Under the ordinance filed by Councilor Carmelo Pogi Lazatin Jr., all restaurants and fast-food chain establishments covered by the ordinances shall secure, as an additional requirement for operation, a Nutrition Disclosure Compliance Certificate (NDCC) from the City Health Office (CHO), within six months following the effectivity date of the ordinance. The disclosed nutritional information, as mandated by the ordinance, should include the following: total fat, saturated fat, cholesterol, sodium, total carbohydrates, sugars, dietary fiber, and total protein. Lazatin said the proposed ordinance aims to promote a healthier and more balanced lifestyle and diet among residents of this city. Having the nutritional information of various food items clearly visible on the menu allows consumers to be more discerning with the food that they eat, Lazatin said, adding that, Consumers will have an easier time to distinguish between healthy food items and those that are not. If the ordinance is approved, restaurants and fast-food chain establishments that fail to comply with the mandatory disclosure or are proven to have declared false nutritional information will have to pay a fine of P5,000 to P10,000.

May Catherine Ciriaco, SSS Senior Vice President and Concurrent Officer-in-Charge of the Lending and Asset Management Division, said the earnings were mainly derived from leasing SSS investment properties with a combined value of P12.7 billion, which accounted for majority of the P17.9-billion total. held at the Mimosa Convention Hall, Mimosa Golf and Country Club. The DoLE partnered with the member-agencies of the Human Development and Poverty Reduction (HDPR) Cluster and the Gov. Garcia leads NUP Convention PASAY CITY - The National Unity Party (NUP), the country s third largest political party, on Monday held its national convention attended by over 500 delegates and guests. Deputy Speaker Roberto Puno, the chairman of the NUP National Congress, led the opening of the convention and formally welcomed the party delegates and guests. Bataan Governor Albert Garcia, the president of the NUP Central Committee, presided over the convention, which was called to consider and adopt proposed resolutions of the party in connection with the 2016 national and local elections. These include resolutions creating a special committee tasked to negotiate a coalition agreement between the NUP and political parties for the 2016 elections, and another on the selection of national candidates to be supported by the party next year. Three declared presidential bets Vice President Jejomar Binay, former Interior and Local Government Secretary Mar Roxas and Senator Grace Poe graced the event and presented their respective platforms of government. Barzaga said the invitation extended to the three candidates was part of the process being undertaken by the NUP in selecting the presidential bet that it will support next year. We have invited them altogether in one day in the spirit of fairness, Barzaga said. They should come personally. They can t have representatives. If they can t make it, that is not our concern anymore. But if you are invited by an important group and they think that our support will be material to their candidacy, I think they will be coming, Barzaga added. Poe was invited to speak at 10:30 AM, followed by Binay at 11:30 AM and Roxas at 1:30 PM. Barzaga said the party would decide by October, as they would still have to consider the candidate s running mate, senatorial slate, and platforms. The NUP, with 26 congressmen, is also allied with 18 partylist lawmakers in the House under the Coalition for Peace and Development. The SSS expects to generate additional earnings of P289 million in the remaining months of 2015 from the continuing lease of these assets, and P696.5 million more from the sale of SSS investment properties scheduled in the second half of this year, for a year-end total income of at least P1.2 billion. Contrary to recent news reports, SSS assets for the most part have not remained idle, for about 70 percent of our P17.9-billion investment properties have been on lease and are bringing in regular income for the SSS. The rest of SSS assets are either for sale, or are retained as SSS property due to their expected increase in value, Ciriaco said. 4 4OPINIONHeadline Gitnang Luzon OCTOBER 01, 2015 EDITORIAL Cry for help GOV. Lilia Pineda s suggestion to tap the local government units to build classrooms to be used for the full implementation of the K-12 program is a sound idea. After all, who would benefit from the classrooms, if not the constituents of local chief executives? The Governor said the LGUs should share counterparts like purchase of lots and equipment for the senior high school program. They should assist the Department of Education in this endeavor, as the DepEd