1 REPORT: MAPPING AND MONITORING OF THE SOY MORATORIUM. MARCH, 2008.
2 SUMMARY To carry out the Soy Moratorium Mapping and Monitoring in the Amazon Biome, ABIOVE - Brazilian Vegetable Oilseed Industries Association, in consensus with the Mapping and Monitoring Subgroup of the Soy Working Group GTS, hired the company Globalsat Monitoramento Agrícola. The Mapping and Monitoring Subgroup used the PRODES 1 system data of the National Space Research Institute INPE to identify the polygons with deforestation, and adopted the following criteria to select those polygons: a) polygons 2 with more than 100 hectares; b) polygons beyond the protected areas; c) polygons located in municipalities that in the 2006 soy crop and in the 2007/2008 soy crop forecast had planted areas of soy with over 5,000 hectares; and d) totally or partially within the limits of the Amazon Biome. Furthermore, a pilot survey was performed in the state of Mato Grosso to identify the polygons with areas below 100 hectares in the municipalities of Feliz Natal, União do Sul and Vera. The resources used by Globalsat to execute the activities were the use of Geographic Information System software, geo-referenced satellite images, cartographic base of official entities, airplane equipped with aerial photo digital equipment, and GPS equipment. A total of 107 flight hours were performed in 15 days between January and February During the field survey, the company surveyed and monitored a total of 193 deforested polygons with areas above 100 hectares located in 37 municipalities of the states of Mato Grosso, Pará and Rondônia. For the pilot survey 89 deforested polygons were identified in areas with less than 100 hectares. All deforested polygons in the Amazon Biome were characterized according with their soil current use and occupation. It was determined that soy was not planted in any of them and that the methodology and resources used were appropriate and satisfactory for the Soy Moratorium mapping and monitoring. 3 MAPPING AND MONITORING OF THE SOY MORATORIUM I - SCOPE OF WORK On July 24, 2006, the member companies of ABIOVE Brazilian Vegetable Oilseed Industries Association and ANEC Brazilian Grain Exporters Association made a commitment not to trade soy originated from areas in the Amazon Biome that were deforested after that date. This commitment became known as the Soy Moratorium. To comply with this commitment, a Soy Working Group (GTS) was formed with representatives from the business sector and civil organizations. This Work Group was subdivided into three subgroups: Education, Information & Forest Code, Institutional Relationships, and Mapping & Monitoring. Because the deforested areas and later soy planting in the Amazon Biome needed to be identified, ABIOVE Brazilian Vegetable Oilseed Industries Association, a member of the Mapping & Monitoring Subgroup of the Soy Moratorium, backed by group consensus, hired Globalsat Monitoramento Agrícola, a company specialized in the use and analysis of satellite images, dynamic monitoring systems and precision agriculture. 4 II - METHODOLOGY The methodology used to select the Amazon Biome s deforested areas/polygons was predefined by the Mapping & Monitoring Subgroup. Five criteria were considered when selecting an area for monitoring: a. Located within the Amazon Biome and in the states with significant soy acreage: Mato Grosso, Pará and Rondônia; b. Located outside of protected areas (Conservation Units and Indigenous Reserves); c. Larger than 100 hectares; d. Located in municipalities whose soy acreage was over 5,000 hectares in 2006 and in the 2007/08 crop estimate (prepared by ABIOVE); and e. Wholly or partially contained within the limits of the Amazon Biome. These criteria were added to the two systems prepared by INPE National Space Research Institute ( to calculate deforestation in Amazonia: DETER Real Time Detection of Deforestation and PRODES Program to Calculate Deforestation in the Amazon. Because of its ready availability, data from the DETER system was used to show deforested areas until INPE released updated data from the PRODES system, thus providing more precise information for this task. This latter system was the source of the information used. Identification and quantification of deforestation was analyzed for the period August 2006 through August To ensure more efficient results, the subgroup also requested a: 1) Pilot study in the state of Mato Grosso in three municipalities Feliz Natal, União do Sul and Vera in deforested areas of less than 100 hectares. 2) Study in deforested areas of over 100 hectares within a buffer zone of 1.5 km from the limits of the Amazon Biome. 5 One of the main results of this monitoring was the verification of current land use in all the selected polygons, in other words post-moratorium deforestation, with a view to identifying possible soy planting in deforested areas. 2.1 Procedures The steps taken to realize this task were: 1) Compilation of data from PRODES Program to Calculate Deforestation in the Amazon, prepared by INPE National Space Research Institute; 2) Generation of a database on the polygons, based on the following criteria defined by the GTS Subgroup: a. Located in the states of Mato Grosso, Pará and Rondônia; b. Outside protected areas; c. Areas larger than 100 hectares; d. Located in municipalities whose soy acreage was over 5,000 hectares in 2006 and in the 2007/08 crop estimate; and e. Wholly or partially contained within the limits of the Amazon Biome; 3) Field trips and aerial surveys of selected locations during the soy planting season to identify current land use in deforested areas; 4) Technical register for each polygon, including soy planting and/or other crops, development of other economic activities and land not in use at the time of the visit; 5) Photographic records of the visited areas; 6) Cross-check of the information gathered and tabulation of the data; 7) Preparation of maps and reports. 