2 Presentation Objectives Following this Presentation participants will: Discuss the nursing social policy statement as it relates to nursing regulation. Identify sections of the Nurse Practice Act related to Nursing Education Programs. Critically analyze individual programs for compliance or problem areas. Create a plan of action to structure a high quality successful nursing education program. Document program success by NCLEX Scores and the Annual Report.

3 Nursing s Social Policy Statement Nursing is the protection, promotion and optimization of health and abilities, prevention of illness and injury, alleviation of suffering through the diagnosis and treatment of human response, and advocacy in the care of individuals, families, communities, and populations. (ANA, 2002)

6 NURSING PROGRAMS S Approval of Nursing Education Programs This statute refers to prelicensure education of professional or practical nurses. Bridge Programs, RN-BSN, BSN-MSN or PhD are not addressed in the Nurse Practice Act. Others than the prelicensure programs must be approved by the Florida Department of Education.

A decision to either approve or deny the application will be made by the Board within 90 days of receipt of a complete application and fee by the Board office, pursuant to s (2), F.S. 4. 13 Program Changes or Updates Section FS does not require the Board of Nursing review changes to Nursing Education Programs; changes must be reported to the Florida Department of Education. Information only to the Board of Nursing. Section (8) requires a process for Nursing Education Program Closure.

14 Approved vs Accredited Programs Approval Status refers to Nursing Education Programs that are not Accredited by NLNAC or CCNE and have met the requirements for conducting a Nursing Education Program in Florida. Accredited Status refers to those Nursing Education Programs that are accredited by NLNAC or CCNE

15 Approval Process Section FS created a streamlined process for Nursing Education Program Approval. Copies of the Application for New Nursing Programs are available for your information. Approved Nursing Education Programs are required to submit an Annual Report and an Affidavit of continuing compliance with the requirements on s

16 Accredited Programs The FBON recognizes that there are various agencies from which Nursing Education Programs, Institutions of Higher Learning, Vocational or Technical Schools may seek and receive accreditation. Nurse Education Programs that are accredited by the specialized accrediting agencies that are nationally recognized by the US Secretary of Education to accredit nursing education programs are exempt from FBON oversight by statute. Accredited programs are not exempt from abiding by statutory requirements.

17 Annual Report Section (4) requires that all Approved Programs submit a report including an affidavit certifying continued compliance with s (1)(a-g) including a summary description of the program s compliance with paragraphs (1)(a-g) and documentation for the previous academic year: (cont d.)

19 Faculty Preparation S (1)(a) FS requires that for a professional nursing education program, the program director and at least 50% of the program s faculty members are registered nurses who have a master s or higher degree in nursing or a bachelor s degree in nursing and a master s or higher degree in a field related to nursing.

20 Faculty For a practical nursing education program, the program director and at least 50% of the program s faculty members are registered nurses who have a bachelor s or higher degree in nursing.

21 Compare Nursing Programs New Website to Compare Nursing Education Programs A new website is now available that provides the ability to search and compare Nursing education programs to each other. The new website provides the public with the ability to search and select specific Nursing Education programs in the state and compare them through an interactive search. The website shows each degree program including practical nursing education programs that terminate in a certificate and professional nursing education programs that terminate in a diploma, associate s degree or bachelor s degree. In addition, the new website enables the public to compare nursing programs by viewing the program s status (approved, accredited, or approved/probationary), the program s accreditation status and accrediting body, graduate passage rates, and retention rates for students tracked from program entry to graduation. The website offers consumers the opportunity to participate in a customer satisfaction survey and provide feedback regarding the new website. Check out the new website at by clicking on either the 'Citizen/Consumer' or the 'Licensee/Provider' button and then selecting the link to 'Compare Nursing Education Programs'. The website can also be accessed from the License Verification website, when viewing the record for a single nursing education program and clicking on the 'Nursing Program' tab. 23 Clinical Affiliation Agreements/Contracts Affiliation agreements/contracts should be specific to clinical experiences for the proposed nursing program. The executed affiliation agreements/contracts should be signed by all interested parties.

24 FLORIDA STATUTE section (1)(d) Clinical Training Agreements The program has signed agreements with each agency, facility, and organization included in the curriculum plan as clinical training sites and community-based clinical experience sites.

25 FLORIDA STATUTE section (1)(e) The program has written policies for faculty which include provisions for direct or indirect supervision by program faculty or clinical preceptors for students in clinical training consistent with the following standards: 1. The number of program faculty members equals at least one faculty member directly supervising every 12 students unless the written agreement between the program and the agency, facility, or organization providing clinical training sites allow more students, not to exceed 18 students, to be directly supervised by one program faculty member. 2. For a hospital setting, indirect supervision may occur only if there is direct supervision by an assigned clinical preceptor, a supervising program faculty member is available by telephone, and such arrangement is approved by the clinical facility. 3. For community-based clinical experiences that involve student participation in invasive or complex nursing activities, students must be directly supervised by a program faculty member or clinical preceptor and such arrangement must be approved by the community-based clinical facility.

26 Faculty Policies s (1)(e) cont d 4. For community-based clinical experiences not subject to subparagraph 3., indirect supervision may occur only when a supervising program faculty member is available to the student by telephone. A program s policies established under this paragraph must require a clinical preceptor, if supervising students in a professional nursing education program, to be a registered nurse or, if supervising students in a practical nursing education program, to be a registered nurse or licensed practical nurse.
