2 MINISTRY OF HIGHER EDUCATION ENTREPRENEURIAL AWARDS (MEA) 2016/2017 Overview of MOHE Entrepreneurial Awards The Ministry of Higher Education (MOHE) introduced MOHE Entrepreneurial Awards (MEA) to act as a catalyst for the creation of a conducive entrepreneurial ecosystem and holistic entrepreneurship development in Malaysian Higher Education Institutions (HEIs) in The original concept for the Awards was adapted from the Times Higher Education Entrepreneurial University Award of the Year, sponsored by the National Centre for Entrepreneurship in Education, United Kingdom. The Awards in Malaysia are meant to give recognition to HEIs demonstrating excellence in terms of promoting entrepreneurship education and entrepreneurial development in their institutions. They also aim to recognize the importance of developing entrepreneurial mindsets and behaviors in all students as well as supporting those seeking to become graduate entrepreneurs. Further, the MEA seek to be a mechanism through which to promote and implement Higher Education policy as articulated in the Malaysia Education Blueprint (Higher Education) and Entrepreneurship Action Plan of Higher Education Institutions , thereby enhance opportunities for Malaysian citizens. It is important to note that the MEA is NOT an audit or formal assessment of the institution and its activities. Nor is it a ranking or benchmarking exercise. It is a review and celebration of achievements and progress made across a specified time period against the criteria as set up for the individual Awards. An independent judging panel recommends to MOHE which applicants provided excellent examples of progress and are worthy winners of each Award. The Award winners become inspiring role models for the broader IHL community in Malaysia. For 2016/2017, the MEA includes a suite of Awards. They are: Institutional Award Public University Institutional Award Private University Institutional Award Polytechnic Institutional Award Community College Best Student Enterprise Award Best Social Entrepreneurship Project Best Entrepreneurship Mentor

4 MINISTRY OF HIGHER EDUCATION ENTREPRENEURIAL AWARDS (MEA) 2016/2017 INSTITUTIONAL AWARDS Award Objective The purpose of this Award is to recognise excellence in promoting entrepreneurship education and entrepreneurial development in Malaysian Higher Education in order to develop entrepreneurial mindsets and behaviours in all students as well as supporting those seeking to become entrepreneurs. This Award is also seeking to recognise those institutions that can demonstrate an entrepreneurial culture across all aspects of institutional life. The Award will also serve to act as a barometer for gauging the success of the entrepreneurship strategies, policies and efforts implemented by the applicant institutions. The Award will be made to the Public University, Private University, Polytechnic and Community College that best demonstrates its achievements and progress across all Award judging criteria during the period 1 st July 2015 to 31 st December Award Process There are six (6) stages in the Institutional Award: (1) Briefing/Announcement of the Institutional Award to HEIs in 15 April 2016 (2) Written submission by institutions deadline 8 December 2016 (3) Pre-selection screening by the Due Diligence Committee: December 2016 (Applicable to Public Universities only) (4) Presentations to judging panel: 9-13 January 2017 (5) Site visit to the shortlisted Award finalists: February 2017 (6) Announcement of the Award winner at the Gala Award Ceremony Award Category For the Institutional Awards there are four (4) categories, namely: (1) Institutional Award for Public University (2) Institutional Award for Private University (3) Institutional Award for Polytechnic (4) Institutional Award for Community College Award Eligibility This Award is open to: (1) all twenty (20) public universities in Malaysia; (2) all private Malaysian universities with at least 4 star SETARA rating (3) all Malaysian Polytechnics (4) all Malaysian Community Colleges Award Judging Criteria (1) Institutional Environment (35%) (2) Entrepreneurial Impact (20%) (3) Student Engagement (15%) (4) Innovative and Entrepreneurial Staff (15%) (5) Innovative Entrepreneurial Learning and Teaching (15%)

5 Value of Award RM150,000 for winner of Entrepreneurial Public University of The Year RM150,000 for winner of Entrepreneurial Private University of The Year RM80,000 for winner of Entrepreneurial Polytechnics of The Year RM40,000 for winner of Entrepreneurial Community College of The Year Submission Guidelines 1. Evaluation and assessment are based on performance and achievement for the period Of 1 st July 2015 to 30 November HEIs must submit the report by the due date with the following requirements: A) Hardcopy: i. Ten (10) copies of a written report to be submitted in ENGLISH. ii. iii. iv. Ten (10) copies of the presentation slides to be submitted in ENGLISH 2 weeks before presentation date. The written report must not exceed 2,500 words excluding executive summary and supporting documents/ appendices. (about 500 words for each of the Award criterion). Provision of one (1) page executive summary not exceed 250 words. v. Name of the project coordinator and full contact information (address, phone, , etc.) should be included on the front page / documents cover hardcopy and softcopy. vi. Written report format : a) Font type Times New Roman. b) Font size 12. c) Line spacing of 1.5. B) Softcopy (To be saved in USB): i. Documents should be provided in Microsoft Word and PDF formats. ii. Photographs included in softcopy documents must be submitted in jpeg format. 3. Written reports must be structured around the five Award criteria and should aim to address the following main points, including evidence to support the achievements and progress being presented: a) Institutional Environment How well is the entrepreneurial culture embedded across the institution? How conducive is the environment for supporting enterprise and entrepreneurship? How is entrepreneurship incentivised amongst students and staff? How is the institutional leadership driving entrepreneurship? How does the institution s vision align with creating a place for entrepreneurship? b) Entrepreneurial Impact

