2 OVERVIEW Owners and Operators of Bulk Electric System facilities registered with the North American Electric Reliability Corporation (NERC) continue to wrestle with the complexities of the NERC Reliability Standards - implementation, compliance and enforcement. Full audit schedules by each Regional Entity ensure the stakes remain high. Critical Infrastructure Protection (CIP) standards add additional complexity, further demonstrating to the power industry the difficulties of legislating reliability and security. With the increasing number of new generation and transmission projects, it is important to understand the implications of being a NERC Registered Entity and the complicated and costly process of compliance. This course is a great place for Registered Entities to learn about the Reliability Standards which have proven the most difficult for compliance. There are many important factors to consider which can significantly impact operations. This course provides a review of the most-violated NERC Reliability Standards, including a review of the types of violations and suggested approaches to help your organization avoid the same pitfalls as organizations which violated the standards. We will cover both the most-violated CIP Standards - CIP-007, CIP-006, and CIP and the most violated 693 ( operations ) Standards of PRC-005 and FAC-008/-009. The discussion will include the most often encountered deficiencies in Registered Entities compliance and suggestions on how your organization can avoid a similar violation. The course will also discuss the new Reliability Assurance Initiative (RAI) and how it may affect compliance in the future. Most Violated NERC Critical Infrastructure Protection (CIP) Reliability Standards Day Two will provide an overview of the NERC CIP Reliability Standards and give insight into what it takes to comply with the same on an ongoing basis. We will examine the most violated NERC Critical Infrastructure Protection (CIP) Reliability Standards: CIP-007, CIP-006, and CIP-005. Andrew Gallo / Director of Reliability Compliance / Austin Energy Andrew Gallo is the Director of Reliability Compliance for Austin Energy in Austin, Texas. He previously served as the Chief Compliance Officer for Seattle City Light. He led Seattle City Light through its first on-site NERC Reliability Standards audit and Austin Energy through four Regional Entity (Texas RE) audits covering all of its registered functions (including CIP). Before Seattle, he was Assistant General Counsel for Electric Reliability Council of Texas Inc. (ERCOT), where he worked on protocols compliance and other matters. Before becoming part of the electric industry, he worked in the oil and gas industry for approximately 15 years. He received a Juris Doctor degree from the College of William and Mary in Virginia in 1985 and a Bachelor of Arts degree from Hofstra University in New York in

4 INSTRUCTIONAL METHODS PowerPoint presentations, interactive group exercise, and group discussion will be used during this course. REQUIREMENTS FOR SUCCESSFUL COMPLETION OF PROGRAM Participants must sign in/out each day and be in attendance for the entirety of the course to be eligible for continuing education credit. CREDITS EUCI has been accredited as an Authorized Provider by the International Association for Continuing Education and Training (IACET). In obtaining this accreditation, EUCI has demonstrated that it complies with the ANSI/IACET Standard which is recognized internationally as a standard of good practice. As a result of their Authorized Provider status, EUCI is authorized to offer IACET CEUs for its programs that qualify under the ANSI/IACET Standard. EUCI is authorized by IACET to offer 1.0 CEUs for the course.
