1 COUNTY GOVERNMENT OF KERICHO COUNTY PUBLIC SERVICE BOARD VACANCIES The Kericho County Public Service Board wishes to recruit competent, self-driven and qualified staff to fill the following positions in the department of Finance and Economic Planning pursuant to Article 176 of the Constitution of Kenya and County Governments Act No.17 of KCPSB/2016/34: COUNTY ASSISTANT DIRECTOR-REVENUE: J/G P (1 POST) The officer will be the head of revenue and will be responsible to the Chief Finance Officer for the efficient management and accounting of the revenue generated in the county. Duties and responsibilities: i. In charge of the revenue in the county. ii. Coordinate, prepare and consolidate revenue projections. iii. Maintain a checklist of returns and reports received from departments to ensure compliance. iv. Provide advisory services to the department and other stake holders on all revenue matters. v. Prepare management and statutory reports. vi. Assist in the development of supplementary regulations and procedures to enhance internal revenue controls established through normal treasury regulations and procedures. vii. Prepare appropriate legislation on revenue matters. viii. Any other duties as may be assigned from time to time by the supervisor. Requirements for Appointment; i. Be a Kenya Citizen. ii. Bachelor s degree in Accounting, Commerce, Business Administration, Finance or equivalent qualification from a recognized Institution. iii. Served in the grade of Principal Accountant, Job Group N or in comparable and relevant position in the public or private sector for a minimum period of three (3) years. iv. Passed Part III of CPA examination or its recognized equivalent. v. Possession of a Master s degree in the courses in (ii) above will be an added advantage. vi. Be a member of Institute of Certified Public Accountants of Kenya (ICPAK) and in good standing. 1

KCPSB/2016/35: SENIOR ACCOUNTANT- REVENUE: J/G L (7 POSTS) An officer at this grade will be responsible for timely and accurate preparation of quality management reports that fall under his/her section. i. Head of revenue collection in their designated sections. ii. Planning, directing, coordinating, supervising areas of control, training and development of staff under him/her and setting targets for the section. iii. The officer may occasionally be required to undertake ad hoc assignments relating to accounting service. iv. Certifying and verifying returns, documents, vouchers and monitor collection of revenue including inspection. v. Be responsible for government assets, records and custody of accountable documents under his/her sections. For appointment to this grade, an officer must; ii. Have a Bachelor s degree in Commerce (Accounting or Finance option). iii. Business Administration (Accounting option) or any other relevant qualification from an approved institution and have passed Part II of Certified Public Accountants (CPA) examination or its approved equivalent. OR iv. Have served in the grade of Accountant I JG K or in a comparable and relevant position in the public or private sector for a minimum period of three (3) years, and have passed Part III of the Certified Public Accounts (CPA) examination or its recognized equivalent qualification. v. Have certificate in computer applications or computer accounting packages. 3. KCPSB/2016/37: ACCOUNTANT-II-REVENUE: J/G J (9 POSTS) The officer will be responsible for performing a variety of accounting work under guidance of a senior officer. i. Prepare and verify vouchers in accordance with the laid down rules and regulations involving primary data entry and accounting work such as balancing of cashbooks, imprest, advance ledgers etc. ii. Responsible for safe custody of records and assets under him/her. 2

3 iii. Any other duties as may be assigned by the supervisor from time to time. Requirements for Appointment; ii. Be a holder of at least a pass in Part II of the CPA examination or its recognized equivalent qualifications. OR iii. A Bachelor s degree in Commerce (Accounting or Finance option), Business Administration (Accounting option) from recognized institution or any other relevant qualification. 4. KCPSB/2016/37: SUPPLY CHAIN MANAGEMENT OFFICER II: J/G J (10 POSTS) This will be the entry and training grade for Supply Chain Management Officer i. Management of warehouse ii. Fleet management iii. Disposal of stores and equipment iv. Procurement v. Surveys and research vi. Inventory and stock control in accordance with the laid down regulations and procedures vii. Assisting in stock taking, reconciliation, preparation and maintenance of records For an appointment to this grade, a candidate must be in possession of: i. Bachelors Degree in any of the following: - Commerce, Business Administration (Supplies Management Option), Economics, Procurement and Supplies Management, Marketing or their equivalent from recognized Institution. ii. A member with good standing in a professional body on supply chain management will have an added advantage.. 3

4 5. KCPSB/2016/38: SENIOR ECONOMIST-I/SENIOR STATISTICIAN-I: J/G N (1 POST) The officer at this level will be responsible for a broad area of economic/statistical functions. Duties and responsibilities; i. Head of the monitoring and evaluation unit. ii. Assist in the formulation of economic and statistical policies. iii. Initiate implementation and appraisal of county development strategies and projects. iv. Prepare monitoring and evaluation reports. v. Collect, collate, analyze and disseminate statistical information. vi. Any other duties as may be assigned from time to time by the supervisor. i. Must be a Kenyan citizen. ii. Be in a possession of a Bachelor s degree in economics or statistics from a recognized university/institution. iii. Must have served in the grade of Senior Economist II/Senior Statistician II JG M for at least three (3) years. iv. A Master s degree in any of the subjects indicated in (ii) above from a recognized institution. 6. KCPSB/2016/39: ECONOMIST II /STATISTICIAN-II: J/G K (1 POST) The officer will be responsible for performing a variety of economic / statistical duties under guidance of the immediate supervisor. Duties and responsibilities; i. Collect, compile and analyse economic planning data. ii. Generate development strategies. iii. Identify, prepare, and evaluate the development of projects and programmes and monitor their implementation. iv. Conduct feasibility studies, determine project viability and set project priorities. v. Write and submit reports of specific assignments. ii. A Bachelor s degree in economics or statistics from a recognized institution. iii. A Master s degree in any of the subjects indicated in (ii) above from a recognized institution or a relevant postgraduate diploma course. 4
