1 Attachment A Statement of Work TT WLD Jawana and Scholarship Recruitment Campaigns 1.0 Background & Justification Promote Women s Leadership Development (WLD) will develop management and leadership skills for women that will enable entry and advancement into decision making positions in mainstream social, political and economic sectors at national, provincial and perhaps district levels in Afghanistan. The primary target group is Afghan women between the ages of 18 and 30 who possess at least a high school diploma, though many will also have undertaken some college, university or Technical and Vocational Education and Training (TVET) study or possess a university degree. This Component will also provide innovative opportunities for less educated women to develop life and work skills. The secondary target group is young, literate women between the ages of who have at least completed primary school and perhaps some secondary schooling or TVET but who have not completed secondary schooling. During Promote, it is expected that, equipped with the advanced skills, leadership acumen and selfconfidence to compete successfully for high ranking positions, women shall advance within key sectors as leaders and change agents at the national, provincial and district levels. In total, more than 25,000 women (over 18,000 primary beneficiaries and approximately 7,000 secondary beneficiaries) will participate in WLD over a five year period in five provinces that includes Kandahar as well. 2.0 Objective of Subcontractor s Work The goal of Component 4 is to ensure that all WLD participants are equipped with management, decision making and leadership skills that can be applied in social, political and economic fields. Combined with Components 1-3, Component 4 is essential for producing a critical mass of women leaders such that the decision making paradigm in each sector reflects women s perspectives and priorities and helps shape the priority agendas and resource allocation decisions at national and sub-national levels. Promote, and the WLD Component are designed to ensure this leadership with the influence will: (1) ensure women at the grassroots level are informed about large issues facing the nation as well as specific issues affecting women; understand the needs and perspectives of women at the grassroots level; (2) effectively represent women and ensure their inclusion in development in all sectors and at all levels; and (3) take action to unite women from all ethnic and tribal groups, encouraging recognition of common ground and respect for differences; and contribute to the overall social, political and economic development of the country. The Promote Women's Leadership Development (WLD) project is conducting several recruitment campaigns for various activities associated with the overall TT WLD work plan. Each of these campaigns will follow specific guidelines and resources to achieve the goals of Tetra Tech WLD Communication Department. These resources and guidelines include buying advertising space, placement of Public Service Announcements (PSA s) on billboards, television, radio, and other forms of media in the municipalities of Kabul, Jalalabad, Herat, Mazar, and Kandahar. The TT WLD Communication Department shall issue a firm fix price subcontract to an experienced local Afghan business who is licensed and registered to perform media work in all of Afghanistan. The subcontractor shall be financially capable to support any activities that will allow them to complete a variety of media and advertising tasks in key provinces identified by the TT WLD Communication Department. 2 3.0 In Accordance with TT WLD Work Plan Objectives The requested activities and deliverables shall be in accordance with the following TT WLD Work Plan objectives: Sub-IR 2.3.1: Women's Contribution to Afghanistan's Economy, Government, and Civil Society Increased Sub-IR 2.3.3: Afghan Perceptions toward Women's Inclusiveness Improved 4.0 Scope of Work TT WLD requires an experienced local Afghan business who is licensed and registered to perform a Recruitment Campaign Media work in all of Afghanistan. The awarded subcontractor shall produce a recruitment campaign media that focuses on recruiting and encouraging young Afghan women to sign up for the TT WLD Jawana and Scholarship leadership programs through television, radio, and billboards. All created subcontractor recruitment campaign media shall be first delivered to the TT WLD Communications Department for review and approval. Additional review and approvals are required from United States Agency for International Development (USAID) and other stakeholder organizations. Upon approval of the TT WLD various requested recruitment and scholarship campaign media information, TT WLD Communication Department shall work with the selected Subcontractor to place the advertisements and public service announcements in the five target cities (Kabul, Jalalabad, Herat, Mazar, and Kandahar). The media information shall be disseminated through television, radio, and billboards. All approved broadcasted media spots shall be placed during peak hours. The goal is to capture the largest audience of listenership and viewership. All media spots shall be placed with the top two channels for both radio and television in each target city. Strategic placement of the billboards advertisements shall include billboard location areas that target young, educated female Afghan audiences. A key strategy is to place the billboards in key high traffic areas and social gathering locations. The goal is to capture audiences in high pedestrian and high vehicle traffic areas that specifically capture audiences whom are commuting or gathering. Social media and digital advertisements must be placed on Afghanistan's most popular sites. 5.0 Period of Performance March 01, to March 01, Activities and Deliverables Activity 1: Creative Concept The TT WLD project requires the submitting media company to develop a full creative concept for the recruitment and scholarship campaigns. A brand has already been created, and will be shared with the awarded media company. The creative concept shall outline concepts for all of the products listed in Activity 2. Page 2 of 21

