1 funding approved Construction commences 2012 Jun (SCL) has been authorised by the Executive Council and its funding approved by the Finance Committee of the Legislative Council, thus paving the way for construction to start mid-year. The Tai Wai to Hung Hom section is expected to be completed in 2018 while the Hung Hom to Admiralty section to be interfaced with other infrastructure projects, including Wan Chai Development Phase II and Central-Wan Chai Bypass is expected to be completed in Programme Gazettal under the Railways Ordinance November 2010 Scheme Authorisation under the Railways Ordinance March 2012 Lok Ma Chau Lo Wu East West Corridor Commencement of Construction Mid 2012 Completion of Tai Wai to Hung Hom Section 2018 Completion of Hung Hom to Admiralty Section 2020 East Rail Line Wu Kai Sha Connecting East and West, Linking North to South Tuen Mun West Rail Line Tai Wai Ma On Shan Line Strategic Railway Link Diamond Hill The 17-kilometre SCL is a territory-wide strategic railway project with 10 stations, of which six will be interchange stations. The project is linked with a number of existing railways, forming two strategic railway corridors: the East West Corridor and the. Admiralty (Tai Wai to Hung Hom Section) Hung Hom (Hung Hom to Admiralty Section) East West Corridor East West Corridor will be formed by the Ma On Shan Line, the proposed Tai Wai to Hung Hom Section of the SCL and the existing West Rail Line. Upon completion, passengers will be able to travel freely between Tuen Mun and Wu Kai Sha without interchanging. will extend the existing East Rail Line across the harbour via Hung Hom. After commissioning, it will link Lo Wu and Lok Ma Chau s to Admiralty.
2 Key Information Alignment Tai Wai to Hung Hom section will connect the existing Ma On Shan Line with the West Rail Line via East Kowloon from Tai Wai, to form the strategic East West Corridor. Hung Hom to Admiralty section will extend the existing East Rail Line from Hung Hom across the harbour to Wan Chai North and Admiralty, to form the strategic. Route Length Approximately 17km Tai Wai to Hung Hom section: 11km Hung Hom to Admiralty section: 6km Tai Wai*, Hin Keng, Diamond Hill*, Kai Tak, To Kwa Wan, Ma Tau Wai, Ho Man Tin*, Hung Hom*, Exhibition* and Admiralty* *interchange station Number of train cars East West Corridor: 8-car trains : 9-car trains Fare Follow the same MTR fare structure The SCL will extend the existing East Rail Line from Hung Hom to Admiralty via the fourth cross-harbour rail tunnel. Benefits Improve Transport As a strategic railway system, SCL will expand the railway network in Hong Kong, thus helping redistribute passenger flows to relieve pressure on the existing railway lines. The SCL will also become an important component of the Kai Tak Development in providing a public transport service at Kai Tak. Promote Greener, Healthier and Safer Living Reduce air and noise pollution as rail cars are electrically driven and do not generate exhaust, improve road safety by reducing the need for car journeys and enhance the quality of life. Support Community and Economic Development The SCL will expand rail services to districts such as Kai Tak, To Kwa Wan, Ma Tau Wai and Ho Man Tin, allowing these areas to be rejuvenated and prosper with future developments.

5 Construction Drill and Blast Method The SCL will mainly run underground. The works involve the construction of rail tunnels, underground stations, pedestrian subways, elevated tracks and elevated stations. Suitable sites along the alignment of the railway will be used as temporary work areas. Depending on local geology, appropriate construction methods such as blasting, tunnel boring and cut-and-cover will be used. A temporary magazine will be built at a remote location at Tseung Kwan O Area 137 for the storage of explosives for blasting. Temporary traffic management schemes will be implemented around certain work areas. The proposals will be submitted to the Site Liaison Group which comprises representatives from the Highways Department, Transport Department, Hong Kong Police Force, District Offices, the MTR Corporation and other relevant government departments for approval. Tunnel Boring Method Cut and Cover Method To minimise the impact on the traffic and the environment, as well as nuisance to the communities, excavated materials such as soil and rock will be taken only short distances by road to temporary barging points being set up at Kai Tak, Hung Hom Finger Pier and Wan Chai North, for removal by sea. Other Railway Facilities Environmental Protection Stabling sidings will be located at the existing Hung Hom Freight Yard, whose operation has been terminated. The stabling sidings will be used to park non-operational trains as well as being used for regular train inspections and cleaning. The MTR Corporation will ensure the works comply with the relevant regulations and requirements as well as keep any impact to the public and the environment to a minimum. The Environmental Impact Assessment reports of the SCL were approved by the Environmental Protection Department in February 2012 and the Environmental Permit was issued to the MTR Corporation in March 2012.
6 Community Engagement To maintain close contact with the community, the MTR Corporation will establish Community Liaison Groups for different sections. Meetings with the local community will be held regularly to update the progress of the SCL project. Public and Private Properties Affected Some community facilities will inevitably be affected by the construction of the SCL. As far as possible, the MTR Corporation will endeavour to reprovision such facilities before demolishing the existing facilities, to minimise the impact on the community. The underground strata beneath some private properties will be resumed to facilitate tunnel construction. The structure of the buildings concerned will not be affected.
