The discontinuations grow out of a campus review based on our biannual program review process that identifies programs whose productivity is low and asks the campuses to carefully review the programs. The productivity standards are included in the report. When programs have very little enrollment campuses have typically moved the resources from these programs to other programs so there is very little direct savings in these discontinuations. Faculty members serving these programs have other assignments which will expand as these programs are discontinued. Students currently enrolled in a program will have the opportunity to complete the degree even when a program is discontinued. Jurisdictional Authority: The Code 100.1, 301 C: It [Committee on Educational Planning, Policies, and Programs] shall receive the advice and recommendations of the president and make recommendations to the board in all areas pertaining to the development of a coordinated system of higher education in North Carolina, including the review of requests for the initiation of new degree programs and recommendations for the termination of existing programs. Issues Involved: Some of these proposals are outright discontinuations while others will be merged into other degree programs. For example, instead of having a separate program for teacher licensure in a subject, some campuses are moving those licensure programs to the subject area program and discontinuing the separate licensure program. Student will still be able to pursue licensure in those subject areas. 3 The UNC Board of Governors has the statutory responsibility to review academic programs biennially to identify those programs that are of low productivity or low priority, or are unnecessarily redundant. These reviews complement institutional self-studies for accreditation and professional accreditation for various disciplines. As a result of academic program review, administrators can decide to strengthen programs, to consolidate programs, to initiate alternative strategies such as distance learning to improve productivity, to identify programs that will benefit from collaboration and the consolidation of resources, or to discontinue programs that are not productive. The Board s Committee on Educational Planning, Policies, and Programs developed productivity criteria and guidelines for identifying programs for productivity review. These criteria are: Bachelor's degree programs: the number of degrees awarded in the last two years is 19 or fewer unless upper division enrollment in the most recent year exceeds 25, or degrees awarded in the most recent year exceed 10. Terminal master's degrees: the number of degrees awarded in the last two years is 15 or fewer unless enrollment in the most recent year exceeds 22, or degrees awarded exceed 9. Ed.S. and CAS programs: the number of certificates awarded in the last two years is 15 or fewer unless enrollment in the most recent year exceeds 9. Doctoral degree programs: the number of degrees awarded in the last two years is 5 or fewer unless enrollment in the most recent year exceeds 18, or the number of degrees awarded in the most recent year exceeds 2. First professional degree programs (medicine, dentistry, veterinary medicine, pharmacy and law): The number of degrees awarded in the last two years is 30 or fewer unless enrollment in the most recent year exceeds 30, or the number of degrees awarded in the most recent year exceeds 15. The 2010 process, the eighth review since 1995, identified 264 programs that met the Board s criteria for review. In some previous reviews, certain programs were exempted from review at the system level (e.g., undergraduate academic core programs, interdisciplinary programs that rely on courses from other programs, some health sciences programs, and teacher education programs). In order to respond fully to the expectations for efficiency that are necessary in the current environment, UNC constituent institutions were asked to provide feedback on all 264 programs identified in this cycle. The programs were reviewed not only in terms of enrollments and degree productivity, but also in terms of the appropriate balance of available resources against (1) the obligation to respond to the demands of society for certain kinds of employees, (2) program costs, and (3) considerations of the broader responsibilities of the university community to society and the duty to maintain the strength and vitality of that community. Reasons for retaining a program include: centrality to the institutional mission, support provided for other necessary programs, high societal need, providing access and opportunity for underrepresented groups, maintaining institutional program diversity, regional uniqueness and 2