3 Activity 2: Production of Materials The TT WLD project requires the production of a variety of recruitment and scholarship media to entice young, educated Afghan women to participate in the TT WLD Jawana and Scholarship curriculums. (1,075 graduates from the primary target group and 545 graduates from the secondary target group. TT WLD project has identified an 80% retention rate for both Jawana and Scholarship curriculums independently). To increase enrollment, a multifaceted recruitment and scholarship campaign across Afghanistan utilizing Afghan radio, television, digital media, social media, and billboards shall be required in each of the five target cities. All posted and broadcasted media content shall utilize approved media formats from the TT WLD Project personnel, USAID and stakeholder partners. The TT WLD Recruitment and Scholarship Campaign Media shall be submitted in English, Dari and Pashto. The final broadcasted and posted approved media content language shall be in both Dari and Pashto. The media campaign advertisements shall be communicated and solicited in the regional language. All Recruitment and Scholarship Campaign Media submittals shall be professionally translated from English to Dari and Pashto. TT WLD Communications Department Personnel, in conjunction with USAID and Stakeholder Partners, shall review and provide final approval of all the submitted television and radio media that shall be used in the Public Service Announcements (PSA s) to include final billboard designed advertisements to the awarded subcontractor. The awarded subcontractor in collaboration with TT WLD Representatives shall: 1. Create the radio and television PSA s to include billboard and publication advertisements for the TT WLD recruitment campaign in Dari, Pashto and English. 2. The awarded subcontractor shall be responsible to have all draft PSA skits, announcements, billboard and publication advertisements professionally translated as required in Dari, Pashto and English. All three languages shall be submitted for all PSA and billboard design draft documents. 3. The actual television and radio broadcasted PSA s, posted billboard and publication advertisement shall be limited to Dari and Pashto Language. 4. TT WLD Representatives reserve the right to request the awarded subcontractor to submit all CV s, employment contracts for review, approval and concurrence and contact references as required. Beyond the current submittal requirements in the Request for Proposal (RFP) documentation. 5. Ultimately the awarded subcontractor is responsible to provide a TT WLD Recruitment Campaign Media, translated in English, Dari and Pashto for television, radio, billboards and publications that will meet the requirements of TT WLD Communication Department, USAID and Stakeholder Partners. 6. No additional compensation other than the Firm Fix Price Subcontract total price shall be paid to the awarded subcontractor and its employees. No royalties or additional compensation is expressed and or implied. 7. The awarded subcontractor may be requested to sign a confidentiality agreement. The awarded subcontractor shall be responsible to: Page 3 of 21

Be available as required and meet with TT WLD Representatives as often as required to collaborate, review, edit comment, and concur on the creative concept and final turnkey plans for implementation of the TT WLD Recruitment and Scholarship Campaign. 2. To supply drafts for the television, radio, billboard and publication turnkey concepts to TT WLD Representatives for review, comment, edit and approve within 2 months of the approved and agreed creative concept. 3. Edit, revise, strategize, plan, provide turnkey provincial concepts as required to meet the TT WLD Recruitment and Scholarship Campaign. 4. Ensure any and all electronic submittals to TT WLD Representatives is 100% virus free. 5. Ensure any and all documents submitted to TT WLD Representatives at any time are formatted, legible, clear, labeled, referenced, page numbered, print ready, paged setup no less than 70%, font sized correctly and same font settings (Arial 10). Same applies for scanned documents. 6. Supply turnkey all the required personnel, equipment, supplies and materials to create, translate, perform, record, copy, edit, tape, video, disc record to include but not limited to recording studio, sound systems, location to perform, record and video tape, sound proof rooms, video cameras, voice overs, sound and background noises, effects, cameras, recorders, all equipment s necessary to complete the required recorded and video media work. 7. All required personnel are direct employees of the awarded subcontractor. The awarded subcontractor is responsible to compensate all salaries, transportation, meals, etc. for each of their temporary, short term, long term and permanent employees. 8. The awarded subcontractor is responsible to compensate as required all vendors, subcontractors, required to perform any work and deliverables associated with delivering the TT WLD Recruitment and Scholarship Campaign Media to TT WLD project. The subcontractor shall invoice TT WLD project for the associated vendor and subcontractor costs on its monthly invoice. All associated costs shall be clearly identified and validation documents shall be provided with all invoice submittals. 9. Subcontract and compensate the required professional translation companies and or professional translators to translate all the Recruitment and Scholarship Campaign Media from English to Dari and Pashto. 10. Subcontract and compensate the required professional television, radio, billboard and publication companies as required to perform all the Recruitment and Scholarship Campaign Media work. 11. Hire and compensate the required short term experienced producer, director, media management personnel to create the required campaign media s requested by TT WLD project. The awarded subcontractor is allowed to use their current staff provided they the meet the requirements set by TT WLD. 12. The subcontractor is required to have all hired short term and or internal staff personnel sign a confidentiality agreement, not to share, discuss and or advertise on any media of the TT WLD Jawana and Scholarship Recruitment campaign media. 13. The subcontractor is required to have all hired short term and or internal staff personnel sign a release form that allows TT WLD project, USAID and Stakeholder partners to use their images, photographs, videos, voices, crops, partial, whole, as deemed for use via any global media publication, production and worldwide website, internet postings, webpages, etc. without additional consent and or compensation to the individuals, subcontractor and or organization. This shall apply for all TT WLD Recruitment and Scholarship Campaign Medias to include but not Page 4 of 21

5 limited to television, radio and billboard advertisements. 14. The awarded subcontractor shall not hire any underage (minors) short term personnel and or any capacity without authorization and approval from TT WLD and USAID. a) The hiring of minors shall constitute a different confidentiality and release agreement and therefore shall not be considered or implemented without a justification from the awarded subcontractor and expressed approval from TT WLD and USAID representatives. 15. The awarded subcontractor shall provide a copy of all signed and witnessed signed, confidentiality and release agreements to TT WLD CG&P Department upon hiring of the short term individuals. No later than one month after the awarded subcontract. 16. The short term hired producer, director, media management personnel shall be: a) Proficient in Dari reading, writing and speaking. b) Proficient in Pashto reading, writing and speaking. c) Proficient in English reading, writing and speaking. d) Shall have a minimum of 4 years previous experience producing and directing media campaigns for USAID Development programs, acting and role play media s on radio and television. e) Have experience in recognizing, selecting and assisting actors, readers, radio and television professionals with clear, strong voices with the ability to communicate clearly on recording devices. f) Thorough knowledge and understanding of the allowed Afghanistan radio and television language to include but not limited to allowed verbiage, phrases, words the limitations of expressions and politically correct advertisements that are not offense to any media audience. g) Shall have a minimum of 4 years previous experience producing and directing performer s create media campaigns, acting and role play on radio and television. h) Experience in editing audio and video media to achieve maximum results for the recruitment campaign media. i) Experience in editing and cropping of photos for billboards for maximum results for the recruitment campaign media. j) Experienced and knowledge in color displays and how color affects the viewer for maximum exposure. k) The awarded subcontractor is allowed to use their current staff provided they meet the requirements set by TT WLD Representatives. 17. Hire and compensate the required short term experienced sound system mixer operator, photographer, video camera operator, media management personnel to create turnkey to delivery of the required recruitment campaign media s requested by TT WLD project. The personnel should have a minimum of 4 years experience in creating the required audio and video media similar to the required recruitment campaign. The awarded subcontractor is allowed to use their current staff provided they the meet the requirements set by TT WLD. a) The awarded subcontractor shall supply all turnkey materials, equipment s and various media equipment, required to capture, record, photograph, edit, produce, the TT WLD Recruitment Campaign media turnkey through audio, video, photographic, billboard designs. b) The awarded subcontractor shall provide a draft recorded recruitment campaign media to TT WLD, USAID and Stakeholder Partner review, comment and approval. c) All TT WLD Recruitment Campaign media shall be ready to play, best quality after editing. 18. Hire and compensate the required short term experienced person(s), actors, personnel required to perform the radio and television commercials. 19. The TT WLD Project is a female gender based educational program. All of the Jawana and Scholarship participants are female. Therefore, consideration may be required to hire female only actors and voice over representatives for all television and radio advertisements. Page 5 of 21

