpers and/r delivers f lcal training; prvide caching t staff in applying the practice with diverse families; wrk with system leaders t embed partnership, culture, and humility in their behavirs and system prcesses; wrk with agency supervisrs t build their capacity t cach staff in culturally relevant ways; participate in practice mdel training sessins; and/r prvide cultural and cmmunity knwledge and perspective during varius training tpics and activities. Three Gals f CFPM Caching Cmpetent Caching: Creating a psitive and prductive caching relatinship Caching fr Cmpetence: Building cmpetency and skill at all levels f the agency in cnsistent and effective use f the CFPM in diverse cultures, cmmunities, and jb rles and functins Strengthening System Supprts: Assisting in creating an aligned system that effectively reflects and supprts the CFPM Prviding caching supprt at all levels f the agency is a much mre challenging and adaptive prcess. While early implementing agencies identified part-time resurces fr caching, these resurces culd nt address the significant need fr nging supprt as mre and mre staff were trained and cming up against challenges and areas in which the system was nt aligned with and supprtive f the practice. The key learning acrss implementing sites was that caching supprt needed t be integrated int supervisry relatinships, interactins, and meetings. This meant that supervisrs, managers, and executive leaders nt nly needed t becme prficient in prviding practice mdel caching and supprt t thse under them, they first needed pprtunities t learn and practice general caching skills (i.e., inquiry, active listening and reflectin, psitive and cnstructive feedback, use f mdeling, and behaviral rehearsals). Implementing sites began sending their supervisrs, managers, and executive leaders t caching institutes r brught caching academies in-huse t learn abut and practice cmpetent caching. With develping skill as cmpetent caches, supervisrs, managers, and executive leadership were trained and began t develp fluency in the Practice Mdel s they culd learn hw t prvide caching t cmpetence in the Practice Mdel. Cre t CFPM training and caching is a behavirally

2 fcused apprach supprting cnsistent, effective, and culturally respnsive use f the practice apprach and behavirs in the mdel s that interactins with children, families, cmmunities, and Tribes frm service prviders, scial wrkers, and case aides t leadership and administratin reflect high-fidelity use f the Practice Mdel and an rganizatinal culture f partnership, shared learning, and cntinuus develpment and imprvement. The fur elements f CFPM training and caching that has guided lcal training and caching plans are utlined belw. FOUR ELEMENTS OF CFPM TRAINING & COACHING Family Centered Supprts the agency and its staff and partners t lift up child and family vice and t partner with families, cmmunities, and Tribes t meet the underlying needs f children and families Culturally Respnsive and Specific Supprts the agency and its staff t demnstrate partnership and cultural humility in all interactins and t integrate culturally respnsive, individualized services and supprts fr the children and families being served Develpmental and Reflective Supprts an agency culture f giving and receiving psitive and develpmental feedback and strengthens self-reflectin and skill in applying the Practice Mdel Results Oriented Supprts the agency and its staff and partners t cllect and use data t supprt decisin making and fidelity and t imprve the experience and utcmes f children and their families Implementing jurisdictins that trained supervisrs, managers, r executive leaders in the Practice Mdel at the same time as scial wrkers fund it hard t gain implementatin mmentum, supprt staff in transfer f learning t the field, and build system-wide wnership and spread f the Practice Mdel. This dynamic did nt change until the jurisdictin made a targeted effrt t train supervisrs, managers, and executive leadership in the Practice Mdel and intentinally build their capacity in prviding caching and/r supprt f the Practice Mdel. Once all levels were galvanized arund the CFPM and began t supprt caching and system alignment t the Practice Mdel, implementing sites recgnized a need fr caching supprt fr executive leaders. This need was generally met by respected agency and cmmunity partners wh had lcal cultural and cmmunity perspective and wisdm, were fluent in the Practice Mdel, and were knwledgeable abut child welfare systems. Executive leaders acrss implementing sites fund this supprt critical in strengthening their use f CFPM leadership behavirs; building greater cultural respnsiveness and practice mdel alignment within their agency teaming structures, business prcesses, and systems; and develping and supprting executive leaders in their caching rle with their direct reprts. Once implementing sites established an envirnment in the agency cnducive t the Practice Mdel and had develped training and caching plans, resurces, and initial capacity, they began training several scial wrk units (between staff) every few mnths and ensuring that caching supprt began immediately fllwing training. By training small chrts every few mnths, agency and cmmunity partners were able t test and refine training and caching curricula and plans and t increase caching capacity and supprt fr mre scial wrk units. Sme sites maintained this chrt size fr nging practice mdel training, while thers eventually increased the number f staff being trained t trainees per sessin. While mst jurisdictins trained wrkers by units, ne jurisdictin had a wrkfrce actin ccurring just as it was gearing up fr training the first units, and it became apparent that a strike was imminent. Given the mrale f agency staff, the jurisdictin decided t ask fr vlunteers t be in the first units trained, in rder t surface thse in the rganizatin with the greatest