is still preparing for the SHS at this time and needs all the help it can get for the program to push through. There are doubts if the needed classrooms for the SHS can be finished on time. As of this writing, only a number of classrooms have been completed. The provincial government had earlier allocated P200 million for the construction of 267 SHS classrooms in Pampanga, to be done by the Department of Public Works and Highways (DPWH). But for some reason, it seems that their target would not be met, in time for the implementation of the SHS next school year. The DepEd also needs a lot of equipment for various schools in the province, including thousands of armchairs. Also, they need to hire thousands of teachers for the smooth implementation of the SHS. Will the DepEd be ready on time? Hopefully, with the further assistance of the provincial government and the local government units. It will be soon presented to the plenary for second reading. Among others, the Passenger Bill of Rights will extend a 20-percent discount on airfares to senior citizens, persons with disabilities (PWDs) and students, a 75-percent reimbursement of the airfare if the passenger cancels the flight 24 hours before departure, refreshment for a two-hour delay, including free phone calls or Internet and hotel accommodations for cancelled flights. The Air Passenger Bill of Rights also include the right to receive the full value of the service purchased, right to mandatory fare discount, right to refund, right to cancel a flight, right to rebook a flight, right to be processed for check-in, right to board aircraft for the purpose of the flight, right to equal protection, right to be respected, access to emergency measures, medical assistance, safety devices and essential services. Once approved, how will the Bureau of Immigration who is known to offload poor Filipino passengers here and there, accept the Passenger Bill of Rights? The Lower House should also act on the profiling of the Bureau of Immigration which saw the offloading of hundreds of poor Filipino passengers at the Clark International Airport. Most of these passengers have vowed not to take their flights at the Clark airport in the future citing the ridicule, waste of money AS OF the time of writing, our resource speaker, Dr. Nick Capulong, introduced his lecture through a short video which narrates the story of a tree which gave itself up in wanting to make a boy happy. The said story is based on a picture book for children written and illustrated by Shel Siverstein and first published by Harper & Row in Being one of Silverstein s most famous titles, The Giving Tree has been translated in many languages and adopted into short animated videos. The story shows a female tree which loved a little boy more than she loved herself. When the boy was little, he would play around, climb, and swing at the branches of the tree, which made the tree very happy. For a long time, the boy did not play around the tree. This is why Passenger Bill of Rights and time and so forth that they endured while being interrogated like common criminals at the BI room. When I was working at the Clark airport, I myself had been subjected to some grilling by a BI staff who first checked on my travel documents and authorization from the Clark International Airport Corporation. To think that I was then handling the Corporate Communications section of the airport to be interrogated by the Immigration personnel was just unnerving. To the other passengers who waited for their first trip overseas and sold whatever they Balance had just to fulfill the Ok, once approved, will the Air Passenger Bill of Rights prevent the Bureau of Immigration from its senseless profiling of Filipino passengers? That is now the Sword of Damocles hanging over the heads of Clark passengers. Brainwaves Michelle Catap- Lacson Check and Arnel San Pedro trip to be offloaded at the last minute is just uncalled for. It denies the basic freedom to travel. Ok, once approved, will the Air Passenger Bill of Rights prevent the Bureau of Immigration from its senseless profiling of Filipino passengers? That is now the Sword of Damocles hanging over the heads of Clark passengers. Going back to the Passenger Bill of Rights, it also provides the right to bring action, satisfaction or relief of a wrong or injury, rights of passengers for delayed flights, rights of passengers for cancelled flights or flights deemed cancelled, rights of passengers denied boarding, priority in filling up of empty seats in the air carrier s The Giving Tree the tree was very sad. One day, the boy came back and the tree asked him to come and play around. But the boy asked if the tree can give him money. Because the tree only wants to make the boy happy, she asked the boy to take all her apples However, in the course of loving someone as deeply as the tree loved the boy, we must also put in our hearts and minds, that we should also love ourselves so that we can love others more fully and reasonably. and sell them so he would have money. So the boy took all the apples, sold them, and earned money. The tree was happy. The boy once again disappeared for some time, and when he came next flight, compensation for lost, damaged or delayed baggage and compensation for death and bodily injuries. Furthermore, the bill also mandates the right, duties and obligations of the air carriers, such as prevention of harm to passengers and maintenance of aircraft; designation of an all flight or per route counters; special accommodations of PWDs, persons with special needs, senior citizens, pregnant women and unaccompanied children; responsibility of the air carrier when the number of passengers is beyond the capacity of the aircraft; duty of the carrier in the event of flight deviation; provision of assistance desk, operational spare; and immediate reporting of off-loaded checked baggage; availability of check-in counters; assignment of technical personnel in airports; and complaint desk. The Civil Aeronautics Board will ensure the issues affecting passengers will be resolved amicably in accordance to the provisions set forth in this Act and that any violation shall be penalized. With a few good men at the CAB such as former CIAC President and CEO Victor Jose I. Luciano, I know that the Passenger Bill of Rights will be given emphasis. Said Party-list Rep. Francisco Ashley Acedillo of Magdalo: We simply could not ignore the mounting complaints of our airline passengers. Otherwise, we, in Congress, would be called deaf to their clamor. Then start by curbing out the ridiculous profiling of the Immigration to minimize offloading of passengers. Why not go after Korean criminals who go in and out of the country? Well, that is another story. back, the tree invited him once more to come and play around her. But the boy wanted to have a boat, this is why the tree offered the boy her trunk which the little boy would turn into a boat so he could sail away. So the boy cut down the trunk of the tree, and made it into a wooden boat and sailed away. The tree was happy. While the boy was gone, the tree was sad. And so when the boy came back again, the tree was happy, but she said, I am sorry, Boy, but I have nothing left to give you. My apples are gone. My branches are gone, you cannot swing on them. My trunk is gone, there s nothing you can climb on. I wish that I could give you some- brainwaves... Page 7
5 OCTOBER 01, 2015 Headline Gitnang Luzon OPINION 5 The Aldub nation goes berserk, and I am loving it AFTER not writing on anything for two weeks except for the descriptive copy for my photo feature on the Museo ng Kasaysayang Panlipunan ng Pilipinas in Angeles City, I found myself having a hard time trying to make sense of what people are getting now from both the mass and social media and how they react to them. Despite having been involved in various political movements and exercises since my youth days, I still get surprises from my own reactions that follow neither idealism nor political correctness. In an earlier column I was hoping people would go beyond the pabebe wave with the present Aldub craze but came the day of the first akyat ligaw of Alden and I was one of the more than 25 million who went bananas on the event. Not only that, when Lea Salonga insinuated on her Tweet that it was all kababawan I felt alluded to and then fell into deep rationalization of what I and the rest of the Aldub nation have been going through. To add to what smitten priests refer to as values and practices of old that the Aldub phenomenon has brought to life again, like pagmamano and paggalang at pagsunod sa mga magulang, I dug into my library of Maoist teachings on the masa (Or was it Joma s?) and pulled out for my own defense the rule emphasizing that the masa should never be blamed for what they are. But wasn t that condescending? So I raised it to the level of revolt - the Aldub nation is a revolt against kabaklaan and kalaswaan. But this was merely riding on the attack against the competitor network that had already gone into panic mode with its steep drop in ratings. Was I happy because the losing network was more identified with the administration? Did that make my line of thinking politically motivated? What about revolt against all the political trash that keeps bombarding us through the airwaves and bandwidths? This one sounds more politically correct for those who are already tired of repeating cycles of non-direction, or more of misdirection, in the country s politics. A tabloid fellow columnist had a bright and novel idea the Aldub nation of 25 million can vote its President! Even this sounded gut feel Leny Manalo There