4 Quarters In early January Hockey SA announced the intention that all Premier League fixtures would be played in Quarters in Unfortunately, FIH has not provided dispensation for the format to be played at a state association level in Therefore all Premier League fixtures in 2015 will be played to the traditional format of halves. Hockey SA is actively working with Hockey Australia to seek dispensation for this change in the future.

5 Consistency of application and interpretation To achieve the best outcome for all concerned, as a group we need to be consistent in our application and interpretation of the rules, there is an added responsibility for us to ensure that in those divisions where the high ball is introduced that we keep the players safe from harm. A key measure of success for tonight s meeting is if the 2015 season is as accident free as humanly possible. Hockey SA is committed to maintaining best practice in all areas of the game.

6 General housekeeping Just a few general notices. 1. Metro Competition Rules and Senior Fixtures should be released this week. 2. Hockey SA is currently planning to hold workshops for Level 1 and 2 Umpires 3. Hockey SA is currently planning to hold workshops for Level 1 and 2 Technical Officials 4. Clubs are reminded that they are required to supply suitably qualified Technical Officials at all Premier League Fixtures. 5. Hockey SA will be experimenting with the use of Headsets to allow Umpires to communicate with one another during the pre-season cup and Friday Night Premier League fixtures at the State Hockey Centre. 6. For clarity, rules presented tonight are often excerpted from a larger section of the appropriate rule book. We strongly advise you to familiarize yourself with the rules in their original context. 7. Premier League Captains are advised that the coin toss will take place prior to the warm up, players will proceed directly to their starting positions as they take the field to start the game. 8. 8 High Ball (Over the Shoulder) 9.7 Players may stop, receive and deflect or play the ball in a controlled manner in any part of the field when the ball is at any height including above the shoulder unless this is dangerous or leads to danger. 9.8 Players must not play the ball dangerously or in a way which leads to dangerous play. A ball is considered dangerous when it causes legitimate evasive action by players. The penalty is awarded where the action causingthe danger took place. 9.9 Players must not intentionally raise the ball from a hit except for a shot at goal Players must not approach within 5 metres of an opponent receiving a falling raised ball until it has been received, controlled and is on the ground. The initial receiver has a right to the ball. If it is not clear which player is the initial receiver, the player of the team which raised the ball must allow the opponent to receive it.

11 Green card rule 14. Personal penalties 14.1 For any offence, the offending player may be : a. cautioned (indicated by spoken words) b. warned and temporarily suspended for 2 minutes of playing time (indicated by a green card) c. temporarily suspended for a minimum of 5 minutes of playing time (indicated by a yellow card) d. permanently suspended from the current match (indicated by a red card)

12 Long corner 7.4 When the ball is played over the back-line and no goal is scored : a. if played by an attacker, play is re-started with the ball up to 15 metres from and in line with where it crossed the back-line and the procedures for taking a free hit apply b. if played unintentionally by a defender or deflected by a goalkeeper or player with goalkeeping privileges, play is re-started with the ball on the 23 metres line and in line with where it crossed the back-line and the procedures for taking a free hit apply

The Long Corner is counted as being inside the Attacking 23 and cannot be played straight into the circle Ball travelled out Alternatively the ball is able to be touched by two players before entering the circle

14 Free hit within 5 meters of the circle 13.1 Location of a free hit : c. when a free hit is awarded to the attack within the 23 metres area, all players other than the player taking the free hit must be at least 5 metres from the ball d. the ball is moved using a hit, push, flick or scoop e. the ball may be raised immediately using a push, flick or scoop but must not be raised intentionally using a hit from a free hit awarded to the attack within the 23 metres area, the ball must not be played into the circle until it has travelled at least 5 metres or has been touched by a player of either team other than the playertaking the free hit.

15 Key points Notice that there is now no reference to the ball needing to be moved 5 meters back from the edge of the circle.

17 Penalty corners 13.7 For an offence during the taking of a penalty corner : a the player taking the push or hit from the back-line does not have at least one foot outside the field : the penalty corner is taken again b the player taking the push or hit from the back-line feints at playing the ball, the offending player is required to go beyond the centre-line but is replaced by another attacker : the penalty corner is taken again If this feinting leads to what otherwise would be a breach of this rule by a defender, only the attacker is required to go beyond the centre-line. c a defender, other than the goalkeeper, crosses the back-line or goal-line before permitted, the offending player is required to go beyond the centre-line and cannot be replaced by another defender : the penalty corner is taken again d a goalkeeper, or player with goalkeeping privileges, crosses the goal-line before permitted, the defending team defends the penalty corner with one fewer player : the penalty corner is taken again The defending team nominates which player is required to go beyond the centre-line, and they cannot be replaced by another defender

18 Penalty challenge Drawn matches in Premier League will be decided by Sudden Death Challenge Shoot-Out competition Conduct of a Sudden Death Challenge Shoot-Out At the beginning of a drawn match, team captains or coaches will nominate three players to participate in a penalty challenge shoot-out, to be denoted on the match card with a star beside their name The sudden death challenge will begin immediately with no break of five (5) minutes The challenge will otherwise be conducted in line with the rules for a penalty challenge specified in Part 4 of these rules.