3 readiness and mtivatin. Bth appraches fr identifying the first chrts t be trained wrked well. Belw is a sample training rllut plan fr an implementing jurisdictin. The training PwerPint are prvided as PPT files t enable interested jurisdictins t dwnlad and easily adapt them fr lcal use. The CFPM Caching Guide psted n the website prvides tls and strategies fr facilitating full and effective use f the Practice Mdel at all levels f the agency. In additin, there are camera-ready versins f small CFPM practice behavir bklets r flashcards with cndensed versins f the 23 practice behavirs. In implementing sites, scial wrkers, supervisrs, leaders, partners, trainers, and caches alike have cnsistently requested and appreciated these small sturdy practice behavir bklets that can be easily carried in a pcket r purse and prvide an at-aglance descriptin f the cre practice elements and behavirs in the mdel. Implementing sites cntinue t have this resurce printed and prvided t new staff and an expanding grup f cmmunity and system partners. Custmizing training and caching resurces and building capacity fr lcal practice mdel implementatin requires thughtful planning and leveraging f resurces. Sequencing will be imprtant s that training is immediately fllwed by caching, and caching supprt is nging at all levels f the agency t supprt behavir change and a system aligned with the Practice Mdel. Sme sites created small wrking grups fr the caching develpment prcess, including at least ne staff member frm varius levels f the rganizatin (e.g., scial wrkers, supervisrs, managers) that wuld be affected by the caching plan. Other sites identified skilled trainers and caches in the regin, cntracting with them r leveraging their time and expertise t becme prficient in the Practice Mdel and t assist the agency in building internal training and caching capacity fr the Practice Mdel. Anther jurisdictin identified well-respected members f lcal Tribes t build the capacity f staff at all levels f the agency t train and cach t a culturally respnsive use f the CFPM. Regardless f wh is identified t help mve the wrk frward lcally, the printut tip sheets n the fllwing pages may be helpful in creating training and caching plans t supprt effective practice mdel capacity building and installatin.

4 Tips fr Organizing t Supprt CFPM Training In develping a plan fr phased rllut f the Practice Mdel, it is imprtant t identify wh is respnsible fr ensuring practice mdel training and hw they will be cnnected with the lcal practice mdel leadership and implementatin teams. The identified individual, wrkgrup, team, r sectin will assist in implementatin planning by crdinating with the agency s linked teaming structures t develp and implement a capacity-building wrk plan, which utlines rles, tasks, resurces, and timelines fr: Develping and/r adapting CFPM curricula t integrate valued and aligned agency practice pririties and needs, which is enhanced greatly if dne with cmmunity and Tribal partners Building the general caching capacity f supervisrs, managers, and executive leaders and ther designated caches fr the Practice Mdel (cmpetent caching) Develping a training plan that includes: Wh will prvide practice mdel training, what leaders and cmmunity partners will be invlved, what rle will they play, and what facilities and resurces will be used t supprt practice mdel training? A schedule fr training supervisrs, managers, and executive leaders first s they can build fluency in the Practice Mdel and be prepared fr their caching supprt rle A schedule fr training scial wrkers, which utlines wh will receive practice mdel training when, hw trainees supervisrs will be invlved in the training/transfer f learning prcess fr their staff, and when/hw new scial wrkers cming int the agency will receive training Hw the training plan will be crdinated with the agency s caching plan, resurces, and timeline and with trainees supervisrs s caching t the Practice Mdel starts immediately fllwing scial wrker training and is nging What pre-/pst-training data will be cllected and analyzed t evaluate transfer f learning and whether staff members cnfidence and cmpetence in using the Practice Mdel increased as a result f CFPM training Hw trainers will be supprted and prvided caching n their training practices Hw the agency will assess CFPM training and whether it is being delivered as intended (e.g., quality f training delivery, crrect frmat and sequencing, cntent cverage) Hw training resurces and curricula will be used/adapted t train r rient ther agency staff (e.g., licensing wrkers, ther nn-case carrying staff, case aides, administrative supprt, etc.) and partners (e.g., cmmunity partners, fster parents, placement agencies, mental health, etc.) t the Practice Mdel A schedule fr sharing f training data with different audiences n a regular basis, such as sharing data with supervisrs and staff, leadership and management, trainers and caches, and cmmunity and Tribal partners. It is als imprtant t crdinate the sharing f ther data, such as caching and fidelity assessment data.