All short term hired personnel actors, etc. shall be: a) Proficient in Dari reading, writing and speaking. b) Proficient in Pashto reading, writing and speaking. c) Proficient in English reading, writing and speaking. d) Shall have a minimum of 4 years previous experience performing media campaigns, acting and role play on radio and television. e) Have clear, strong voices with the ability to communicate clearly on recording devices. f) Thorough knowledge and understanding of the allowed Afghanistan radio and television language to include but not limited to allowed verbiage, phrases, words the limitations of expressions and politically correct advertisements that are not offense to any media audience. g) The awarded subcontractor is allowed to use their current staff provided they the meet the requirements set by TT WLD. 21. The awarded Subcontractor shall design a billboard advertisement for the TT WLD Recruitment Campaign. a) The subcontractor shall submit drafts of the original billboard design professionally translated in English, Dari and Pashto to TT WLD, USAID and Stakeholder Partner Representatives for review, comments and approval. b) The awarded subcontractor suggested and recommended billboard design content, image(s), background, photo, theme, borders and colors shall be approved and concurred by TT WLD, USAID and Stakeholder partners. c) The subcontractor may be required to use female models and actors for all billboards designs. d) The Final approved billboard design shall be translated as well. e) The actual billboard language shall be determined by the regional language for the billboard placements. 22. Hire a printing company to print the agreed, approved billboard design and size by TT WLD Communication Department, in conjunction with USAID and Stakeholder Partners. a) The awarded subcontractor shall provide a printing plan for all billboard advertisements to TT WLD Representatives. b) The billboard plan shall include but not limited to providing printing schedules for all billboard placements and identify of the type of billboard screening materials with specifications. c) The awarded subcontractor shall provide a billboard replacement plan in the event of: 1) Damage due to poor installation, weather or vandalism on any billboard and the expected billboard replacement time for each location per city and province. 2) If any of the billboards are damaged due to incorrect installation, weather, or vandalism, the billboards shall be replaced within 5 days. d) The billboard advertisement shall be printed in Dari and Pashto. e) The actual billboard advertisement language posting and placement shall be based on the regional language. f) The TT WLD Project is a female gender based educational program. All of the Jawana and Scholarship participants are female. Therefore, consideration may be required to hire female only actors and model representatives for all of the billboard advertisements. 23. Printing Company shall have: a) A minimum of 5 years experience printing of billboard screenings. b) Relevant and similar experience in printing of billboard screenings. c) Proven track record for positive printing work for other similar organizations. d) Confirmed references and past experiences. e) The capability to deliver quality printing in the required printing formats in a timely and expedite manner. f) Capability to work weekends, holidays and on scheduled off days. g) Capability to perform all required edits within 24 hours of receipt of the required edit notification. 7 24. Provide a billboard plan and Identify the cost of billboard placements for all locations. a) Provide a billboard location plan to include size of billboard, height of billboard post and map. Justification and validation for placement in the selected areas. b) Provide detailed analysis on selected routes and billboard post identifying the projection numbers of viewership by vehicle and pedestrian traffic. c) Detail how billboard screening will be replaced and duration for replacement if damaged by any means. d) Identify upfront any GIRoA regulations on billboards relating to placement, size location, etc. that could affect the TT WLD Recruitment and Scholarship Campaign Media. 25. Translation Company and or Individual Translator shall have: a) A minimum of 5 years experience translating English to Dari and Pashto. b) Relevant and Similar experience in translating critical communication documents. c) Proven track record for positive translation work translating English to Dari and Pashto. d) Confirmed references and past experiences. e) The capability to deliver quality translations in the required translation formats in a timely and expedite manner. f) Capability to work weekends, holidays and on scheduled off days. g) Capability to perform all required edits within 24 hours of receipt of the required edit documents. TT WLD Communications Department Personnel, in conjunction with USAID and Stakeholder Partners shall review, comment and provide final approval of all the submitted radio and television PSA s, billboard and scholarship designs. The awarded subcontractor shall edit the radio and television PSA s and billboard designs and scholarship designs as required and as requested by TT WLD Communication Department to meet the TT WLD program requirements and comments