1 JCBC-R-1 HIGH SCHOOL STUDENT ATHLETE EXPECTATIONS 1. INTRODUCTION 1.01 This rule is in effect from the first day of practice for the Salem-Keizer school year for any sport, throughout the remainder of the calendar year and all subsequent years of the student athlete s attendance in the Salem- Keizer School District. It is in effect twenty-four (24) hours a day, through the end of each school year The guidelines set forth in this rule have been established as a minimum code for athletes. This rule will be administered by the coach in conjunction with the building administration. This rule does not supersede the District s student discipline policy and administrative rule Before participating in a sport, the student athlete and his/her parents or guardian are expected to sign this rule as part of the High School Student Athlete Agreement Statement. By their signature, the student athlete and parent agree that the student athlete shall comply and abide by the terms and conditions of this rule immediately following the execution of this rule at all times throughout the remainder of the student athlete's high school attendance. 2. ADMINISTRATION OF CONSEQUENCES 2.01 The building principal or his/her designee will consider criteria such as: severity of the offense, number of prior offenses, mitigating circumstances, and/or willingness of the student to accept responsibility for his/her actions The list of consequences for each offense describes the usual and customary consequence for each succeeding infraction It is expected that the listed consequence(s) will be utilized If an administrator contemplates deviating from the prescribed consequences as outlined in this rule, he/she will first inform his/her supervisor. 3. ACADEMICS 3.01 Student Athletes are required to maintain a 2.0 grade point average as a minimum requirement for participation in all co-curricular athletic activities. This requirement is in addition to the Oregon School Athletics Association (OSAA) policy that requires an athlete be enrolled, attend regularly, have passing grades in at least five (5) subjects, both in the current and preceding semesters, and must be making satisfactory progress toward graduation requirements as determined by the local school administration Any athlete who is maintaining less than a 2.0 grade point average (GPA) at the end of the previous six week grading period and/or failing one or more classes shall be assigned to a supervised study program Athletes assigned to a supervised study program will be required to turn in a grade check to their respective coach or

If the athlete does not demonstrate improvement, that student may be deemed ineligible to participate in athletic competition until that time at which the student is passing all courses and has achieved a 2.0 GPA or is making satisfactory progress towards a 2.0 GPA If an athlete who has been assigned to the athletic supervised study program achieves a 2.0 GPA at the next six week grading period, he/she may no longer be required to attend the supervised study program. The coach or athletic director will continue to monitor student academic performance and may reassign the student athlete to the supervised study program for the remainder of the current sports season and ensuing sports season Unexcused absences from the supervised study program will result in suspension from athletic contests The admission of facts which constitute a criminal offense, or conviction of a criminal offense, either felony or misdemeanor (excluding minor traffic violations), may result in suspension from game participation for a maximum of four (4) weeks from the date of the admission or conviction or the beginning of the competition season Suspension from school, violation of school rules on school district property or on school sponsored trips, misbehavior in the community, and/or fighting may result in suspension from game participation for a minimum of one (1) week from the date of the incident or suspension or the beginning of the competition season (whichever is later) In-school suspension shall result in denial of participation in competition events, unless the student athlete attends, fully participates, and completes the in-school suspension requirements The accumulation of two (2) team suspensions during a sport season will result in dismissal from the squad for the duration of the sport season Athletes cannot participate in interscholastic practices, activities or competitive events for the duration of an out-of-school suspension or expulsion. 5. DRUGS, ALCOHOL, AND TOBACCO 5.01 No student involved in an interscholastic athletic program shall knowingly possess, use, transmit or be under the influence of alcohol, a tobacco product, performance enhancing drugs, inhalants, or controlled substances of any kind (except as prescribed by a medical professional) during a school year Any athlete who finds himself/herself in the company of persons who are illegally using, possessing, transmitting or under the influence of alcohol, controlled substances, inhalants or performance enhancing drugs (i.e., frequenting places, areas, or sites where drugs and/or alcohol are present) is expected to leave within a reasonable period of time. Failure

3 JCBC-R-3 to leave within the reasonable period of time will result in violation of this administrative rule The possession, buying, use, or transmittal of alcohol, a tobacco product, performance enhancing drugs, inhalants, controlled substances, or lookalikes being represented as a controlled substance(s); or a determination by a school official that a student athlete used either alcohol, tobacco, performance enhancing drugs, or controlled substances will subject the student athlete to the following consequences in addition to school disciplinary procedure: First offense in student athlete's high school career: Twenty-one (21) calendar days of suspension from participation in interscholastic athletic competition. The suspension begins from the date the in-season athlete has been notified of the suspension. If not currently competing, the suspension will begin on the first official OSAA playable date of the subsequent season in which the student participates By agreement between the coach, staff, and athletic director, the student athlete must attend all practice sessions and undergo a current drug assessment at a licensed agency offering assessments. The athlete will follow the recommendations from the assessment report Reinstatement of the student athlete to the athletic program is contingent upon the athlete complying with any written recommendations made by a substance abuse counselor or other appropriate person, and the athletic director's approval for reinstatement in the program Successful completion of any recommendations by a substance abuse counselor or other appropriate official will be evaluated and approved by the athletic director Failure to comply with the recommendations following a first offense will result in the imposition of a sanction under Athletes attending the District s drug/alcohol diversion program will not be eligible to participate in any competitive activities which represent the school until they have satisfactorily completed their program Second offense in a student athlete's high school career: Forty-two (42) calendar days of suspension from participation in interscholastic athletic competition. The suspension begins from the date the inseason athlete has been notified of the suspension. If not currently competing, the suspension will begin on the first official OSAA

4 JCBC-R-4 playable date of the subsequent season in which the student participates By agreement between the coach, staff, and athletic director, the student athlete must attend all practice sessions and undergo a current drug assessment at a licensed agency offering assessments. STUDENT TRANSFERS 6.01 A student who transfers from one high school to another, whether inside or outside the District, will maintain the cumulative offense status described in this agreement. 7. DUE PROCESS FOR STUDENT ATHLETES 7.01 If a student athlete faces disciplinary action which could result in suspension or dismissal from an athletic team, the following due process will be used. This process is not intended to supersede the district's student discipline policy and administrative rule The coach or activity advisor shall meet with the student and inform him/her of the reasons for the disciplinary action. Parents will be notified and the student shall have the right to present his/her version of the situation The parents shall be notified if the disciplinary action will lead to possible removal from the team and the reasons for the action If the student or parent wishes to appeal the action, he/she will meet with the coach, school athletic director, or advisor for the activity to attempt to resolve the situation If the student or parent is not satisfied with the resolution of the situation, he/she may appeal it to the principal or designee within two days of notification of the disciplinary action.

5 JCBC-R Pending the decision of the principal or designee, the student may continue to practice with the team and participate in team activities, but shall not participate in a team game Upon receipt of the appeal, the principal or designee will investigate the situation, including conducting an informal hearing. The student will have the opportunity to present his/her version of the facts. The principal or designee shall respond to the complaint within one school day of the hearing and render a written response which shall be hand delivered to the student and/or parent If the student or parent is not satisfied with the response, within two school days he/she may appeal the decision to the Superintendent who shall designate a hearing officer to hear the case The hearing officer shall hold a hearing within two days after his/her appointment and render a decision on the record of the hearing immediately upon closure of the hearing The hearing officer's decision shall be final A student facing a third offense of the District s student athlete policy and administrative rule may appeal the sanctions for that offense to the Valley League Hardship Committee. The Committee s decision shall be final.
