3 Purpose of the role : The objective of the Service is to provide a comprehensive interagency (CAMHS and SE) intervention to address conduct problems/antisocial behaviour and associated mental health problems in children and young people. The focus of the Service will include: strengthening and supporting the interagency response for children and young people with conduct problems; Strengthening the provision of behavioural interventions for Māori children and their Whānau. The Service will ensure CAMHS is involved with Māori mental health services, SE and CYF services to address gaps in service delivery for children and young people with conduct problems. KEY TASKS To provide services in a variety of settings across the WDHB area. EXPECTED OUTCOMES Conducting assessments of children and young people and their families/whānau referred to CAMHS and identifying causative factors to the presenting behaviour. Conducting family assessments where appropriate and working to remove or minimise barriers to Whānau s optimal participation in CAMHS and IY Parent Programmes. Developing intervention plans, identifying suitable providers and services as appropriate. Delivering and/or co-facilitating IY Parent Programmes for Whānau to increase the number of Whānau participating in IY Parent Programmes from the DHB s resident population. Referring Service Users to NGO-provided IY Parent Programmes in the community (as appropriate. Providing advice to parents/carers on managing conduct problems and appropriate available intervention options. Supporting parents/carers to access mental health or related services as appropriate. The service delivery model/client pathway is adhered to. Referrals are reviewed and prioritized in coordination with the Team Manager. The client and their family/whānau and/or guardian/caregiver are supported to make decisions and encouraged to actively participate in developing and achieving treatment goals. 4 KEY TASKS EXPECTED OUTCOMES Multidisciplinary input and consultation is sought and utilised. Work is conducted in collaboration with all involved agencies. Provision of mobile services. To undertake and manage effective consultative working relationships Referring agencies are involved and informed of all decisions and plans regarding clients and their family/whānau. Community agency, support networks and other social services are involved as appropriate. Relationships with identified agencies are actively managed through regular interface meetings, presentations and effective communication. Contribute to the ongoing development and quality improvement of IYSS. Participate in regular policy, quality and clinical meetings. Present clinical and/or service information as required. Attend team planning days. Complete delegated quality tasks and projects, with progress and outcomes reported as required. Services are delivered in accordance with Waitemata District Health Board, District Mental Health Services and IYSS policies, standard operating procedures, philosophies and objectives. Orientation and mandatory training is completed in a timely manner. Philosophies and values are known and supported. Consumer rights and responsibilities are actively supported. All conduct is ethical and confidential. Community agencies and resources will be known and utilised. Recognize and uphold the principles of the Treaty of Waitangi while acknowledging the cultural and social difference of all groups. Attend culturally appropriate workshops and training. Cultural aspects and safety is recognised, acknowledged and incorporated into assessment, treatment and follow-up. 5 KEY TASKS EXPECTED OUTCOMES Demonstrate a commitment to personal and professional development. Tasks are completed to ensure that practice meets the requirements of the HPCA Act (2003) and of the professional body. Supervision occurs in accordance with Waitemata District Health Board Policy. Professional development is actively pursued by the use of relevant journals, conferences and training courses. Networks are established and maintained to share and exchange knowledge with mental health professionals. Professional Advisor and Senior Professional staff are liaised with regarding professional issues. Current mental health and care and protection evidence based practice for children and youth are identified and responded to. Profession specific standards and code of ethics are adhered to. With reference to Clinical and Educational scopes, ensure that practice is within the required and relevant scope. To work as an effective team member. Observe and identify roles, functions and philosophies of the multidisciplinary team. Maintain active communication within the team and relevant agencies. Progressively make contributions to the multidisciplinary team by taking on responsibilities, roles and functions. Consistently attend team meetings and clinical reviews. To be responsible and accountable for all actions undertaken in the course of duties. All documentation is legible, dated and signed with name and designation clearly written. All documentation is in line with the New Zealand National Mental Health Sector Standards. Provide a therapeutic and physically safe environment for clients, ensuring that confidentiality is maintained. Complete all required data collection and outcome measurements in a timely and accurate manner. 7 PERSON SPECIFICATION POSITION TITLE: Clinical /Educational Qualification Experience Minimum Registered Clinical (must be N.Z. registered) or equivalent. Current practising certificate Drivers licence (current) Knowledge of mental illness and disorders relevant to children and youth. Knowledge of mental health clinical treatment interventions for mental health illness and disorders. Knowledge of appropriate psychometric tools. Proven skills and expertise in working with children, youth and their family/whānau who: - come from a range of cultural backgrounds. - have complex, inter-sectoral needs. An understanding of the needs of children, youth and their family/whānau who are experiencing behavioural and care and protection issues. Risk assessment and management skills. Proven skills of effectively working within a MDT. Proven experience of working within an inter-sectoral environment. Ability to deliver training material effectively to a wide range of audiences. Preferred Evidence of post graduate research and/or publications. Knowledge and understanding of care and protection issues. Ability to provide interventions in an autonomous, creative and flexible way in a variety of settings. Knowledge of the strength based models. Knowledge and experience with implementing behavioural management plans with parents. Trained to deliver and/or cofacilitate Incredible Years Parent Programmes for Whānau.
