3 TOURISM CORPORATION OF GUJARAT LTD. GANDHINAGAR Tender for Translation of web site in to foreign and Indian languages is the official website of the Tourism Corporation of Gujarat Limited (TCGL). The website is very popular and interactive for the tourism sector. Recently web ratna award 2009 has been given to TCGL for outstanding web content by ministry of Communication and IT Govt. Of India. In order to attract the tourist across the world to the Gujarat TCGL is interested to translate the existing website in to various foreign languages like German Spanish, Portuguese, French, Japanese, Chinese and Indian languages like Hindi and Gujarati. 1. Scope of Work for Translation of Website Translation of our official website into Indian and foreign languages as mentioned below. Maintenance including updating of the website for the period of two years.which may be further extended further after reviewing the performance. The website at present has a content of about 1600 pages out of which approx 300 pages have already been translated which is required to be refined. Translation fonts in the respective languages should be provided by the selected agency. Font will be used on the website for download globally or dynamic fonts could be uploaded on the server for direct viewing. Translation accuracy is important and should be authenticated by a certification while producing the bill. The agency should be responsible for any discrepancies in translations. The translation should be done as per present content of in English Language. The translated version should be given in CD with the Font and hard copy of the same. At any point of time after releasing the work order, the agency is liable to change or upgrade the language version before and after the complete translation of the site. Translation should be done according to the per word basis and the words translated of particular page should be mentioned. The content for translation is available on the website in English language. A CD/Hard copy of the same would not be provided to the agency. Grammatical formation of sentences should be strictly maintained. Manual translation is required. Translators should be thorough in this process and should not use automatic translations.

4 The agency shall be responsible to upload the translated content of the website on web server from time to time. Maintenance /updating of the translated website shall be the responsibility of the agency. Font should be downloadable universally. 2. Eligibility: Agency shall have proven track record in translation job to be supported with credentials. Agency/Promoters shall have minimum experience of 5 years in information technology/communication. Agency shall have experience of translation job with Government of Gujarat. Agency shall have minimum turnover of lakhs in the field of IT/translation during the last financial year which should be certified by Chartered Accountant 3. Translation process Translation in each language shall be done manually and not electronically Translation by automatic software shall not be permitted Translation process should involve translators who have their first language as English. Translation will be also done by the international translators whose primary language is the same in which they are translating. Evaluation of translation by 2 persons and finally it should be translated by the translation expert. 4. Duration of the assignment The agency shall complete the translation process in all the Indian and foreign languages with in a period of 60 days from the date of work order. 5. Languages for translations of web sites A. International languages:- German, Spanish, Portuguese, French, Japanese, Chinese Binding languages Hindi and Gujarati 6. Pages for translation of the web site The existing web site in English shall be taken as base for the purpose of translation. The translation work in international and Indian languages for about 300 pages has already been done. This may be excluded from the translation process. 7. Submission of Tender The bids should be in two separate packets i.e Technical and Financial bids. All 2 packets should be submitted in one envelope shall be super scribed as Tender for Web site Translation, and will be addressed to the Manager (Marketing),Tourism Corporation of Gujarat Limited, Udyog Bhavan, Block No.

5 16, 4th Floor, Sector-11, Gandhinagar by 14 th June, 2010 up to p.m. Contact Person: Mr. Harshad Patel, Contact No , Technical Bid : The technical bid should indicate the following: Details as per format A Agency profile Agency s credentials in executing translation job for any Govt. / non govt. agencies. (With supporting documents). The Tenderer should clearly indicate the total time schedule, duly indicating the time required for Translation of Gujarat Tourism official website into above mentioned eight (8) languages. A bar chart indicating the delivery period should be made and submitted. Any other aspect which the tenderer wants to highlight. An undertaking should be furnished that the translation will be done as per International standard. Any discrepancies (grammatically, spelling wise, headlines etc.) will not be accepted. Vetting of translated content will be done from an independent agency, certifying that the translation has been done properly. Proof about translation work done for Govt of Gujarat to be submitted. The technical bid shall contain the EMD and Tender fees. The technical bid documents shall be spiral bounded otherwise the same will be liable for rejection. 9. Financial Bid: The financial bid should clearly indicate the following : The financial bid shall be submitted in the format-b given here below No Special terms & conditions will be entertained. 10. EMD Agency shall submit the EMD of Rs 2,00,000 by the way of demand draft in favour of Tourism corporation of Gujarat Limited payable at Gandhinagar along with technical bid only which will be returned to unsuccessful bidders. In case of successful bidder, this EMD will be converted in to security deposit and the same will be refunded by the corporation on successful completion of assignment. 11. Tender fees:- Agency shall submit the tender fees of Rs by the way of demand draft in favour of Tourism Corporation of Gujarat Limited payable at Gandhinagar

6 12. Transfer of Tender Documents Transfer of tender document purchased by one to another is not permissible. Similarly transfer of tender submitted by one tenderer to another is not permissible in any circumstances. The alternative of essence of tender once submitted is also not permissible. 12. Risk-Purchase Clause: After acceptance of work order, the firm fails to abide by the terms and conditions of the tender documents or fails to complete the project as per contract or at any time repudiates the contract, Tourism Corporation of Gujarat Ltd. will have the right en-cash the security deposit and execute the work from other agencies at the risk and consequences of the firm. 13. Termination-Default by the supplier: If the firm is in default in carrying out any of the terms, conditions or obligation of the contract, the Tourism Corporation of Gujarat Ltd. May give notice of default to the firm and request the firm to cure such default within 30 days of receipt of said notice of default. Should the firm not cure the default within said period, Tourism Corporation of Gujarat Ltd. within 30 days terminate the whole or any part of the contract. 14. Terms of payment: No advance payment shall be considered. The detailed break up of costs of various components may be indicated in the financial bid. The payment will be done by way of cheque in Indian Rupees on the basis of work done from time to time. The agency shall submit the proof of work done in the form of CD and written certificate of agency. 15. Arbitration: Venue of Arbitration will be Ahmedabad & will be governed by provision of Indian Arbitration & Reconciliation Act. 16. Jurisdiction : The contract shall be governed by laws of India and all Government rules on purchase matter issued from time to time and are in force for the time being are applicable to this contract tender. 17. Liquidity Damages: In the event of suppliers failure to complete the work within a specified time, Tourism Corporation of Gujarat Ltd. may without prejudice to any other rights, here under recover from the supplier, as Liquidated Damages and not by way of penalty the sum of 5% of the contract price.

7 18. Penalty: Penalty will be imposed in case any discrepancies are discovered regarding shortfall in translation. 25% of the cost of each language will be deducted for wrong translation. 19. Risk Purchase Clause: If the agency, after placement of letter of contract, fails to abide by the terms and conditions of tender document, or fails to execute the work as per delivery schedule or at any time repudiates the contract, Tourism Corporation of Gujarat Ltd. will have the right to invoke the security deposit-cum performance guarantee and execute the works from other agencies at the risk and connivance of the agency. The cost difference between the alternative arrangements and agency tenderized value will be recovered from the agency along with other incidental charges. In case of execution of work through alternative sources and if price is lower, no benefit on this account will be passed to agency. 20. Content for the website: Content should be downloaded from the Tourism Corporation of Gujarat Ltd. Official website and translation should be done as per content of the website considering all the given links. 21. OTHER SPECIAL CONDITIONS: All copy rights of translated languages will be of TCGL and the TCGL can use the same in the manner desired. TCGL reserves the right to accept or reject the tender without assign any reason.
