2 OVERVIEW Selecting, testing, monitoring, and maintaining transformers are essential activities in power utility operations. Additionally, extending the life of existing infrastructure and safe transformer operation necessarily are items on the minds of many power engineers. This course will bring to bear the expertise of Mr. Wallace Binder, PE and member of the IEEE Transformer Committee of the Power and Energy Society for over 30 years. Participants will gain a greater understanding of transformer specification, and monitoring, as well as quality and reliability assessment, including product failure event analysis and maintenance issues. The correct application of various types of transformers will be discussed. The course will include topics on vendor selection, testing and operations. Over a 30+ year career at a major electric utility, Wallace Binder has: Managed maintenance and operation of company owned and major customer owned substations in the 5 county area of the utility Managed substation apparatus engineering including application, technical and economic evaluation, preparation of specifications, vendor contacts, bidder qualification and performance evaluation Led all corporate activities for transmission and distribution planning; site and right-of-way acquisition; transmission, distribution, and substation design; and project management for a subsidiary operating company A member of the IEEE/PES Transformers Committee for more than 25 years and actively contributed to or lead working groups: o C57.91 Transformer Loading Guide o C Guide for Transformers Directly Connected to Generators o C Guide for Transformer Loss Evaluation o C Guide for Failure Analysis (Chair) o C Field Test Guide o Others Since his retirement, Wallace Binder has worked as an independent consultant where he: Consults on a variety of T&D issues with transformer manufacturers, professional associations, and financial analysts Wrote and produced, for transformer manufacturers their, Installation, Operation, and Maintenance Manuals for large power transformers and reactors Wrote and edited various chapters of Transformer Guidebook for EPRI Wrote a chapter on Problem and Failure Investigation for Electrical Power Transformer Engineering, Edited by James H. Harlow, CRC Press Taylor and Francis Group Evaluates equipment damage and recommends corrective course of action to various clients who have experienced failures or damage Currently, in addition to consulting, he is a US Market Representative for Transformers Magazine and has written a column on Trends In Failure Analysis for the first three issue. 2
