Documentation Requirements, Persuasion Tactics, and the Biases and Justifiability of Verbal (vs. Numerical) Audit Risk Assessments o Abstract: Auditing is a recursive process of belief-based risk assessment (Bell, Peecher, and Solomon 2005). Auditors risk assessments present multiple opportunities for nonsampling risk (e.g., judgmental errors) that reduce audit quality. I examine three factors that influence auditors risk assessments: (1) verbal (vs. numerical) assessment, (2) documentation requirements, and (3) individual-auditor persuasion tactics. These factors increase ironically both the bias and perceived justifiability of audit risk assessments. They also influence two other attributes of verbal assessments: vagueness and skewness. They do so in a pattern predicted by a theoretical construct that I term elastic redefinition. Elastic re-definition is a type of motivated reasoning that attempts to make a single verbal audit risk assessment both aggressive and conservative, and to change its definition with ex post outcomes. Documentation requirements further exacerbate elastic re-definition. Even though documentation opens auditors risk assessments to potential ex post scrutiny (e.g., PCAOB 2005), it causes verbal audit risk assessments to become more aggressive, unlike numerical assessments. My theory and findings suggest that documentation has unintended consequences for the quality of audit risk assessments that depend on the type of assessments made verbal or numerical. They also present new evidence of higher-order motivated reasoning strategies that auditors use to reach preferred audit conclusions while maintaining an appearance of objectivity. They allow me to theoretically and empirically introduce elastic re-definition as a construct of audit risk assessment. Finally, they extend the construct of auditors persuasion tactics in audit risk assessment and audit documentation (Rich, Solomon, and Trotman 1997). o Dissertation Supervisory Committee: Mark E.
