Introduction The European Association LightingEurope representing the interests of the lighting industry in Europe has developed summary check lists and detailed EU Compliant Requirements Products Sheets for its major lighting products groups to support the Market Surveillance and Customs Authorities in the various EU Member States to identify compliance and/or non-compliance of the major lighting products groups with the applicable EU legislation requirements. These summary check lists and detailed EU Compliant Requirements Products Sheets for lighting products provide economic operators with a simple and immediate way to: Identify the product Identify the applicable legislation Check the label of the product and its markings Identify what kind of visual check may easily be done This document contains EU Compliant Requirements Products Sheets for the following types of LUMINAIRES: 1. If any of the grey boxes (NO) has been ticked, there is a need to contactt relevant market surveillance authority. FORMAL REQUIREMENTS The conformity marking CE NO 1. Is there the CE marking? 2. Is there the CE marking affixed visibly, legibly and indelibly: on the product itself or on the packaging? Basic information and warnings Marking on the products 3. Is there the identification of the entity placing the product on the market? (producer s name or his trade mark, or authorised representative s or importer s identification) 4. Is there the model number or type reference? 5. Is there the rated voltage (V)? Luminaires for tungsten filament lamps shall be marked only if the rated voltage is different from 250 V. 6. Is there the rated Wattage (W)? Note: this is only for lamp replacement identification. 4

5 7. Is there the degree of protection IP? Not required for IP 20 luminaire 8. Is there the symbol for class II or class III? Class II symbol is required for luminaire to be connected to the mains supply network and provided without the earthing terminal or with plug without earthing contact. Class III symbol is required for luminaire to be supplied with voltage lower than 50V a.c. or 120 d.c. 9. Is there the crossed wheeled bin (WEEE directive)? Information to be provided with the luminaire (manufacturer instruction sheet) 10. Is the luminaire provided with instructions sheet containing all details which are necessary to ensure proper installation, use and maintenance? PHYSICAL CHECKS 11. Are there any sharp edges, burrs, cutting traces, etc. which may damage the wire insulation? 12. Is the lampholder in compliance with the relevant standard? (refers to the lampholder checklist) 13. Is the luminaire protected against accessibility to live part, after has been installed and wired as in normal use, and when it is opened as necessary for replacing lamps or starters? 14. In case the lamp is delivered with the luminaire is the lamp in conformity with the requirements for CE marking and with the applicable legislation? (lamp is to be considered as a separate product). 15. In case of luminaire with earth connection (class I luminaire), are all metal part which are accessible in normal use, or when the luminaire is open for lamp replacement, connected to earth? Note: this is not necessary if the metal part is not close to live parts or to basic insulation. Contact details of the competent market surveillance authority

Is the luminaire provided without the words Emergency luminaire? According to the standard EN , only fixed and permanently connected luminaire may be identified as EMERGENCY LUMINAIRE. Portable luminaire with switch for switching-on the lamp cannot be classified as Emergency Luminaire. PHYSICAL CHECKS 11. Are there any sharp edges, burrs, cutting traces, etc. which may damage the wire insulation? 12 Is there a cord anchorage to lock the supply cable in order to avoid any mechanical stress (pull and torque) on the internal connections? 13. Is the lampholder in compliance with the relevant standard? (refers to the lampholder check list) 14. Is the dimension and type of plug suitable for the country where the luminaire will be marketed? 15. Is the luminaire protected against accessibility to live part, after has been installed and wired as in normal use, and when it is opened as necessary for replacing lamps or starters? 16. In case the lamp is delivered with the luminaire, is the lamp in conformity with the requirements for CE marking and with the applicable legislation? (lamp is to be considered as a separate product). Detailed EU compliant requirements products sheet for fixed luminaires wall, ceiling and recessed 1.1 Minimum information to be marked on the product Mark of origin (trade mark, manufacturer's name or name of the responsible vendor/supplier). 14 o Luminaire shall be complete (in case of broken parts, check other product samples). o Protection of the supply cable against mechanical damages when it enters into the luminaire (sharp edges) o Presence of lampholder not in compliance with the relevant standard (live screw shell) for E14 and E27 o Accessibility of live parts, in particular when the luminaire is opened for lamp replacement o Check if all metal part in contact with wiring, provided with only one insulation, are connected to the earth circuit Inspection of documentation: o Presence and completeness of instruction manual in the appropriate national language o Inspection of Declaration of Conformity (D.o.C). The D.o.C. shall contain all the reference to applicable legislation and applicable standards (see Applicable and Standards section (clauses 4 and 5) Verification of importer/producer registration for WEEE: o The importer, placing luminaries on the national market, shall be already registered to the National Register of WEEE Producers. A registration number should have been released and it can be verified on National WEEE Register websites Inspection of lamps delivered together with the luminaire: o In case lamps are included in the luminaires package, these lamps have to be compliant with applicable legislation. See technical sheet on lamps o Furthermore from , if the luminaire is placed on the market in a packaging for end-users, the original lamp packaging shall be included in the luminaire s packaging. Type reference (model/ article / serial number) Technical data: o Rated voltage (V): 220V V (*) (not required on luminaries for incandescent lamp) (1) o Rated Wattage (W): 40W W (*) (2) o Degree of protection IP23 or higher (see description of IP code in annex) (3) o Symbols for classification of protection against electric shock: (required if the luminaire is not provided with the earthing terminal) (4) CE marking (5) Crossed out wheeled bin (WEEE Directive) (**)(6) Manufacturer / Trade mark Model / Type reference 220V 230V max 100W - E27 IP Example of marking 1 2 (*) Indicative data (**) According to EN the rectangle below the crossed out wheeled bin is not required in case the manufacturer indicates the date of manufacture/put on the market. 2.2 Information to be provided with the product Marking required by ENERGY LABELLING OF HOUSEHOLD LAMPS (Directive 98/11/EC or Regulation (EU) 874/2012) (see annex for phase out according to Regulation (EC) n. 244/2009) Manual or mounting Instruction leaflet translated in national language, with at least the following information: o design attitude (normal operating position) o weight including control gear if any o overall dimensions o if intended for mounting more than 8 m above ground level, the maximum projected area subjected to wind force o suitability for use indoors o the torque setting in newton meters to be applied to any bolts or screws which fix the luminaire to its support 18

19 2.3 Main aspects to be verified Visual inspection (see photographic Annex): o Identification data (see clause 1); if data are marked on a label, it shall be durable and legible: sticker or similar are accepted but not paper without protective tape or layer o Luminaire shall be complete (in case of broken parts, check other product samples). o Protection of the supply cable against mechanical damages when it enters into the luminaire (sharp edges) o Presence of cord anchorage to protect the internal connection against pull and torque of the supply cord o Presence of lampholder not in compliance with the relevant standard (live screw shell) for E27 o Accessibility of live parts, in particular when the luminaire is open for lamp replacement Inspection of documentation: o Presence and completeness of instruction manual in the appropriate national language o Inspection of Declaration of Conformity (D.o.C).