from USAID and Stakeholder Partners. All required media translations English, Dari and Pashto shall be completed by professional translating companies. All translation shall be submitted for review, comment and approval by TT WLD, USAID and Stakeholder Partners. TT WLD shall only pay for accepted, final submitted translations and recruitment and scholarship campaign media for television, radio and billboard from the awarded subcontractor. All created media materials, audio, videos, billboards and Infographics for this recruitment and scholarship campaign shall be considered proprietary property of USAID through the TT WLD project. The awarded subcontractor shall turnover all the associated designs, copies, audio, video, photos, billboards, templates, documents, skits, any form of media relating to the TT WLD Recruitment and Scholarship Campaign to TT WLD Representatives and or USAID Representatives and or approved designees at the end of the subcontract and or as requested throughout the subcontract. The materials shall include: Radio Public Service Announcements (PSA s) - This series shall promote the TT WLD Jawana and Scholarship curriculum programs and guide applicants on where and how to apply. All PSAs shall be professional translated English, Dari and Pashto. English is required with all submittals. The broadcasted PSA language shall be based on the regional language and shall be limited to Dari and Pashto only. Infographic Series - this series shall be comprised of highly artistic, visual, beautiful graphics that demonstrate: Page 7 of 21

8 The power of networking Building lasting communities of women leaders The power of sisterhood The infographics shall be broadcasted for the television PSA s. In addition the Infographics shall be used in other medias as determined by TT WLD Representatives. TT WLD Communications Department Personnel, USAID and Stakeholder Partners shall provide approval of all Infographic series for the recruitment campaign media that shall be used in the televisions PSA s to the awarded subcontractor. The awarded subcontractor shall provide the infographic series in design in English, Dari and Pashto. The awarded subcontractor shall be responsible to have all infographic series professionally translated as required in Dari, Pashto and English. All three languages shall be submitted for all infographic series documents. 26. The actual television and radio broadcasted PSA s shall be limited to Dari and Pashto Language. The materials shall include: Billboards This series shall promote the TT WLD Jawana and Scholarship curriculum programs and guide applicants on where and how to apply. The series shall demonstrate how the TT WLD program shall build these networks. In addition demonstrate why these efforts benefit men and women in Afghan society. The series shall underscore the link between TT WLD activities and the transformational nature of the TT WLD program. The awarded subcontractor shall be responsible to have all billboard advertisements are professionally translated as required in Dari, Pashto and English. All three languages shall be submitted for all billboard design documents. The TT WLD Communications Department personnel shall approve the designed billboard information for billboard placement in each of the five target cities to the subcontractor. The subcontractor shall be responsible for designing, printing the billboard screenings and placement on billboard post throughout Afghanistan. Scholarship designs shall be included and shall use the same medias as listed above. Activity 3 Subcontractor Deliverables Create 6 each 30-second radio Public Service Announcements (PSA s) Create 6 each 60-second infographic PSA s. Design 3 each Recruitment Campaign Billboards. Print the required number of billboards and post the billboards in designated high traffic areas in various cities and provinces identified and accepted by TT WLD Representatives. Scholarship design and media campaign. Activity 4: Placement of Recruitment Campaign Media A. Master Media Schedule After approval of recruitment and scholarship campaign media materials, the awarded subcontractor shall prepare and submit to TT WLD Communication Department a Master Media Schedule of television and radio network broadcasts within 10 days of the approval to the subcontractor. 1. The media schedule shall specify the broadcasting times and days that the TT WLD approved public service announcements will air over the implementation period. Page 8 of 21

9 2. The Master Media Schedule shall be supported by signed committed purchase orders and or subcontracts with designated media firms in all the identified targeted provinces and cities. The purchase order and or subcontract shall reflect the agreed upon broadcasting schedules with dates and times of broadcast placements. 3. TT WLD will review and approve the Master Media Schedule in writing within three calendar days of receipt or seek clarification and or modification. 4. Written approval by TT WLD Representatives of the Master Media Schedule will authorize the Awarded Subcontractor to incur costs. 5. Upon completion of the implementation period covered by the subcontract, the Subcontractor shall provide an invoice for the broadcasting costs. The invoice shall be supported by a Final Confirmed Broadcast Schedule detailing all public service announcements that aired during the specified implementation period. Validation of the requested TT WLD recruitment and scholarship campaign media broadcasting of all PSA s is required. 