4 relevance of the program, lack of any significant savings for program elimination, and recent developments that may lead to increased enrollments in the future. Similarly, program discontinuations involve degrees that are no longer considered central for the campus mission, that are chronically underenrolled, or that no longer are addressing the need for which they were created. In some instances, as noted in Appendix A, degree programs are being merged or combined with other programs in order to realize administrative and curricular efficiencies. As a result of this review process, UNC constituent institutions and UNC-GA concur in recommending to the Board of Governors the elimination of 60 degrees currently listed on the Academic Program Inventory. Of the 60, 36 are baccalaureate, 22 are master s degrees, and 2 are doctoral programs. In some cases the program offerings will be completely eliminated, and in other cases the program courses will be merged into a broader academic program that will facilitate administrative and curricular efficiency. The list of programs proposed to be removed from the UNC Academic Program Inventory is presented below in Appendix A. Appendix B presents the academic program review instructions from General Administration that guided this process. It is anticipated that as UNC GA interacts with campuses in coming months, more program discontinuations and mergers will be brought to the Board of Governors for authorization. In the present review process, a number of additional degrees were identified by UNC constituent institutions for discontinuation or merger that could occur after additional information or clarification of campus intent is provided. 3

11 Guidelines for Program Productivity Review In reviewing the degree program and completing the form accompanying these guidelines, please consider the following questions. A response to each question is not required, but please address these issues in your review wherever relevant. 1. Centrality to University's Mission How important to the mission of the institution is this program? Can this program be combined with a similar or related program in the present department or in another department? 2. Quality of the Program What is the quality of the program and what indicators are used to assess the quality? Is the program accredited or has accreditation been sought? 3. Faculty Involved How many faculty members are teaching in this program? What is the average teaching load of the faculty in the department? 4. Facilities/Equipment Are available space and equipment adequate and appropriate for the program? 5. Demand Is the program serving the predicted number of students? What are the job prospects for these graduates? Are there courses in the program that are essential supporting courses for other programs? 6. Costs Could some program options or concentrations be consolidated or eliminated? What is program productivity as it is reflected in course enrollments? Does the program have under-enrolled courses? Would the department rather spend those dollars on other programs/activities? 7. Duplication Can this program's objectives be accomplished equally well through another program? 13 Request for Authorization to Establish a Bachelor of Arts in Business Journalism at UNC Chapel Hill UNC Chapel Hill requests authorization to establish a BA in Business Journalism (CIP ). Program Description The proposed BA in Business Journalism will prepare students to write about the important issues involving Wall Street, corporate America, and the US and world economies. This will be the only such baccalaureate program in the eastern US. The School of Journalism and Mass Communication, in conjunction with the Kenan-Flagler Business School, will offer a rigorous curriculum that will enable potential journalists and communications professionals to address the growing need for understanding how markets and business work and the ability to explain these increasingly complex areas in a way that the average mass communication consumer can understand. The program will prepare students for positions in journalism, public relations, and internal communications. The Kenan-Flagler school will provide students with a key understanding of accounting and how business works, while the School of Journalism will provide training in communicating about business, the economy and markets in a way that provides understanding and context to consumers. Chris Roush, the lead faculty member planning this degree, has been named by the Carnegie Foundation for the Advancement of Teaching and the Council for Advancement and Support of Education as the 2010 North Carolina Professor of the Year. UNC Tomorrow Relevance The degree would address several recommendations from the UNC Tomorrow Report including Enhancing Our Global Readiness and Our Communities and Their Economic Transformation. Highlights from UNC-GA Data Template Employment of writers and editors is expected to grow 10 percent, or about as fast as the average for all occupations, from 2006 to Employment of salaried writers and editors is expected to increase as demand grows for web-based publications. Businesses and organizations are developing newsletters and websites, and more companies are publishing materials directly for the Internet. Professional, scientific, and technical services firms, including public relations agencies, also are growing and should be another source of new jobs. In the last three years, UNC Chapel Hill has added 3 baccalaureate, 6 master s, and 3 doctoral degrees and has discontinued 1 baccalaureate, 6 master s, and 5 doctoral degrees. Outcome of Consultation with Disciplinary Panel In addition to representatives from UNC Chapel Hill and GA, faculty members from ASU and NCA&TSU participated in a discussion of the proposal. NCA&T faculty appreciated the opportunity for their students to take some of the courses that will be offered online in the summer. Faculty from other campuses were supportive of the proposal.

