4 Domestic Violence Response Team Behavioral Definition of Domestic Violence/IPV Domestic violence/ipv is a pattern of assaultive and coercive behaviors, including physical, sexual, and psychological attacks, as well as economic coercion, that t adults or adolescents use against their intimate partners.

5 Domestic Violence Response Team Legal Definition of Domestic Violence/IPV Minnesota-Criminal statute Domestic Assault Whoever does any of the following against a family or household h member as defined d in section 518B.01, subdivision i i 2, commits an assault and is guilty of a misdemeanor: 1. commits an act with intent to cause fear in another of immediate bodily harm or death; or 2. intentionally inflicts or attempts to inflict bodily harm upon another.

6 Domestic Violence Nationally 90% to 95% of domestic violence victims are women. (Bureau of Justice) Women of all races are about equally vulnerable to violence by an intimate partner. (Bureau of Justice) Over 1.7 million workdays are lost each year due to domestic violence. Employers lose between $3 billion and $5 billion every year in absenteeism, lower productivity, high turnover, and health and safety costs associated with battered workers (American Institute on Domestic Violence)

7 Domestic Violence Nationally Fathers who batter mothers are two times as likely to seek sole custody of their children % of men who abuse women also abuse children. (American Psychological Association) Each year, an estimated 3.33 million children are exposed to violence by family members against their mothers or female caretakers. (American Psychological Association) Domestic Violence is a major public health problem that exceeds $5.8 billion each year in the United States in health-related costs. (Centers for Disease Control)

8 Domestic Violence Statewide In fiscal year 2006, 37,010 women and children were served by community advocacy programs for battered women. (Minnesota Department of Public Safety) One of every three homeless women in Minnesota is homeless at least in part due to domestic violence. (Wilder Research Center) About 25% of 6 th and 9 th graders in Minnesota report that someone in their household had been the victim of domestic violence (Minnesota Student Survey)

9 Domestic Violence Myths MYTH: Battered women are always uneducated, d lower class, working poor. Battered women are women of color who don t know better. FACT: Battered women are from all racial/ethnic groups and social classes in our country. MYTH: Battered women are only young adult women. FACT: Battering can happen to any woman regardless of age. Older women are battered by spouses, their children, or their caregivers. Battering can also occur in teen dating relationships.

10 Domestic Violence Myths: MYTH: I know him. I don t think he could hurt anybody FACT: Many abusers are not violent outside of their intimate relationships and can be very charming in social situations, yet be extremely violent and controlling in the privacy of home. MYTH: She must be doing something to provoke her partner s violence. FACT: A victim of battering is never to blame for another person s choice to use violence against her. Problems exist in most relationships, but the use of violence to resolve them is never acceptable

11 Domestic Violence Myths: MYTH: She doesn t care about what is happening to her children. FACT: A victim of domestic violence is probably doing her best to protect her children from violence, and has often developed many strategies for providing safety for herself and her children. She may feel that the violence is only directed at her and does not yet realize the effects on her children. She may fear that if she leaves she will lose custody of her children. The children may beg her to stay, not wanting to leave their father, their home, or their friends.

12 Why Do Women Stay? Financially Dependent. They may face severe economic hardship. May not know about available resources. (Economic, social systems, justice systems) or they may have failed her in the past. Religious, cultural, or family pressures may make her think it is her duty to keep her marriage together. Emotional ties to one s partner may be strong, supporting her hope the violence will end. She loves him. If she has tried to leave in the past, her partner may have used violence to stop her.

13 Co-occurring Adult Partner Abuse & Child Abuse Purpose 1. Protection of child & adult victims of domestic violence. 2. Coordinated system of investigation, justice and services.

14 Co-occurring Adult Partner Abuse & Child Abuse Principles Guiding Intervention Increase the mother s and child s safety. Respect the authority and autonomy of the mother to direct her own life. Hold the victimizer, not the victim responsible for his behavior.

15 Domestic Violence Response Target Population Children residing with a parent or caretaker where domestic violence occurred or there is high risk of repeated domestic violence.

21 What the DV Team Does Not Do We do not remove children from the home due to domestic violence alone. = We believe that by helping mothers stay safe, they will be able to keep their children safe We do not make victims and perpetrators separate or end dtheir relationship = Women and children are at the greatest risk of injury or death when they leave or separate from the abuser We do not shame and blame the perpetrators about the domestic violence = We educate perpetrators around how the violence may be impacting their children and what they can do to change their behavior
