1 REQUEST FOR PROPOSALS City of Prairie Village Mission Road Statuary Project Call for Artists - Outdoor Sculpture Project for the City of Prairie Village The City of Prairie Village invites qualified artists to submit proposals for an outdoor sculpture to be placed in a selected location near the intersection of 75 th Street and Mission Road in Prairie Village, Kansas according to the below specifications. The City of Prairie Village through The Prairie Village Foundation has allocated up to $15,000- $18,000 for the sculpture. The selected sculpture will become the property of the City of Prairie Village and will be a permanent part of Prairie Village s public art collection. Artist may submit a maximum of four sculpture proposals for this Call. This Call is limited to the first 25 proposals. Request for Proposals submission deadline is July 1, 2016 at 5:00 pm CST. This Call for Artists is open to all sculpture artists residing in the United States. The first 25 proposals will be accepted. Previous placement of a permanent outdoor sculpture is not a requirement, however demonstrated experience in successfully realizing permanent public art installations will be considered when reviewing submissions. Background In the 1940s, J.C. Nichols, an experienced developer, wanted to turn the farmland into suburban housing for soldiers returning home from the war. Nichols bought the farmland from the Porters, Coppocks, and Lewises. There were hurdles along the way including a lack of experienced builders post World War II, but this didn t stop Nichols from pursuing his goal. Prairie Village continued to expand as the Prairie Village Shopping Center opened in 1947 and the Corinth Square Shopping Center opened in Now, Prairie Village is a bedroom community serving the needs of over 21,000 citizens and families living in the greater Kansas City metro area. Beginning with discussions in 2015, the City Council approved renovations to one of the main north/south corridors in Prairie Village. Mission Road, from 71 st Street to 75 th Street will receive a Road Diet by decreasing the current design from 4 lanes to 2 lanes with a turn lane. The new design will allow for parkway-like amenities including benches and enhanced pedestrian facilities/paths on the west side of Mission Road. The improvements follow the completion of the 75 th Street corridor improvements which were completed in the fall of 2015.
2 Art Direction The donor has indicated their support for the Mission Road project and is a graduate of Shawnee Mission East High School making the proposed location extremely suitable. The donor has stated his vivid memories of visiting his grandparents nearby and riding his bike along Mission Road. The sculpture should include a child (preferably male) riding a bicycle, preferably from around the late 1950s/early 1960s timeframe. Within budget, it is preferred the sculpture be life-size, proper scale and design for the proposed location, and made of bronze. Art Budget The total budget for this project is $25,000. Up to $18,000 is allocated for the sculpture with additional funds available for the construction of the necessary pedestal, landscaping, and on-going maintenance of the sculpture. The $15,000-$18,000 sculpture project budget includes all costs related to the artist's design, supplies, materials, fabrication, transportation and delivery of the sculpture, as well as insurance required by the City and all other costs associated with the art project up to receipt of the selected sculpture by the City. Installation, identification plaque, and ongoing maintenance costs will be the responsibility of the City. Location The proposed location is located at the northwest quadrant of the intersection of 75 th Street and Mission Road. The site is named Carroll Plaza and currently features a fountain, benches, and landscaping. It has yet to be determined the future of the fountain. The specific site location, description, and limitations are detailed in the Site Map at the end of this RFP. This specific location has been identified due to the intention of the donor, a Shawnee Mission East graduate, as well as the donor s support for the Mission Road project and bikeability and walkability in Prairie Village. Application Artist Statement or Resume must be current and include a website address, if available. You must provide three (3) sketches/renderings of ONE sculpture with each application: two images clearly showing the front and back of the Sculpture: one other showing detail. Be sure to show the scale of the work. Artist may submit up to four (4) applications for this Call, with (3) sketches/renderings of ONE sculpture per application. You must provide two (2) color images of sample works representing artist's original work that best illustrate sculpture experience. Contact Information for three references from projects of similar scope and size.
3 Selection Criteria A proposed sculpture should Capture attention, engage the public, and be appropriate to its specific location; Aesthetically enhance the Mission Road corridor and otherwise interact with its surrounding environment; Be appropriate for a high pedestrian traffic environment; Be designed with consideration of the safety of the public; Be constructed of permanent, durable materials and preferably maintenance-free with a preference for a bronze sculpture; Be capable of withstanding adverse weather conditions including high winds, high temperatures, heavy rain, storms, etc.; Not involve electric power, water, electronics, or be based completely on light sources; Be suitable by way of form and quality for public viewing, and if appropriate, approachability (depending on installation location); Proposed Schedule Deadline for entry: July 1, 2016 Selection will take place no later than July 30, 2016 Notice to proceed/agreement no later than August 5, 2016 Installation no later than September 30, 2016 Address proposals to: City of Prairie Village Mission Road Statuary Project 7700 Mission Road Prairie Village, KS Please call for any questions. SITE MAP PROPOSED SCULPTURE LOCATION This is one of the main intersections in the City of Prairie Village featuring two of the most traveled roads in northeast Johnson County. Mission Road is a prominent north/south route featuring the Prairie Village Shops, Shawnee Mission East High School, Prairie Village Municipal Complex, and Corinth Square Shopping Center. The 75 th Street corridor recently received a $3 million renovation from Mission Road to State Line Road. Mission Road from 71 st Street to 75 th Street will receive additional upgrades with parkway-like amenities including ornamental lighting, benches, and other features including sidewalk/trail upgrades to make the corridor more pedestrian friendly. Landscaping may be adjusted to accommodate the selected sculptures based on recommendations from the artist with consultation from City staff.