14 Student Demand The degree will build on the success of the School s certificate program in business journalism, which began in 2004 and has produced 35 graduates. Graduates of the certificate program have gone on to jobs at The Wall Street Journal, The New York Times, Bloomberg News, Reuters and other business media as well as jobs in corporate communications. Opportunities for Graduates of the Program There are approximately 10,000 business journalists in the US. Unlike many other areas of mass communication, there is a growing demand for journalists and other communicators who can report and write about business, the markets and the economy. Many business news media, such as Charlotte-based American City Business Journals, are hiring journalists with an ability to cover business news at a time when journalists in other areas of reporting and writing are being cut. Resource Implications Resource needs: The School of Journalism plans to hire one new faculty member in the next two years. Current facilities, library holdings, and technology are adequate. Resources allocated: Most courses have been developed. Kenan-Flagler will reserve spaces in its business and accounting classes for participants in the program. The program will intentionally be kept small with a total enrollment of about 15. Estimated cost to the State: Based on the University funding formula, when the program reaches full enrollment, UNC Chapel Hill would receive additional State appropriations of approximately $15,990 annually if fully funded by the General Assembly. Recommendation It is recommended that the Board of Governors approve UNC Chapel Hill s request to establish a BA in Business Journalism (CIP ) subject to the availability of funding.

Online publications and services are growing in number and sophistication, spurring the demand for writers and editors, especially those with Web experience. 18 Request for Authorization to Establish a Master of Science in Nanoengineering at NC A&T State University NC A&T State University requests authorization to establish a Master of Science in Bioengineering degree (CIP ). Program Description The proposed MS in Nanoengineering is designed for students with strong backgrounds in either engineering or science who seek additional specialized education and training to qualify them for positions in the field of nanoengineering or nanotechnology design, research and development, or manufacturing. The program will produce graduates who are technically prepared and proficient with the principles and practices of engineering at the nanoscale to harness the unique and enabling aspects of nanoengineered materials, structures and their characteristics in engineering applications, enabling them to directly enter industrial, government, and private enterprises. The proposed program meshes well with NCA&T s educational and research thrusts in engineering, physical and biological sciences, and computational science and engineering. Although the degree is an NCA&T degree, it will be offered through the UNCG/NCA&TSU Joint School of Nanoscience and Nanoengineering. NCA&TSU is also preparing a proposal to establish a Ph.D. degree in Nanoengineering. UNC Tomorrow Relevance This degree program addresses several recommendations in the UNC Tomorrow Final Report including 4.1 Our Global Readiness and 4.4 Our Communities and Their Economic Transformation. Highlights from UNC-GA Data Template Overall job growth in engineering from 2006 to 2016 is expected to be about 11%, but there will be a higher rate of growth in emerging areas such as nanotechnology. Average salaries are substantially higher than the overall state average. In the last three years, NCA&T has added one baccalaureate, one master s, and one doctoral program and has discontinued four baccalaureate and three master s programs. Outcome of Consultation with Disciplinary Panel Faculty from ECU, NCSU, and UNCC participated in the panel discussion with NCA&T and UNC-GA representatives. Topics covered included: support from the private sector (General Dynamics, Lockheed Martin, Zeiss, and RF Micro Devices); military applications (helicopters from Cherry Point); overlap with UNCG s Nanoscience programs (minimal overlap); medical applications (yes, nano-bioscience is covered); thesis requirements; and differences with the NCSU offerings in Materials Science. Opportunities to share courses with NCSU were discussed.

