PURPOSE OF THE SUBMISSION Obtain approval for the new Capital planning framework and inform the members regarding: The content of the new Capital Master Plan; The progress being made on the Capital's urban lands chapter 3. AUTHORITY National Capital Act, sections 10, 11 and 12 National Capital Commission (NCC) by-laws, section RECOMMENDATION That the new Capital planning framework be approved, as presented in Appendix A of the proposal. 5. BACKGROUND Renewed Planning Framework and Capital Master Plan A renewed planning framework has been developed following an analysis by the NCC s new executive management committee of the framework that has been in existence now for some thirty years, which encompasses four levels of plans, presented in the form of a pyramid, going from the most general to the very specific. In addition to maintaining the strengths of the current framework to be in line with the mandate, being visionary, protecting the key attributes of the lands for future generations, basing ourselves on the solid and holistic planning principles and supporting the Capital s stewardship portfolios, the new framework offers the following benefits: o More direct support of the accomplishments of the Corporate Plan; o More flexibility in order to respond to current issues; o Easier to understand and interpret; o Be attainable with the available resources; : 2014-P94e Page 1 of/de 6
2 o More transparency for the public; o Avoids redundancies or contradictions that are currently in the existing master plans given their approval date; o Facilitates updates based on needs that manifest over the lifespan of a plan without having to amend the master plan as a whole. The framework was presented to the Board of Directors (BOD) in September 2014 and was given informal approval. It is presented in Appendix 1. The BOD s formal approval of the planning framework would be preferable, thereby demonstrating a corporate willingness to pursue the planning mandate using a known logic. This new framework consists of a single plan, the Capital Master Plan, which will give effect to the general policy statements of the new Plan for Canada s Capital. The Master Plan will consolidate over several chapters in a single document all of the NCC's long-term planning, as presented in Appendix 2. Some chapters will present the planning in separate geographic sectors and others will consolidate the policies that are common within all geographic sectors. A draft table of contents for the new Master Plan is presented in Appendix 3. The table of contents will be further developed as needed. This new approach will make it possible to promptly secure approval for the items of the master plan, chapter by chapter and policy by policy. Public consultations will be more focused, making public feedback simpler and better customized. This approach would also make it possible to promptly move ahead with obtaining approval for land use designations and directions for the Capital s urban lands, the vast majority of which are owned by the federal government. Federal Urban Lands Planning Public consultations were held in the spring of 2014 on the major policies regarding federal urban lands, the identification of lands that are part of the Capital Realm and land use designations for these lands. Generally speaking, the public was in favour of the Plan s proposals. Lands that are not part of the Capital Realm were however the subject of some questions. Since then, the team has been working on the concept of the regional interest land mass that would respond in part to the concerns raised. Detailed planning for certain geographic sectors has been initiated over the short term, including the plan for the Sir John A. Macdonald Linear Park and the plan for the north shore of the Ottawa River. Implementation of the new planning framework will make it possible to finalize the chapter on land use designations for federal urban lands. The content of the urban lands plan was presented to the Advisory Committee on Planning, Design and Realty (ACPDR) in October 2013 and few substantial changes have been made since. The Committee s recommendations were included. As a first step towards the completion of this plan, the Board of Directors will approve, through a separate proposal, the map showing the urban lands that are part of the Capital Realm. 6. STRATEGIC LINKS NCC s mandate: To prepare plans for and assist in the development, conservation, and improvement of the National Capital Region in order that the nature and character of the seat of the Government of Canada may be in accordance with its national significance. Corporate plans: Complete the Capital Urban Lands Master Plan and review the National Interest Land Mass (NILM). Plan for Canada's Capital that is under development 8. CONSULTATIONS & COMMUNICATIONS June 2014: Presentation of the new planning framework to the BOD The following consultations were held throughout the development of the plan for the Capital's urban lands: o 2013 and 2014: targeted consultations with federal partners and the cities of Ottawa and Gatineau o October 2013: Presentation to the ACPDR o March 2014: Public consultations on urban lands and the Parkway policy o June 2014: Summary presentation to the BOD on the results of the public consultation. 9. NEXT STEPS January 2015: Approval by the BOD of the urban lands that are part of the Capital Realm Winter 2015: Uploading to the Web the public consultation report that was held in March 2014 Winter 2015: Final targeted consultations with partners on urban lands March 2015: Final presentation to the ACPDR of the content of the chapter on the Capital's urban lands April 2015: Approval by the BOD of the chapter on the Capital's urban lands and uploading it to the Web 10.