6. In the case of under spent discrepancies between the Master Monthly Media Schedule and the Final Confirmed Broadcast Schedule, the Subcontractor shall adjust its invoice accordingly for any under expenditures. B. Infographic Series Placement 1. Shall be disseminated on the TT WLD Promote website, social media, at meetings, events, and through The awarded subcontractor shall broadcast the TT WLD approved television public service and scholarship announcements with the top two channels in each target city. 3. The broadcast schedule shall: a) Broadcast once a day for one week each at the beginning of month during the year, May, July and October. b) The three broadcasting times shall be (1600 hours, 4 P.M.), 1900 hours (7 P.M.), and 2200 hours (10 P.M.). c) All broadcasting airtime shall be broadcasted during prime time evening hours identified between (7:00 P.M. to 9:00 P.M.). d) The broadcast shall be based on the regional language x 4. The Awarded Subcontractor shall include in the technical proposal a justification for selecting the television stations for broadcasting. C. Radio PSA Placement 1. The awarded subcontractor shall broadcast the TT WLD approved radio public service and scholarship announcements with the top two radio channels in each target city. 2. The radio broadcast schedule shall: e) Broadcast twice a day for two weeks at the beginning of month during the year, April, July and October. f) All radio broadcasting airtime shall be broadcasted during driving prime time evening hours identified between (6:00 P.M. to 8:00 P.M.). 3. The Awarded Subcontractor shall include in the technical proposal a justification for selecting the radio stations for broadcasting. D. Billboard Placement Page 9 of 21

10 1. The awarded subcontractor shall prepare and submit to TT WLD a Billboard Site Placement Map for the approved WLD billboard advertisements. 2. The awarded subcontractor shall design the billboards. Upon TT WLD approval the subcontractor shall print the required billboard advertisements, secure rental of all the required billboard posts and secure labor to post all of the billboard advertisements on every posts in the identified target cities and on the required frequency. This is required to be complete within two months after awarded the subcontract. 3. Billboard Specifications and Locations Billboard placements shall be made on steel reinforced billboard stands each measuring 72 square meters (approximately 9 m x 8 m) in high-visibility and high-traffic areas. 4. The required number of billboards and the targeted cities are listed below. 20 billboards in Kabul 7 billboards in Jalalabad 8 billboards in Mazar-e-Sharif 8 billboards in Herat 12 billboards in Kandahar 5. The billboards shall be posted three months after the award of the subcontract. 6. All billboards shall be switched out every three months for the duration of one year. 7. The awarded subcontractor shall provide a site photograph(s), but not limited to a before placement and posting of the billboard advertisement and after placement and posting of the billboard advertisement of each billboard location designated on the Billboard Site Placement Map. 8. A site photograph is required for each posting session and change out of billboard advertisements. a) The vendor shall provide a minimum of three to four photographs of the billboard post in each location. b) The site photograph shall be dated with the current date. c) The photograph shall clearly reflect the advertisement screening frontal view, the billboard post number and a street view including the billboard. 9. The awarded subcontractor shall ensure that the subcontract and or purchase order with the owner of the billboard posts clearly states and identifies the number and location of each billboard posts as indicated on the Billboard Site Placement Map. In addition shall reflect that the billboard posting advertisement agreement is for one year for all locations. 10. TT WLD Communication Department shall review and approve the Billboard Site Placement Map in writing within three calendar days of receipt or seek clarification and or modification from the awarded subcontractor. 11. Written approval by TT WLD CG&P Department on the Billboard Site Placement Map will authorize the awarded subcontractor to incur costs. Note that the Printing Schedule shall coordinate with the billboard placement scheduled installation dates and times. 12. The awarded subcontractor shall invoice in accordance with the deliverable payment schedule. Each invoice shall be supported by the Final Confirmed Billboard Placement Map detailing the location and content message of each billboard and the required before and after billboard site photographs verifying each placement on the posts as indicated on the Billboard Site Placement Map. In the case of under expenditure discrepancies between the Billboard Site Placement Map and the Final Confirmed Billboard Site Placement Map, the Subcontractor shall adjust its invoice accordingly for any under expenditures. E. Publication Advertisements 1. The subcontractor shall provide a rate card for the top five publications in each of the five target cities that outlines the cost of a full-page advertisement, a half-page advertisement and a quarterpage advertisement. Note that the publication shall be in the regional language Dari and or Pashto. 2. For any publication advertisement placements, TT WLD shall provide the advertising materials, duration and specifications to the awarded subcontractor for placement. 