5 Tips fr Organizing t Supprt CFPM Caching In develping a plan fr phased rllut f the Practice Mdel, it is imprtant t identify wh in the agency (an individual r grup) is respnsible fr ensuring practice mdel caching and hw they will be cnnected with lcal practice mdel leadership and implementatin teams. The identified individual, wrkgrup, team, r sectin will assist in implementatin planning by crdinating with the agency s linked teaming structures t develp and implement a capacity-building wrk plan that utlines rles, tasks, resurces, and timelines fr: Determining hw fluency in the Practice Mdel and cmpetent caching skills will be develped at supervisry, management, and executive leadership levels t prepare fr and supprt the practice mdel rllut fr frntline staff Crdinate with the Training Plan; cnsider infrmatin n General Caching Skills in the CFPM Caching Guide Building the capacity f supervisrs, managers, and executive leaders t prvide behavirally fcused caching t cmpetence in the Practice Mdel t prepare fr caching rles Cnsider infrmatin n Caching t Cmpetence in the CFPM Caching Guide Develping a caching service delivery plan (als in the CFPM Caching Guide) that dvetails with the agency s training plan, resurces, and timelines and, fsters fidelity use f the practice and respnsiveness t culture, and includes: The rle f cmmunity partners in caching t build agency capacity t cach and supprt cultural awareness and respnsiveness at practice and system levels and in the individualized supprts and services identified fr children and families being served Wh will prvide CFPM caching, and wh will receive it at each level f the agency, hw cmmunity partners will be invlved, what their rle is, and what resurces will be used t supprt caching Include expectatins regarding when, where, and hw ften caching will ccur at each level. This is usually a cmbinatin f individual and grup sessins that leverage r repurpse regular meetings (e.g., meeting between each supervisr and their direct reprt, a mnthly unit r team meeting), as well as create new frums (e.g., an pen weekly grup caching sessin fr staff and supervisrs, mnthly system caching between the agency directr and a cultural/ cmmunity cach). Ensure caching supprts and strategies build culturally respnsive use f the Practice Mdel at all levels. Cnsider strategies such as use f respected individuals frm lcal cmmunities and Tribes as CFPM caches, frmal partnerships and prtcls with Tribal ICWA scial wrkers, r use f cultural brkers. (Fr infrmatin n cultural brkers, see Creating a schedule fr caching startup at each level f the agency (crdinated with the lcal training plan and schedule). The fllwing sequencing and strategies are encuraged t establish a caching rganizatin and culture f learning, imprvement, and cascading supprt fr the Practice Mdel frm executive t practice levels:

6 Begin caching at the manager and executive leadership levels t develp skill in caching, supprting thers, demnstrating practice mdel leadership behavirs in interactins, and aligning agency meeting and business prcesses with the Practice Mdel. Then train and build the capacity f supervisrs t cach t cmpetency in the Practice Mdel. Then begin training scial wrkers and startup caching by the supervisry team. Cnsider use f caching framewrks during case staffings, cnsultatin, and reviews f cmplaints whenever pssible. Cnsider asking a cach t supprt r facilitate sme f these as caching pprtunities. Cnsider repurpsing existing meeting venues, i.e., each unit, leadership team, r ther grup culd be brught tgether t explre hw t set up r repurpse time during ne meeting a mnth (r mre ften) fr CFPM caching activities and supprt. Determining the multiple surces f infrmatin t be used fr giving feedback t thse receiving caching (e.g., bservatinal data r interviews with families, supervisrs, r thers wh may knw abut the staff member s use f the CFPM) Designing caching data and frms t be used and wh is expected t use them t track and mnitr caching activities t ensure data abut whether staff members cnfidence and cmpetence in using the Practice Mdel is imprving as a result f CFPM caching supprt Cnsider using r adapting the Caching Lg and Prfile f the 8 in the CFPM Caching Guide Detailing expectatins fr lifting up and cmmunicating practice and system barriers that are identified thrugh caching, s the agency s linked teaming structure can cnsider themes and actin steps t build greater system alignment and supprt Ensuring that multiple surces f caching feedback will be available and used at all levels (e.g., caching satisfactin surveys, bservatinal assessment f caching, staff fidelity data) Cnsider using/adapting the Caching Feedback Surveys in the CFPM Caching Guide.