19 Student Demand NCA&T anticipates enrolling 15 students in the first year of the program. It is expected that students will be interested in pursuing the degree as both part-time and full-time students to further educate and train in the different nanoengineering disciplines beyond their undergraduate engineering, science or technology degrees. By the fourth year of the program, 25 full-time and 5 part-time students are expected to be enrolled. Opportunities for Graduates of the Program North Carolina lags other regions in the commercialization of nanoengineering research efforts in terms of nanotechnology-based business start-ups and in employment opportunities that such start-ups would offer. Commercial opportunities that could flow from the state s research enterprise in nanoengineering disciplines are particularly bright in the areas of advanced materials and manufacturing, aerospace, medicine and chemistry. To make the leap from the research laboratory to new products requires an educated and well qualified workforce that this program will prepare. There is a huge demand for nano-trained engineers in the rapidly emerging nanotechnology revolution in the areas of nanoengineered materials, nanoelectronics, aerospace, biotechnology, medical devices, pharmaceutical, and defense and materials industries. Resource Implications Resource needs: The Joint School of Nanoscience and Nanoengineering (JSNN) has allocated six new faculty positions in the areas of nanoengineering. Resources allocated: In the biennium, JSNN received a $50 million allocation for construction of the JSNN facility and $8 million for equipment (reduced by $3.7 million in budget cuts). In 2009, NCA&T and UNCG added $10 million (originally intended for a joint interdisciplinary science building) to the JSNN facility with the provision that the interdisciplinary researchers be accommodated. The JSNN recurring budget in is $4.9 million. Estimated cost to the State: Based on the University funding formula, when the program reaches full enrollment, NCA&TSU would receive additional State appropriations of approximately $298,769 if fully funded by the General Assembly. From all records we can reconstruct, it does not appear that the Board of Governors ever approved this degree program. The BOT at NCCU did approve the program and a proposal was presented to the General Administration with a response in 2001 from Donna Benson who would have been responsible for the review of the program. In her letter she reports that the review indicated the program was favorably recommended on its academic merit. However at that time GA would have had resources from time to time that could be provided to the campus to start up new programs, and her letter goes on to indicate that NCCU needs to decide which of two funding options they are seeking and resubmit accordingly. We can find no evidence of a resubmission. On the other hand, at approximately this time GA dropped offering start-up funds generally for new program development. There are three documents attached to this letter. A constructed chronology of events based on NCCU and UNCGA documents, a letter to NCCU from GA employee Donna Benson, and a request from the Provost of NCCU. Jurisdictional Authority: The Code 100.1, 301 C: It [Committee on Educational Planning, Policies, and Programs] shall receive the advice and recommendations of the president and make recommendations to the board in all areas pertaining to the development of a coordinated system of higher education in North Carolina, including the review of requests for the initiation of new degree programs and recommendations for the termination of existing programs.... Issues Involved: There are two issues involved: What should the Board do regarding the offering of the program since the middle of the last decade and the awarding of a degree in Public Administration to more than 80 students from fall to the present and with the students currently enrolled in the program? Should the Board approve the program in Public Administration for the admission of new students?

23 Recommended Action: Regarding the first question, the recommendation is that the Board retroactively approves the degree program back to fall 2004 through the completion of the program by currently enrolled students. The proposal for this degree program was approved by the Board of Trustees of NCCU and submitted to General Administration. The response was that it could be recommended on its academic merit. When the program was proposed, five faculty members with doctoral degrees were identified as faculty for the program. The faculty doctorates were from New York University, University of Texas, University of Maryland and two from University of North Carolina at Chapel Hill. All the faculty members had publication. So there is every reason to believe that if NCCU had resubmitted the proposal with an indication of how funding would be handled, it would have been approved by the Board of Governors. Throughout this period NCCU had an approved Masters of Public Administration. The issue of whether the program should be approved going forward for admitting new students is being addressed through the regular process for program review. NCCU has provided a complete new degree proposal for establishment and GA is taking it through the regular process with a disciplinary panel scheduled for February 9. Depending on the outcome of that panel and the general review, GA may be prepared to make a recommendation on the second issue at the February meeting.