3. The subcontractor shall provide a Media Plan with their Request For Proposal. The plan shall include information on the radio and television stations from each of the listed target city provinces. 4. The subcontractor shall be required to provide justifications for each of the radio and television stations that are recommended for selection and placement of the TT WLD media campaigns. 5. The justifications should contain viewership and listenership metric data from each of the recommended stations reflecting the number of audiences in each target city. 6. The subcontract shall list any affiliations past or current utilizing the recommended media stations. Activity 5 Final Report 1. The awarded subcontractor shall submit a report of not more than 20 pages to TT WLD Communications Department. 2. The final report shall include the before and after photographs of placed billboard advertisements in the target cities. 3. The final report shall include the broadcast schedules for selected television and radio networks outlining all airings of WLD approved products with times and dates of airings. 4. The awarded subcontractor shall include suggestions and recommendations to the TT WLD Communications Department on how to improve the recruitment campaign and communications. 5. The TT WLD Communications Department shall review the improvement recommendations in order to make modifications to the communications program in the event that a national communication program is eventually rolled out. 6. All reports shall be submitted in English. 7. Awarded subcontractor shall be required to provide any additional reports as required by the TT WLD Monitoring and Evaluation (M&E) Department. 8. The TT WLD M&E Department shall provide any specific TT WLD templates required to submit the required M&E data. 9. Specific sections of the report will address the following: A. Service announcements airing on television networks regarding: 3) Detailed schedule of broadcast airings during the contractual period 4) Summary page of how the television spots were placed including names and contact information of advertising staff at each television network Page 11 of 21

12 5) Summary of particular issues that emerged during the placing of the television spots, as well as how those issues were resolved B. Service announcement airings on radio networks regarding: 1) Detailed schedule of airings during the contractual period 2) Summary page of how the television spots were placed including names and contact information of advertising staff at each radio network 3) Summary of particular issues that emerged during the placing of the radio spots, as well as how those issues were resolved C. Placements of billboards in the five target cities regarding: 1) Photographs of billboard locations and placements should be included 2) Summary of how the billboards were placed in the various locations 3) Summary of issues that emerged during the process of placing the billboards, as well as how those issues were resolved Activity 6 Deliverables A. Milestone & Payment Schedule 1. The award subcontractor shall be issued a Firm Fixed Price Subcontract. 2. Payment will be made upon TT WLD s written acceptance of all specified milestone deliverables. 3. Under no circumstances may any line item budget estimate for television, radio, billboards and publications be exceeded without TT WLD CG&P Department written, advance approval and issuance of a subcontract modification. Secure confidentiality and release agreements from all hired and assigned personnel. - Subcontractor shall secure, setup, ready, test, purchase required materials, to record, video, design the required Recruitment and Scholarship Campaign Medias for television, radio, billboards and publications. - Subcontractor shall secure competitive bids, intent to subcontract agreements, ceiling amount purchase orders and commitments from vendors and subcontractors, list of all radio and television media companies in all listed provinces, identify costs to broadcast the medias, list of billboard companies in all listed provinces, cost of posting billboards, to support the subcontractor perform the required TT WLD Recruitment Campaign and Scholarship Media works. The report will be reviewed by the TT WLD Representatives. The subcontractor shall be provided with either a written approval or written comments and requests for modifications. The subcontractor shall revise the report based on comments provided by TT WLD Representatives within three calendar days. The subcontract payment shall be contingent upon acceptance of all milestone deliverables by the TT WLD Communications Director and TT WLD CG&P Department. Subcontractor shall be required to provide and submit weekly, monthly reports as required by the TT WLD M&E Department. Any specialty formats required shall be provided to the subcontractor by the TT WLD M&E Department. 8.0 Technical Direction TT WLD Communication s Director and or designee shall serve as the WLD Technical Representative for the subcontract. All Subcontract related issues shall be communicated through the TT WLD CG&P Department. 9.0 Review, Modification, and Amendment 1. This Statement of Work and associated budget shall be reviewed, modified, and amended as determined by Tetra Tech WLD Representative(s) on an as-needed basis. 2. The awarded subcontractor shall not perform any additional work without a modification to the subcontract issued by the TT WLD Contracts, Grants and Procurement (CG&P) Department.