seemed to be nothing that could put this nation together for the needed stop and reflection. As now claimed by many social critics and analysts, it took a love team on TV supported by social media to do it. more like a sarcastic blast against the practice of putting more weight on popularity than on capability in choosing national leaders. Somewhere in the ranks of the Aldub nation though, a big chunk of moviegoers contributed to the box office sale of P150 million for Heneral Luna in two weeks, a rare feat for a local movie with patriotic theme. It was no surprise that a cabinet member who is a descendant of former President Emilio Aguinaldo was mobbed in social media when he claimed General Antonio Luna was not assassinated. I can imagine even the young ones who never knew why Mabini never stood in the movie came to know in time the answer and then realized the significance of Heneral Luna to our Aldubbed nation. The lines at the ticket booth became longer during the second week prompting the addition of more theaters to accommodate more curious moviegoers. It was a delayed reaction of a nation looking for direction while suffering the daily grind of a troubled society. Since early this year there was no stopping the events that simply overwhelm us into submission to the strong flow of unchanging direction of the country s future. There seemed to be nothing that could put this nation together for the needed stop and reflection. As now claimed by many social critics and analysts, it took a love team on TV supported by social media to do it. The sheer size of the population that was involved was too big to ignore and belittle. It was an entertainment material that seeps into social awareness and then into political consciousness. The people who experience kilig from watching Aldub are the same people who rage after watching Heneral Luna. Mabuhay si Heneral Luna! President Ferdinand Marcos offered to hold the bout in Metro Manila and sponsor it to divert attention from the social turmoil that the country was experiencing, having declared martial law three years earlier in Don King, the promoter, amused by the gesture, agreed to hold the fight at the Araneta Coliseum in Quezon City. Produced by King and broadcast to many countries worldwide with HBO s antenna, The Thrilla in Manila had a tremendous media following. Ali won via technical knockout in the 14th round against Frazier, who was virtually helpless and nearly knocked down. It was their third and final boxing match. Frazier s trainer, Eddie Futch, decided to stop the fight between rounds rather than risk a worse fate for Frazier in the 15th round. His decision to stop the bout in round 14 was made as Frazier was almost blind as he stepped in, and was met once more with punishing blows from Ali. It was later revealed that Frazier actually had a cataract in his left eye and, with the punishment from Ali closing his right eye, Frazier was effectively fighting blind in the last rounds of the fight. SINIBAK si JM De Guzman sa sana y festival movie niya na Walang Forever. Hindi na raw makapaghintay ang producer sa availability ni JM. He was replaced by Jericho Rosales who immediately started shooting his scenes with Jennylyn. Muli na namang nasa difficult stage ng kanyang career si JM. There s talk he d be replaced in the ABS afternoon soap, All of Me, lagi raw kasing tulog sa set si JM at kapag ginigising sa oras ng kanyang take nagagalit siya pati sa director niyang si Dondon Santos. But his co-stars in the show, Yen Santos and Arron Villaflor, deny that such a story really happened. They say JM is very professional and they have a happy set. They haven t been informed that JM will be replaced soon. Albert Martinez, who s also in the show as the older version of the character JM plays, Edong, likewise says that management has not at all informed him that he ll be brought back to the show to replace the allegedly erring JM. It was earlier bruited about that JM and GF Jessy Mendiola have broken up after they both failed to show up at the recent Star Magic Ball, but Jessy herself denied this in her social media account. This is what she stated in her post that she also later deleted: Tigilan niyo akong lahat. Later on, she made another post: But the heart keeps telling you don t give up! Don t take someone for granted just because you know everytime you push them away, they will come running back. Cause one day they won t. This means that JM is trying to push Jessy away and is about to give up but she is hanging on and ready to fight for their love. How lucky JM is as it looks like Jessy really cares for him. This is her second award sa pelikula. Ito raw The Trial ang unang markado niyang role after Takbo, Talon, Tili. Ha-haha! Tawa naman nang tawa si Sylvia sa anak at biro nga niya, lagi raw siyang binu-bully ni Arjo.

