5 Two Federal Agencies Have Interest in Work Zone Safety MUTCD? The Manual on Uniform Traffic Control Devices (MUTCD) was developed to create standardized control during roadway construction, maintenance, and utility (work zone) operations. Adopted by OSHA on 9/12/2006 Work Zone What is a work zone?
