14 THE NEW CENTER OF ŁÓDŹ The New Centre of Lodz project is a part of the municipal project of the development program for the post industrial areas, the so-called local revitalization programme. The area of the project was divided into 2 zones: Zone One will fulfil a predominantly cultural function. It will comprise the Special Art Zone - a modern museum offering a wide range of educational activities. Zone Two (60 ha) will mainly fulfil service functions, playing a centre-forming role. It will be an area for residential buildings as well as offices, conference and service facilities. Zone Two is to be a place where commercial undertakings will be carried out in cooperation with private investors. The use programme and financing forms will be designed with the involvement of potential partners. 14

15 In 2009, the revitalization of the EC1 East buildings is going to start. On these premises, the following facilities are to be located: a film studio (among others, David Lynch s studio), a sound studio and other projects closely related to the film industry. Moreover, within the framework of the 5 in Lodz project, a library is to be located in the historic machine hall. THE NEW CENTER OF ŁÓDŹ In the EC1 West building, the CENTRE OF SCIENCE AND TECHNOLOGY is to be located. It will serve as a MUSEUM, EDUCATION AND LEISURE CENTRE. As a museum, it will focus on documenting and commemorating the technical development, both in terms of architecture and electric power, in relation to the aesthetics of time and place, and functionality of a power plant. 15

16 THE NEW CENTER OF ŁÓDŹ One of the key elements of the New Centre of Lodz is creating in the city centre a new multimodal transport hub. The Lodz Fabryczna railway station, moved underground and adapted for high-speed trains, is going to be the heart of this hub. The transport hub will serve the city transport, as well as regional and international transport. Interestingly, platforms of the Lodz Fabryczna railway station are going to be located 16 meters below the ground, whereas a part of the bus station will be built 6 meters below the ground. On the same level, there will be a network of underground streets, very important to the whole station and its surroundings. 16

Piłsudskiego AQUAPARK ZOO Botanical garden ARENA STADIUM In area there is the Botanical Garden and the Zoo, which natural resources and research projects make the place attractive for tourists from Poland and abroad. The area is enriched by the Aquapark and the Lunapark. The mentioned objects create the Łódź Sports and Recreation Area. 17

20 EXAMPLES OF REVITALISATION IN ŁÓDŹ Łódź universities new functions for postindustrial facilities, tenement houses, and palaces (private, public, and EU funds). Spinning mill adapted for dwelling purposes 400 duplex flats (private funds). The investition will be completed in the IQ Manufaktura culture, entertainment, and shopping centre in a post-industrial development complex (private funds). Manufaktura was opened in May

21 Revitalization program of factory workers estate The revitalization process of family houses will be based on a real property exchange mechanism. It is assumed that an investor, who will be selected by means of a call for proposals, will build new residential buildings with flats for the present residents of the family houses. Then, the Investor will transfer the ownership of real estates with the newly-erected buildings to the City.