Governor Pineda, SCSD chair, expressed doubts on the construction and completion of needed classrooms in June next year. I doubt they could finish the construction on time as are still in the preparation period and we could count on our hands the number of classrooms ready for K-12, the Governor said. Why not ask the mayors to help the DepEd in the construction and if possible ask them to share counterparts like purchase of lots and equipment? Anyway, the end users of these school facilities are their constituents, the Governor told Education Regional Supervisor II Wendell C. Cabrera, regional focal person on Senior High School. It can be recalled that the provincial government led by Governor Pineda allocated P200 million for the construction of 267 SHS classrooms in Pampanga. Cabrera said the agency tasked for the construction of SHS classrooms is the Department of Public Works and Highways (DPWH). For 2016, 2,580 classrooms are needed in Region III but 2,531 classrooms are given allotment for batch 1 and 2, Cabrera said. He said that out of the 439 approved SHS, only 207 schools submitted their construction proposals to the Department of Budget and Management (DBM) for the release of Special Allotment Release Order (SARO) to the DPWH. of accessibility to the Clark Green City site and allow heavy construction equipment to go to the Clark Green City site even during the rainy season. The improved roads will allow all types of vehicles, including heavy equipment to effortlessly reach the area all year round. The road network will lay the foundation for building the new metropolis, he said. Earlier, Casanova said that the roads will play a vital role in the development of the area, not to mention increase its land value and economic potential and attractiveness to interested investors and proponents. The improved roads will service the development of Clark nar, team building, pero hanggang sa hotel lang hindi ako nakakapaglibot, Belmonte added. The visitors from the House of Representatives also toured Nayong Pilipino in Clark, makers of life-like stuff animals Hansa Creation Inc., a premier apparel factory here, Luen Thai International Group Phils. and a furniture showroom, Deco Central among others. It s so refreshing to be here in Clark, lalo na kung taga-city ka, Belmonte said. The vice mayor of Quezon City said the trip in Clark was very enlightening and it boosts her pride as a Filipino. It s great, na-elevate ang pride ko as a Filipino and I am all the more convinced that Filipinos are equal to anybody in the rest of the world in terms of talent, creativity bigyan ng panibagong sigla ang turismo sa Bulacan at pagkakakilanlan ng mga mamamayan na may malusog na pangangatawan at may malasakit sa kalikasan, Alvarado said. Interested participants will have to pay a registration fee of P1,000. Top finishers will be awarded with medals and trophies while all participants will be given a racer kit each. For more details, please contact PHACTO at telephone number (044) The DepEd official said upon release of SARO, the DPWH will start the construction process of some 1,314 classrooms for Batch 1 with a total cost of P2.03 billion. The remaining 1,217 classrooms intended for the 167 schools included in batch 2 were already validated by the DPWH engineers and the bidding process has began with an estimated cost of P2.4 billion, he added. However, the DepEd in Region III still needs 115,393 armchairs, 189 laboratories; 657 workshops which they said were given due consideration in the budget preparation. For 2016, we would hire 4,442 teachers; 2,287 teachers for TVL track; 2,101 teachers for the academic track; 20 teachers for the Sports track; 34 teachers for Arts and Design Track, Cabrera said. Green City s Phase 1 which covers 288 hectares as well as the future site of University of the Philippines (UP) Campus and other institutional areas BCDA has forged with other government agencies. UP has expressed its plans to break ground in the first quarter of 2016 for its 70-hectare Clark Green City Campus. Just a couple of weeks ago, sole bidder Filinvest Land, Inc. one of the country s leading real estate developers, tendered a valid bid of P160 million or approximately $3.6 million for the contract to become BCDA s joint venture partner in the development of 288 hectares of Clark Green City. The contract is expected to be awarded next month. and skills, Belmonte added. The boy replied, My teeth are too weak for apples. I am too old to swing on branches. I am too tired to climb. I don t need very much now, just a quiet place to sit and rest. I am very tired. Upon hearing this, the tree straightened herself up and finally said, Well, an old stump is a good for sitting and resting. Come, Boy, sit down. Sit down and rest. And the boy did. And the tree was happy. This short anecdote indeed inspires all of us to be more giving and more sacrificing, even up to a point of giving up everything just to make someone we love so much happy. However, in the course of loving someone as deeply as the tree loved the boy, we must also put in our hearts and minds, that we should also love ourselves so that we can love others more fully and reasonably. As the famous saying goes, we should love ourselves first before we love others. It is truly impossible for us to give ourselves to someone if in that process of loving, we empty ourselves out of our great sacrifice and love for the other person, and in the end, there is nothing left in us to give anymore. 