6 2.2 Sources for data collection Amazon Biome: Map of Brazil s Biomes was used, as defined by the Mural Maps series of IBGE Brazilian Geographic & Statistic Institute (2004), on a scale of 1: Cartographic Base: The digital cartographic data used in this study were those available on the websites of IBGE, IBAMA and FUNAI: political-administrative division, hydrography, INCRA settlements, limits of Conservation Units and Indigenous Lands. Deforested Polygon Selection: Digital geoprocessing tools were used to select the deforested areas/polygons within the Amazon Biome, using a shapefile format (SHP) from digital PRODES, in the form of vectorial maps and satellite images prepared by INPE ( for the period August 2006 through August Identification and Characterization of Areas Polygons with Deforestation: Each polygon with deforestation, whose selection was based on PRODES-INPE, was identified by: - number (identification); - name of the owner and the property (where soy planting in a deforested area was identified); - town; - current land use and occupation; - deforested area in hectares; Mapping and Monitoring of the Soy Moratorium. 5
7 - central geographic coordinates (X and Y); - photographs. Land Use and Occupation: Field trips and aerial surveys were used to characterize the use and occupation of the land in the deforested polygons. The aerial surveys were made from an airplane equipped with GPS and computers, navigating in real time. Specifications on the type of current land use were linked to the presence of: deforestation, agricultural planting (soy, rice, corn, etc.), pastures, pasture renewal, forest planting, natural post-deforestation, formation of native forests, slash-and-burn and open areas (not in use). 2.4 Software, Tabulation of Data and Edition of Maps Software s: The following software was used: - Arc Map: to edit the polygons and maps. - Arc Pad: to locate the polygons during aerial surveys. - Track Maker: to generate the trails for the visits. Tabulation of Data: The data collected in the field were sent to Globosat s Technical Department for tabulation, for approval (data sent for editing maps and reports) or rejection (realization of a new field visit). All the organized data (maps, spreadsheets, reports) were transformed into PDF, SHP and KML files to be made available to the Mapping & Monitoring Subgroup. 8 Edition of Maps: For each of the three monitored states, Mato Grosso, Pará and Rondônia, maps with the limits of the Amazon Biome were prepared, containing the deforested polygons in the corresponding municipalities (PRODES-INPE). Mapping and Monitoring of the Soy Moratorium. 7
9 III - RESULTS The aerial survey to verify deforested areas/polygons and to characterize current land use was made over 15 days, from January 10 to February 22, 2008, flying a total of 107 hours over 9,000 km, divided as follows: - Mato Grosso State: 9 days from January 10 to February 21, 2008; - Pará State: 7 days from February 4 to February 22, 2008; - Rondônia State: 1 day on February 22, The aerial survey for the pilot project, in the towns of Feliz Natal, União do Sul and Vera (State of Mato Grosso), was done on two days, January 12 and February 15, In the survey of the 1.5 km buffer zone around the Biome, only two polygons with deforestation over 100 hectares were identified. After discussion with and by consensus of the subgroup, this result was dismissed because the Amazon Biome map made available by IBGE was of the Mural type, on a scale of 1: , without an official standard error defined by IBGE, thus not allowing accurate definition of a buffer zone around the Biome due to the lack of details. Based on the field data, tables and graphs were generated for the monitored states of Mato Grosso, Pará and Rondônia, showing deforested areas larger than 100 hectares (Table 01, Graphs 01, 02 and 03), as well as in the municipalities of Feliz Natal, União do Sul and Vera in the pilot survey (Table 02, Graph 04). The spreadsheets attached contain information on the deforested polygons, the size of the deforested areas, presence or not of soy plantings and current land use, by state and by municipality, including the three pilot survey municipalities. 10 3.1 Mapping and Monitoring in Deforested Areas of over 100 hectares (ha) The results for the monitored states of Mato Grosso, Pará and Rondônia are shown below, in accordance with the data obtained (Table 01, Graphs 01, 02 and 03). 12 3.2 Pilot Mapping & Monitoring in Areas with Deforestation under 100 hectares (ha) The results for the municipalities of Feliz Natal, União do Sul and Vera are shown below, in accordance with the data obtained from the pilot survey (Table 02, Graph 04). 13 IV - CONCLUSIONS Based on results obtained in this study for the Mapping and Monitoring of the Soy Moratorium in the Amazon Biome, which used INPE s PRODES database for the period August 2006 through August 2007, and which considered deforestation outside protected areas over 100 hectares and in municipalities with over 5,000 hectares of soy planting in 2006 and in the 2007/08 estimate, there are no deforested areas in the states of Mato Grosso, Pará and Rondônia occupied by soy plantings, in the period under study. In addition, no soy plantings were identified in the pilot survey, in the municipalities of Feliz Natal, União do Sul and Vera, in the state of Mato Grosso, where all the INPE s PRODES polygons with deforested areas less than 100 hectares were monitored.