6 What impact has the institution had on the entrepreneurial outcomes of staff, students and graduates? What step-change has been achieved in helping to deliver national goals? How has good practice been developed and demonstrated? How has the institution influenced entrepreneurship policy and practice in the wider environment? c) Student Engagement How are the students and graduates demonstrating their ability to apply the entrepreneurial mindsets and behaviours they have learnt from their experiences at the institution? How has this student experience enhanced a positive attitude towards enterprise and entrepreneurship as a future career and life choice? How are the students engaging in embedding entrepreneurship across all parts of the institution? d) Innovative and Entrepreneurial Staff How have staff demonstrated innovation and growth in their approach to the design and development of entrepreneurial opportunities for students and other stakeholders? How are staff rewarded for demonstrating excellence in enterprise and entrepreneurship practice? e) Innovative and Entrepreneurial Learning & Teaching How well is the institution enabling its students to become more enterprising? How well does the institution embed enterprise and entrepreneurship into its teaching and learning? How well does the institution encourage and enhance innovative approaches to its teaching and learning methods and practices in preparing its graduates to meet the needs of the 21st Century?

8 MINISTRY OF HIGHER EDUCATION ENTREPRENEURIAL AWARDS (MEA) 2016/2017 BEST STUDENT ENTERPRISE AWARD Award Objective The purpose of this Award is to recognise excellence in student and/or graduate start-ups or new enterprises that have generated significant profitability and made a positive impact on its stakeholders. The Award is a platform by which to identify student and/or graduate start-ups or new enterprises that deserve further investment and funding from relevant agencies. It will also indirectly create future entrepreneurial icons to inspire future generations of students. The Award will also serve to act as a barometer for gauging the success of the entrepreneurship strategies, policies and efforts implemented by the applicant institutions. The Award will be made to the start-up or new enterprise created by an individual student or graduate or team that has successfully managed their start-up/ enterprise for a period of 1-3 years. Award Process There are six (6) stages in the Best Student Enterprise Award: (1) Briefing/Announcement of the Best Student Enterprise Award to HEIs in April 2016 (2) Written and Video submissions by nominated students deadline 1 st August 2016 (3) Pre-selection screening by the Due Diligence Committee: September 2016 (4) Finalist presentation workshop: October 2016 (5) Final Presentations: 1-3 November 2016 *The number of finalists depends on the recommendation from the Due Diligence Committee (6) Announcement of the Award winner at the Gala Award Ceremony Award Eligibility (1) The Award is open to nominations from Malaysian higher education institutions in the following categories: a) all public universities maximum one nomination per university b) all private universities with at least 4 star SETARA rating maximum one nomination per university c) Polytechnics via JPP maximum 5 nominations d) Community Colleges via JPKK maximum 5 nominations e) MARA Institutions via MARA HQ Office maximum 5 nominations (2) Nominated candidate(s) must be: a) Current full-time undergraduate student(s), or; b) A graduate(s) from an undergraduate programme of the nominating institution who graduated within a 2 year period (as at the time of the submission) c) Malaysian citizen(s) d) Not more than 30 years of age at the time of submission

9 e) Able to provide proof of registration of the enterprise / start-up as sole proprietor/ partnership/ enterprise/ Sdn Bhd company, or other relevant legal format f) Engaged in a business that has been operating for at least 1 full year g) Within the maximum allowed nominations quota as stated above Award Judging Criteria (1) Investability and Financial Outcomes (30%) (2) Market potential and strategy (25%) (3) Innovation and value proposition (20%) (4) Business model and competitive advantage (15%) (5) Vision, Aspiration, Leadership and Impact (10%) Value of Award RM20,000 for winner RM15,000 for First Runner Up RM10,000 for Second Runner Up Submission Guidelines 1. Name of the Student Enterprise / Startup, Contact Information and the name of the nominating Institution should be included on the front page / documents cover hardcopy and softcopy. v. Supporting documents required include company registration, financial statements, resume of the students/ graduates, and evidence to support the written report. vi. vii. Proof of candidate s eligibility as a full time student or graduate from the nominating institution no earlier than 1 st August A4 size business advertisement/poster.

