3 Italy and Regionalism Emilia-Romagna is a region of some 4 million inhabitants, which extends over km 2 in the north of Italy. The Region is composed of: 9 Provinces 10 Main Cities 341 Municipalities

4 Italy and Regionalism Main steps towards the Regions in Italy 1948: Constitution establishes the Region for the first time 1970: First election of Regional Parliaments and Governements-regions start to work : Constitutional reform with more power devoted to Regions In the public transport sector 1997: national public transport reform act (dlgs 422/97)» direct responsability of Regions over railway passenger transport» transfer of minor railways property to the Regions» all Public Transport must be tendered by : Emilia-Romagna regional public transport act» fix rules for tendering at provincial level (safeguard of homogeneous standards)» establishes the Agenzie, an intermediate operational body between the Transport companies and elected local administration» recognizes the central role of citizens-users

7 Brisighella station- the big FS and a small town The restoration of buildings along the railway is part of the action for give new attactiveness both to towns and trains. There are more than 300 small stations in the entire Region. Railway company FS: owns buidings no more necessary for circulation. Municipality requires rooms for social purposes.

12 The Problem in cities: private cars use People mobility: (3 trips/day, in average) higher than national rate and amogng the region highest Local ray of trips: il 70% of commuting trips within a municipal boundaries, 94% within same province. Car ownership rate: among the highest in Europe RER: 618 cars/1000 ab., IT 590 cars/1000 ab. Private cars fleet positive items: mainly recent and significative rate 9% of GPL and NCG fuelled engines) negative aspects: rising rate of diesel fuelled engines 18 % and of more than 2000cc engines)

14 The Problem in cities: private cars use What the urban car use produces: air pollution, with health effect noise pollution, with helth effect road casualties Estimate of external costs are impressive, and only partly repayd with car propriety and fuel taxes Reduce the car use: it s imperative can t be obtained only by force cooperation (individual change of attitudes) of car users is necessary

16 OPERAZIONE LIBERIAMO L ARIA Cooperation between administrations Emilia-Romagna Region, the 9 Provinces and the Main Municipalities have underwritten the Agreements on the Air Quality. Year-long Agreements since 2002, now 4th for Traffic restriction to vehicles in the cities, focused on winter season; Special Plan for Investments (years ), forcasting the total amount of 191 million for investments supporting the sustainable mobility in every city; Support of Mobility Management policy; Promotion of sustainable mobility through local initiatives (the Ecological Sundays ) A short movie to present these actions web site:
