1 ETOS PROJECT Effective Training for Outsiders of the Society Grundtvig Multilateral Project Newsletter n 1 30 th March 2012 Welcome to the first ETOS project newsletter! As part of a wide dissemination program this paper will update you about the state of art of this Grundtvig multilateral project and will be published every six months. This newsletter will reach you as well as more than 2000 stakeholders, training institutions and relevant actors of the VET area all over Europe which have been belong to the networks of the 9 partners participating to this Lifelong Learning Program action. Each newsletter will share information on where the project stands, on relevant news regarding events and available at time, on summaries of the achieved results, and on the newness uploaded both on the website and on our Facebook pages. This paper in fact aims to propagate ETOS project in close cooperation with other dissemination tools such as the website, the regular press releases, the ETOS Facebook page and the media events which will be organized and developed in cognition with the transnational partners meeting. Step by step you will learn about all these initiatives and be fully updated when they will take presentation of the project, a brief update of the kick of meeting in Lodz, the introduction to our Co-financed by the European Commission/ The Education, Audiovisual and Culture Executive Agency (EACEA) In this issue: Welcome to the fir 1 ETOS Project a brief Summary Kick off The Consortium project video presentation, some information about the site and the Facebook of ETOS. 2 ETOS project a brief summary A big portion of adult marginalized population have never seen their competences certified due to not completion of any kind of school. As adults, former drop outs, people with learning disabilities, migrants they find themselves missing these recognized skills, not able to attend standard adult training, thus reducing the already scarce chances to access the labor market and increasing their social exclusion. The aim is to create an attractive, practical training model not requiring in classroom attendance, but allowing on the job learning, to transfer and certify basic skills to the target population. ETOS will develop a training model which will be performed on the job and not in classrooms through practical, interrelations activities thanks to entrepreneurs (small, sole proprietorship) becoming adult trainers and supported by experienced tutors. The project will also develop a new EU skills certification based on an innovative evaluation model in line with ECVET system requirements, awarded at the end of the training path. To achieve these results ETOS will elaborate a state of the art analysis and a training need assessment among 90 stakeholders in 6 EU countries. After the provisional draft of the training model and the certification system their contents will be transmitted to 90 adult trainers which later will perform the pilot training with 144 final beneficiaries. The feedback collected by adult trainers performing the pilots will refine, finalize the two outcomes published as handbooks. To keep ETOS running the long term the consortium will implement 2 IST Grundtvig courses, organizes 6 workshops with stakeholders and decision makers as well as commit 20 EU public administrations to require ETOS approach on behalf of local training entities. The project will be disseminated by website, newsletters, press releases, media events and 6 local seminars. Quality assurance is granted by a continuing monitoring system and by the feedback of an external evaluator. KICK OFF MEETING IN LODZ At the presence of 16 participants in representation of the 8 partners the first meeting of ETOS project has taken place in Lodz from November 28 th till 29 th. The consortium gathered at the modern and welcoming facilities of the Academy of Management University in the Polish city starting the first moves for the development of this challenging adventure. The encounter gave the chance to each partner organization to present itself, to draw the first scenario of how the low skilled people certification works in their countries and to have a clear and precise grasp of what the project will require through time from each other. Besides this presentation, during the first day the dissemination plan and the quality monitoring assurance has been discussed among participants. During the second day the focus concentrated mainly in the definition of the target population of the project activities and on putting the first mail stones for the coming activities, in ana Polish partner who hosted the encounter. As of the target population, in each country there are different experiences concerning training and job inclusion of disadvantaged people. There are different laws protecting those categories, there are different, thus the coordinator proposed 2 ways to define the target: to choose one/two target for all the group and work on the same target (e.g. disabled people, drug addicted people, former prisoner, etc.);; create a target group for the project defining some criteria and leaving partner free to choose the people they feel comfortable with, staying inside the criteria. After discussion the target is defined as follows: Adults (18 years old or older), low skilled (without any qualification or school certification), employable (which means people who can be trained and whose skills, both basic and professional ones, could be used in the labor market, unemployed (at least for one year). been suggested and shared on how to collect the good practices existing in each country on the matter and on how to organize and collect data from the focus groups which each training centre shall organize with stakeholder and other relevant actors of adult training organization so as to collect the training needs and suggestions for the training model to be developed by ETOS. At the very end of the meeting the monitoring action has taken place with the entitled organization delivering the first evaluation questionnaire and collecting the feedback on how this encounter has been performed and perceived by participants. During the meeting a project video has been edited (see article) with the participation of all attendees. The meeting has been accompanied by a simple and tasty dinner at a local Jewish restaurant which has shared regional food in a historic atmosphere. Before departure, participants have had the chance to visit the represents a clear example of architectural and commercial valorization of an old factory. 2