10 viii. Written report format : d) Font type Times New Roman. e) Font size 12. f) Line spacing of 1.5. B) Softcopy (To be save in USB/DVD) : i. A video pitch of the enterprise/start-up (3 minutes or less) to be submitted in mpeg or mp4 format. ii. iii. One (1) softcopy of the written report and supporting documents to be submitted in Microsoft Word and pdf format. One (1) softcopy of the presentation slides in Microsoft Powerpoint and pdf format

12 MINISTRY OF HIGHER EDUCATION ENTREPRENEURIAL AWARDS (MEA) 2016/2017: BEST SOCIAL ENTREPRENEURSHIP PROJECT AWARD Award Objective The purpose of this Award is to recognise excellence in the delivery of a social entrepreneurship project that has demonstrated impact in stimulating entrepreneurship at Higher Education Institution (HEI) and/or within its local environment with proven social and/or economic benefit. The winning project acts as a demonstrator to encourage future social entrepreneurship projects and inspire students and staff teams to deliver social and/or economic benefits in their institution or local environment. The Award will also serve to act as a barometer for gauging the success of the entrepreneurship strategies, policies and efforts implemented by the applicant institutions. The Award will be made to the team that designed and successfully implemented the social entrepreneurship project for completion within the period 1 st July 2015 to 31 st December Award Process There are five (5) stages in the Best Social Entrepreneurship Project Award: (1) Briefing/Announcement of the Best Entrepreneurship Project Award to HEIs in 15 April 2016 (2) Written and video submission by nominated teams deadline 8 December 2016 (3) Pre-selection screening by Due Diligence committee: December 2016 (4) Finalist Presentation: 9-13 January 2017 *The number of finalists depends on the recommendation from the Due Diligence committee (5) Announcement of the Award winner at the Gala Award Ceremony Award Eligibility (1) The Award is open to nominations from Malaysian institutions in the following categories: a) all public universities maximum one nomination per university b) all private universities with at least 4 star SETARA rating maximum one nomination per university c) Polytechnics via JPP maximum 5 nominations d) Community Colleges via JPKK maximum 5 nominations e) MARA Institutions via MARA HQ Office maximum 5 nominations (2) Nominated project teams must: a) include a combination of administrative staff or lecturer(s) and students from the same submitting institution b) be full time registered students/ employed staff at the participating institution c) consist at least 80% Malaysian citizens d) not have received any global or regional awards in the past two years for this project e) not exceed the maximum allowed nominations quota as stated above

Supporting documents required include social / economic impact of the project, financial statements where appropriate, and evidence to support the written report. vi. Written report format : a) Font type Times New Roman. b) Font size 12. c) Line spacing of 1.5. B) Softcopy (To be save in USB/DVD) : i. A video pitch of the entrepreneurship project (3 minutes or less) to be submitted in mpeg or mp4 format. ii. iii. 15 MINISTRY OF HIGHER EDUCATION ENTREPRENEURIAL AWARDS (MEA) 2016/2017: BEST ENTREPRENEURSHIP MENTOR AWARD Award Objective The purpose of this Award is to recognise excellence in mentoring/coaching support to students within the higher education sector in Malaysia that inspires, stimulates and enables the fulfilment of entrepreneurial aspirations and intentions. The Award is also an opportunity to recognise the achievements of mentors/coaches in the broader impact such individuals may have on the ways in which institutional support is developed and provided to students. The Award will be made to an individual mentor/coach employed in or engaged with Higher Education Institutions (HEIs) in Malaysia who made a significant impact on the entrepreneurial aspirations and/or outcomes of one or more students at HEIs within the period 1 st July 2015 to 30 th June Award Process There are five (5) stages in the Best Mentor Award: (1) Briefing/Announcement of the Best Mentor Award to HEIs in 15 April 2016 (2) Written submissions by nominated mentors deadline 1 st August 2016 (Monday) before 5.30pm (3) Pre-selection screening by Due Diligence Committee: September 2016 (4) Finalists presentations: 1-3 November 2016 *The number of finalists depends on the recommendation from the Due Diligence Committee (5) Announcement of the Award winner at the Gala Award Ceremony Award Eligibility (1) The Award is open to nominations from Malaysian institutions in the following categories: a) all public universities maximum one nomination per university b) all private universities with at least 4 star SETARA rating maximum one nomination per university c) Polytechnics via JPP maximum 5 nominations d) Community Colleges via JPKK maximum 5 nominations e) MARA Institutions via MARA HQ Office maximum 5 nominations (2) Nominated candidate(s) must be: a) A Malaysian citizen b) Employed in or engaged with any IHL within the above categories c) Mentoring/coaching students registered at the above institutions within the period 1 st July 2013 to 30 th June 2015 d) not exceed the maximum allowed nominations quota as stated above