8 regional news VOLUME IV NO. 76 OCTOBER 01, 2015 THURSDAY Angeles City Mayor hails Grandparents Day celebration DOUBLE VOLUME. A container ship unloads cargo at the New Container Terminal in the Subic Bay Freeport. --DANTE M. SALVANA by Charlene A. Cayabyab ANGELES CITY A 92-yearold woman and at least 215 other old folk benefited from the recent Grandparents Day in Barangay Salapungan here. Velentina Pascua of Nursery Road, Salapungan and seniors citizens of the village were treated in the event organized by Barangay Chairman Rey Malig and the council at the covered court of the elementary school. Mayor Edgardo Pamintuan, who was the special guest, said, I congratulate Rey Malig and the rest of the barangay council for this activity honoring our beloved elderly folk. Salapungan is one of the villages with the most activities, including programs against drug abuse, he added. Malig expressed gratitude to the two-term mayor and two other guests Councilors Edu Pamintuan and Alex Indiongco. Councilor Pamintuan gave cash gifts, while Indiongco raffled off at least 10 cellphone units. In his speech, Malig said their event was inspired by the National Grandparents Day pushed by US President Jimmy Carter in Malig said the residents in their village aged 60 years old and up were given roses as a symbol of love, t-shirts and coffee mugs. Port of Subic posts hike in container shipment by Dante M. Salvana SUBIC BAY FREEPORT Container shipments at the Port of Subic doubled as of August this year as Manila continues to experience massive port congestion. Subic Bay Metropolitan Authority (SBMA) Chairman Roberto V. Garcia, in a press briefing, told reporters that as of August this year, container volume at the Port of Subic has already reached 83,000 twenty-foot equivalent units (TEUs) compared to 43,000 TEUs for the same period last year. This indicated a 93 percent increase, Garcia pointed out. The SBMA official said efforts by the agency and partner locators to ensure ease in cargo processing at the Port of Subic, as well as other marketing initiatives, contributed to the rise in container volume here. We are the only port in Luzon that has a one-stop shop, and this gives us the competitive edge, Garcia also explained. They come to our container port, go to our onestop shop where offices of the SBMA, Customs, and the Landbank are there all in one place, and in just a matter of 30 minutes, their papers are already processed. The one-stop shop and our marketing programs such as the two recent maritime summits and the formation of a Maritime Technical Group, are all coming into play right now, Garcia added. At the rate the Port of Subic is performing, Garcia said he expect shipping volume this year to double last year s yearend record of 77,000 TEUs. The SBMA chair also concurred with Senator Ferdinand Marcos Jr. who said in a recent forum here that Subic is the answer to the current traffic congestion in Manila. Senator Marcos hasn t been here for some time, but he was really impressed with Subic. We are really pushing very hard to increase the volume here to help decongest Manila, Garcia said. Subic Bay is the only port in the western seaboard of the Philippines that still has enough capacity to handle additional container volume. Garcia said that unlike the Port of Batangas, which has now reached its full capacity, shippers can come to Subic any time. Seven major shipping lines are now calling on the port of Subic on a regular basis. These include Maersk, APL, NYK, and SITC, among others. Clark Freeport wows congressional group GRANDPARENTS DAY. Angeles City Mayor Edgardo Pamintuan (C) and Barangay Chairman Rey Malig (R) at the recent Grandparents Day in Salapungan. --CONTRIBUTED PHOTO By Marna Dagumboydel Rosario CLARK FREEPORT This Freeport continues to impress personalities with its multi-dimensional developments undertaken by Clark Development Corporation (CDC) to spruce up economic activities, generate employment and create tourist attractions. A delegation of 50 congressional spouses led by Josefina Joy Belmonte-Alimurong (Belmonte) cited this Freeport as a modern and worldclass investment destination and one of the leading tourist destinations in the country today. Belmonte is the daughter of House Speaker Feliciano Belmonte Jr. During their visit at Clark on Friday as part of the Lakbay Aral in Region 3, Belmonte said the tour was unique, very close to home and Clark has amenities that are comparable to firstworld countries. Sa tingin ko, napakataas ng antas niya (referring to Clark), world-class, nagulat ako dun sa Clark Museum at sa 4D theater, Belmonte said. It can be recalled that the management of CDC, headed by Atty. Arthur P. Tugade, has renovated top tourist attractions, including Clark Museum and the construction of 4D theater and redevelopment of the Parade Grounds which has a rubberized jog-walk path. The vice mayor said she frequents Clark, but unknown to her, there are other improved tourism attractions here that are comparable to other first-world countries, aside from nice hotels, shopping arcades and casinos.