19 Penalty challenge DRAWN FINALS MATCH, EXCEPT THE GRAND FINAL In divisions other than Premier League, except in the Grand Final (refer Rule 4.4.1), if the result is drawn after extra time the team that held the higher position at the end of the minor round will be the winner of the match In the Premier League, teams will proceed to a Challenge Shoot-out Competition DRAWN GRAND FINAL MATCH Subject to Rule if a Grand Final is drawn after extra time the winner will be determined by a penalty stroke competition under Rule If after extra time a Premier League or Metro 1 Grand Final is drawn, the winner will be determined by a challenge shoot-out competition under Rule

20 Key points The process for the sudden death penalty challenge (one on one) is adopted from the FIH Tournament Regulations, detailed explanation can be found there, or in the Metro Competition Rules Points of clarification. 1. Each player has a period of 8 seconds in which to complete their challenge. A challenge is over when a goal is scored, time has expired, the ball is out of play over the side or baseline or an offence is committed by either player. 2. Misconduct cards and penalty strokes may be awarded during a penalty challenge. 3. A designated player who has left the game injured at an earlier point, may be replaced. 4. Technical Officials are responsible for timing the 8 seconds, stopwatches will be provided. For all divisions below the Premier League, penalty strokes will continue to be used to resolve a Grand Final that is tied at the end of overtime.

21 Removal of Ten Metre Penalty From the FIH Rules summary 2015 Another Rules deletion is that of the ability to progress a free hit by up to 10 metres. This has become redundant with the new free hit Rules and the ability to self-pass, while any other misconduct can be managed using other Rules or personal penalties. Rule 12.5 of the 2013 rules no longer applies. Infringements should be managed with verbal warnings or a green or yellow card depending upon the individual offence.

22 Two Yellow Cards for the same offence If a player coach, manager or other team official receives two (2) yellow cards in a match for the same offence the second card is deemed a red card and will result in a player being suspended from all Hockey SA sanctioned competitions for the remainder of the competition week in progress when the accumulation occurred and Rule applies. In this case Rule 9.2.1does not apply A player who is issued a yellow card must: take up a position adjacent to the technical bench if in games where a Technical Officer is present or behind the player s own goal for the period directed by the umpire; or leave the field and its surrounding area, if the umpire directs that the yellow card is for the remainder of the match (either as a first offence or as a second, yellow/red offence under Rule 9.1.4).

23 Key points This rule change reflects the seriousness of a player being sanctioned twice for the same offence during a single game, a so-called yellow/red. Players may still be suspended for the remainder of a game for receiving two yellows for different offences, also a so-called yellow/red. Umpires should submit a report on the match card and to Hockey SA when suspending a player for a repetition of the same offence. Players suspended in this manner may ask Hockey SA to convene a hearing under section 9 of the Metropolitan Competition Rules Existing rules concerning the acquisition of yellow cards still apply. (see Metropolitan Competition Rule 9.2)

24 Face masks 4.2 Players must not wear anything which is dangerous to other players. Field players : are permitted to wear a smooth preferably transparent or white but otherwise single coloured face mask or metal grill face mask, which follows the contours of the face, when defending a penalty corner or penalty stroke for the duration of that penalty corner or penalty stroke and when they are inside the circle they are defending; the primary objective of wearing a face mask to defend a penalty corner is safety; wearing of face masks which are consistent with the underlying spirit of this guidance should be allowed; are not permitted, when wearing face masks, to conduct themselves in a manner which is dangerous to other players by taking advantage of the protective equipment they wear; other than players with goalkeeping privileges, are not permitted to wear protective headgear (face mask or other protective head covering) in any other circumstances.

25 Permitted types Players may select any brand, provided it is Australian Standards compliant.

26 Key Point Hockey SA strongly suggests that all clubs consider mandating the use of facemasks by defenders when participating in a Penalty corner. Premier League Coaches and Captains are also reminded that teams should have any protective equipment in place behind the goals prior to the commencement of the game, a penalty of a green card may be awarded to the captain of any team who waste time having the equipment brought out when a penalty corner is awarded.

27 Match cards The overall format, and process of filling out and lodging match cards has been revised for Teams will share one card. Please be aware that there are significant penalties for incorrect and non submitted cards.
