2 1. Introduction & Background to the Brief Metropolitan Housing is a leading provider of integrated housing and care and support services. We manage over 38,000 affordable homes for rent and for sale, and we plan to build 3,300 new affordable homes, investing around 730 million, by In total we serve over 90,000 customers across London, the East of England and the East Midlands. We are a member of the National Housing Federation and the g15, which represents London s 15 largest housing associations and houses one in 10 Londoners The site on Barrington Road was formally a care home and was purchased by Metropolitan in Planning permission was granted in July 2014 and includes a requirement to provide a Public Art Installation. Metropolitan would like to engage with a local artist to produce an installation that is sympathetic to the local area and enhances the new development. 2. Description of Site 2.1 The site is at No.2 Barrington Road, Brixton and is one of the gateway projects of the Loughborough regeneration area. Barrington Road area has a strong neighbourhood identity and established community. The location is close to Brixton underground and Brixton and Loughborough train stations and is on bus routes 45, 35, 345, P4, P5. There are a variety of shops, bars and restaurants in Brixton within a 10 minute walk. 2.2 The site is located on the grounds of a former care home. Demolition has taken place to make way for 104 new build affordable apartments. The development (currently in construction) consists of 3 blocks/cores, 4 to 8 stories high. The development will provide a mix of low cost home ownership & affordable rented homes in the area. Plans of the site and elevation have been attached to show the layout and architecture of the development. The materials chosen consist of white brick and earthy shades of terracotta. 2.3 The site is an island bounded by Barrington Road and St James s Crescent and surrounded by the tall blocks of the Loughborough Estate and lower rise Victorian buildings on the other side of Barrington Road. The development has been designed to provide a link between these two very different forms of architecture. The site is accessed via Barrington Road and St James s Crescent and each core has its own entrance. There is a communal paved area to the rear which is enclosed by iron railings and is to be gated for use of the residents only. A landscaping plan is attached although this is subject to design development and there is scope to submit amendments to the planners. 2.4 The area has lots of local artist activity and there are several artists galleries and studios in the area such as Sunshine International Arts Cafe, Warrior Studios and Whirled Art. 2.5 Shortlisted artists should be aware the following: Loughborough Junction Action Group takes an active role in community involvement and should be considered where community involvement is required. There is a predominate number of homes for sale in the location. The Metropolitan sales team will need to be consulted when engaging stakeholders. The site will be active until September 2017 Health and safety must be a prime consideration when developing the design concept and implantation of artwork. 2.6 Artists are not restricted to any particular materials or resources, so long as all items are well sourced and neither illegal nor unsustainable. However it will be considered
3 favourable to include materials, resources or involvement from the locality and the maintenance of materials should be taken into consideration. 2.7 The appointed artist and/ or his/ her representatives would need to work closely with the appointed architects, landscape architects and/ or urban designers to ensure an integrated and harmonious proposal as part of the phased environmental improvements. Architects - GM D E S I G N A S S O C I A T E S L I M I T E D 22/24 Lodge Road Coleraine Northern Ireland BT52 1NB 2.8 The scheme is due for completion in September Landscaping and external works will be carried out at the end of the programme, between June and September. 2.9 Any proposed artwork could either exist in one defined location or, in collaboration with the design team, respond to the site as a whole. 3. The Commission 3.1 Aims The proposed art commission for Barrington Road sits within the broader aims, objectives and priorities of the Loughborough Junction Master Plan. The aim of the commission is to enhance the new development and provide the site with a sense of identity and a link to the local area. 3.2 Scope of Works The commissioned artwork should be innovative, contemporary and representative of the best artistic practice today, whilst being physically and intellectually accessible to the residents of Barrington Road, the wider community and other visitors. Proposals should take account of some or all of the following elements: Local history. Local/groups people that have had a positive impact in the area The artwork should be a permanent feature and could form part of the main fabric of the development or could be standalone. The artwork should focus on one of the two areas identified in the appendix, namely one of either: Boundary treatments on the street frontage taking into consideration the appearance and character of the development Garden area at the junction of Barrington Road with St James Crescent If candidates believe that a different area of the scheme is suitable for an artwork and they submit sufficient justification for their decision, provided the location and piece is feasible and suitable with the current construction programme, it shall be considered Artistic Opportunities & Constraints The site offers the opportunity for an artist to investigate any number of creative and material approaches. Any resultant work could comprise one or more of the following elements:
4 landscaping / urban design (including railings) sound light text architectural metalwork glass pavement / stonework interactive/ time-based work/ kinetics archival/historical issues 3.4 Technical Opportunities & Constraints Short-listed artists will need to take into account the following constraints: durability & maintenance issues art should require minimal maintenance health & safety artwork is for a housing development and should not attract climbing or activity which could be a health and safety issue access should be visually accessible to all day/night use pedestrian use/visability anti-social behaviour adjacent recreational/ environmental amenities (seating/ lighting/ signage etc) planning consent may need to be obtained on-going running costs (if relevant) coordination with construction activities on site 4. Selection Procedures 4.1 Interview Panel Selection procedures will follow accepted models of good practice. The short-listed artists will be interviewed by a panel made up of representatives of: Metropolitan Housing GM Designs (Architect) Loughborough Junction Action Group LB of Lambeth Arts officer 4.2 Selection Methodology Artists will be invited by open competition. Those wishing to be considered should reply by a letter of application demonstrating their interest and suitability. Artists should be local to the area (Lambeth). This should be accompanied by a CV and up to 10 (no less than 4) clearly labelled digital images of recent work with brief notes/statement with each image and/or other supporting material. This should be submitted via . Selection of the artist will be on the basis of previous work The 4 short-listed artists will be required to attend a briefing on site at a date to be arranged. A research phase of 4 weeks is allocated, during which time the artists will each develop a site-specific proposal; at an agreed date the artists will present their concept proposals to the Selection Panel Artists are also free to form multi-disciplinary collaborations with other design professionals/ technical experts if they so desire.
5 4.3 Design Submission Requirements The 4 short-listed artists will submit and present the following requirements to the Panel at the end of the Commission Design Phase: a plan and/ or model indicating the proposed work(s) in situ a plan/ elevation indicating the work(s) in the context of the chosen site(s) drawings or photomontages indicating the proposed work in situ (illustrating surface, application/ technique, construction, colour, orientation etc) written statement describing the artistic aims of the proposal specifications and samples of proposed materials outline budget analysis and programme of works, including proposed fees, materials, timescales and any specialist requirements (which might affect other works) 4.4 Criteria for Selection The short-listed artists will be required to illustrate and present the following to the Selection Panel: quality of concept and realisation of past work quality of concept of proposal for the proposed commission demonstrable ability to work on a scale related to the site innovation of ideas and approach The Panel will also take into account: willingness and sensitivity to liaise and consult key stakeholders scope for involving the wider community 5. Budget 5.1 Commission Design Phase Each short-listed artist will be paid a fee of 300 (plus VAT if applicable) to cover the development of their design proposal and two visits (including one site visit) and presentation to the Panel. 5.2 Commission Implementation A total budget of up to 40,000, to include all artists fees, travel/ expenses, transportation/ installation, insurance/ professional advice and every other aspect of realising and installing the artwork. 6. Timescale 6.1 Expressions of Interest - to be submitted by 30 h November Selection of 4 shortlisted artists completed by the 16th December Site visit with short listed artists to be held week commencing 9 th January Commission Design Phase - 4 weeks from initial site visit by short-listed artists 6.5 Interview and Final Selection week commencing 13 th February Implementation Phase - to be confirmed following confirmation of building and landscape programme phasing with project architects.