Besides describing all features of this project, the web site contains all the updated work in progress material as well as the deliverables available at the moment. It a rich tool to learn about the development of the project working packages and to have at first hand all what has been produced in terms of State of Art analysis, training path development, testing, certification system and dissemination activities. Our Facebook page would like to gather and put in contact all who like and share the interests related to the topic which ETOS is developing during these two and a half year period. 4 FOCUS GROUP IN ACTION - FORMATER - Italy On February 10th 2012 Focus Group meeting took place This Focus Group was organized by Formater, who is the Leader of the European Project E.T.O.S. (Effective Training for the Outsider of the Society). The topic of the meeting has been the job integration of low skilled adults, and the contributors have been subjects that work in different aspects of job integration, from Public Bodies to VET, from Public Health to Social Services. FOCUS GROUP IN ACTION Municipality of Varna - Bulgaria On February 29 th Along with a representative of the Varna Municipality a moderator (Mrs. Yordanka Nencheva) and an observer, our friend Gergana Panayotova, 21 people gathered for three hours to implement the focus group in Varna. Aim of the focus was to describe the state of art in Bulgaria regarding the training of low skilled people, the training needs of trainers and mentors. The group was composed as follows: 1 representative of the Regional Employment Office;; 1 representative of the Varna Chamber of Commerce and Industry;; 1 representative of the Regional Chamber of Crafts in Varna;; the Director of "Social Welfare" in Varna;; 1 representative of the Center for Vocational Training;; 1 representative of the "Chance for People with Disabilities";; 1 representative of Business Center for People with Disabilities;; 1 representative of a Rehabilitation Center;; 10 entrepreneurs, representatives of small and medium business, who are potential entrepreneurs - trainers in the project. The areas of business represented were sewing industry;; commercial activity;; production and trade of lighting fixtures;; construction;; service and repair of cars;; advertising agency;; tourism, catering and hotel business;; internet clubs, information technology and internet access;; cleaning, full service of administrative and manufacturing buildings, factories, offices, hotels, maintenance of green areas. FOCUS GROUP IN ACTION Hellenic Regional Development Center - Greece On the 15th of February 2012 a focus group was held, for the Effective Training for the Outsiders of the Society. There were 15 participants, and the group was moderated by HRDC staff team. The group consisted of managers and owners of SMEs who have, or are interested to employ low and basic skills adults. There was in general a good feeling about employing low and basic skills adults as same are considered by the majority of the employers as being reliable, hard workers, concentrated on the jobs they are taught to carry out. Employers are willing to assist and support the outsiders of the society with low and basic skills to be employed however, the general outcome was that some basic training with certification would be a better way of making a choice among candidates.4. The group discussed in a cooperative and pleasant spirit and the remarks and inputs of the participants proved to be very accurate and helpful. 4

5 FOCUS GROUP IN ACTION - - Lithuania Meeting of focus group were organized on 12th February 2012, in Lithuania. Sixteen participants - representatives from various institutions and organizations have had attended in the meeting. According to their position there were professionals from various fields of activity (teachers and trainers working with low skilled adults, auditor, directors, Head of Department of Psychosocial Rehabilitation Day Inpatient, Chair of association of Kidney Disease Patients, career counselors working with low skilled adults, managers and owners of the SMEs, who are giving job for low skilled adults or need workers with basic skills) in the meeting. The main topics of the discussion were the sharing the experience, facilitation the integration process of low skilled adults, improvement of the skills and tools of trainers and tutors, and different issues on the work particularity and effectiveness when working with low skilled adults. Within discussion five key findings/conclusions were made: o The most skills could be obtained in a real work environment through practical actions;; o Low skilled adults are unwilling to upgrade their skills and participate in lifelong learning. Increasing vocational information in order to convince the low skilled adults and to develop a positive attitude to vocational training or retraining. It is very important in order to get a work;; o Encourage and motivate the employers to allow and to promote skills improvement, qualification gaining through learning for their staff members;; o To provide outstanding labour market intelligence which helps businesses and people make the best choices for them;; o Maximise the impact of employment and skills policies and employer behaviour to support jobs and growth and secure competitive skills base. FOCUS GROUP IN ACTION Merseyside Expanding Horizons United Kingdom Merseyside Expanding Horizons held their national focus group for the ETOS project on 9th February 2012 in Liverpool. The focus group event showcased the ETOS project to individuals and organisations across the Merseyside region involved in adult education and training projects. The event was attended by 10 organisations and provided an opportunity for MEH to consult with local partners and interested stakeholders about the aims and objectives and project outcomes in order to obtain their views and feedback of support currently available to support low skilled adults into employment within the UK. Concerning the current services for marginalised communities, discussions amongst the group highlighted that whilst there are a lot of services available on paper, the current offering was not person centered enough and whilst there was plenty to access there was not enough quality. The group also felt that many courses are aimed at basic skills and not future employability and currently about size rather than resource and this approach loses sight of individual needs. A different approach is needed to engage disadvantaged adults into training towards employment. The feedback from the focus group will be used as a reference point by the ETOS partnership in the development of the ETOS products. FOCUS GROUP IN ACTION Academy of Management - Poland The Focus Group took place at Academy of Management in Lodz on 14 February It was provided by 2 moderato meeting participated 6 persons: owner of private training enterprise, Representatives of the NGO Stowarzyszenie Osób Pozbawionych Pracy "Multis Multum" who are helping low skilled adults and the unemployed, Owner of psychologist. Conclusions: o Training needs to be adequate to problems of its participants and to the needs of local labour markets. Training should be systemic and also involve employers o The basis for the effectiveness of training is adequate recruitment of its participants in such a way that would select people with real chances for finding a job. o Employers should be educated in the subject of the disadvantaged o The importance of individual approach to training participants has been emphasised, e.g. in the form of attitude, maturity, suitable preparation, psychological background and ability to motivate o Certification of skills should be based on a modernised national framework of certification, which is clear and assigns points to certain skills. Such certificates should be recognised in the whole EU. Particularly important is certification of skills of the disabled and socially excluded. o 5
