2 Vision In 2012, we envision that every Chesterfield school will be a thriving, dynamic and inspiring educational environment that produces self-directed learners with 21st-century skills and stimulates citizens of all ages to trust in, invest in and benefit from public education. Mission The mission of Chesterfield County Public Schools is to work in partnership with students, families and the community to ensure that each student acquires the knowledge, skills and core values necessary to achieve personal success and to enrich the community. 3 Executive summary In 2003, the Chesterfield County School Board looked into the future and declared its vision that by 2012 every Chesterfield school would be a thriving, dynamic and inspiring educational environment that produces self-directed learners and stimulates citizens of all ages to trust in, invest in and benefit from public education. In 2007, under the leadership of a new superintendent, the school system created a detailed, dynamic strategic plan: a Design for Excellence that precisely maps the path to achieving the School Board s vision. In late 2007, a curriculum management audit generated suggestions that have been incorporated into the strategic plan to move Chesterfield County Public Schools from good to great. This document carries out one of those audit recommendations: a comprehensive guide to professional development opportunities that move the school system forward. In this guide, which covers second semester professional development, Chesterfield County Public Schools takes a giant step toward achieving its vision for Many departments within the school system provide professional development opportunities for employees. The departments of Curriculum and Instruction, Professional Development, School Improvement and Technology all offer programs. By working as a cohesive team, these departments reinforce the school system s curriculum, boost student achievement and energize employees. 2012, here we come!

9 Design for Excellence plan for staff and curriculum development Objective Overview Define, develop and implement curriculum and staff development activities that, through high expectations and rigorous coursework, develop students who are self-directed with 21st-century skills. 1 Strategies Rewrite and enhance curriculum to infuse 21st-century strands one year in advance of rollout to teachers over a five-year cycle from 2009 to Train principals and leaders one year in advance of the Curriculum Academy and rollout to the teachers. Build leadership capacity in Chesterfield County Public Schools for full implementation of the Design for Excellence strategic plan. Establish rigor, relevance and relationships as the cornerstone of this initiative through the integration of the key concepts from the International Center for Leadership in Education and its Model Schools Network, High Schools That Work/Making Middle Grades Work and results of the Phi Delta Kappa curriculum audit and training. 31 Superintendent s Quarterly Leadership Sessions Leadership plans 3 8 a.m.-3 p.m. Jepson Alumni Center at the University of Richmond Developed with the International Center for Leadership in Education and Dr. J. Otis Smith of Stand By Systems II Inc. A cultural competency strand will be woven into each session, which Dr. Smith will present. Sept. 24, 2008 Kathy Weizel Introduction to the Rigor/Relevance Framework and Relationship Model Schools must develop a culture of excellence that challenges every student to achieve high standards. This session will introduce the rigor/relevance framework and the relationship model and describe the behaviors, activities and school structures that support learning and the personalization of rigor and relevance. The rigor/ relevance framework gives educators a basis to analyze assessments, plan curriculum, differentiate instruction and select the most effective teaching strategies. When students see the relevance of what they are learning, they are more motivated to learn. Students also need strong relationships that support learning; the relationship model provides a means of quantifying those relationships. Nov. 18, 2008 Dick Jones Instructional Leadership for Rigor, Relevance and Relationships The growing enthusiasm for the new 3Rs is a result of wide recognition that a commitment to rigor, relevance and relationships is an effective approach to school improvement that challenges students to stretch their learning and develop personal skills as well as fostering improved engagement. The International Center is known for its rigor/relevance framework, which is used in planning instruction and assessment. This session will describe the leadership tasks and approaches necessary to develop a school culture that embraces rigor and relevance and that builds relationships between students and adults and among the students themselves, all of which are essential to support learning at high levels. Jan. 6, 2009 Ray McNulty Differentiated Instruction and Inspiring Instructional Innovation In order to improve student achievement, classroom instruction must improve. Most teachers teach from their own experience, often modeling techniques of good teachers they have had. Increasingly, teachers are finding that this approach doesn t work for all students. To respond to the public call for increased accountability and higher achievement for all students, teachers must seek different solutions. This breakout session will focus on introducing and practicing differentiated instruction to help all teachers become better facilitators of learning for all students. Topics will include identification and selection of appropriate instructional strategies as well as techniques for using the strategies in the classroom. April 15, 2009 Using the Brain to Promote Rigor and Relevance Dr. Paul Nussbaum Improving student performance begins with the understanding that today s students are fundamentally different learners from their predecessors. Educators can adjust curriculum and instruction to meet the unique learning styles of all students if they know how the brain operates and functions. Building on this theme, Dr. Paul Nussbaum will discuss how to keep the brain healthy so that teaching and learning can be more rigorous and relevant. 33 Leadership plans 3 Next Generation Leadership Academy The Next Generation Leadership Academy, sponsored by the University of Richmond s Center for Leadership in Education, is a partnership among the school systems of Chesterfield, Hanover, Henrico and Richmond. 34 Leadership Institute Phase I: Foundations of Leadership A three-day program on the fundamentals of leadership, this program is available to any employee of Chesterfield County Public Schools who is interested in learning more about the theory and practice of good leadership. The program includes hands-on activities such as interviews and case studies. The program is co-sponsored by Chesterfield County Public Schools and the University of Richmond s Jepson School of Leadership Studies and is held on the campus of the University of Richmond. The training dates are June 24-26, 2009 at the University of Richmond Jepson School of Leadership Studies. Applications for the program are available in January, and successful applicants are notified in March. Upon successful completion of Phase I, participants receive recertification points. Phase II: Leadership in Chesterfield County Public Schools This five-day program examines Chesterfield County Public Schools leadership with an emphasis on the role of building administrators as instructional leaders and managers. These sessions provide participants with an opportunity to interact with principals, assistant principals, instructional specialists, directors, assistant superintendents and the superintendent. Other activities include a bus tour of the county, coaching sessions led by current assistant principals and hands-on exercises developed by instructional specialists. Phase I is a prerequisite to participation in Phase II. The Phase II application process includes a recommendation from the applicant s current principal. Applications will be available during October The program is open to K-12 teachers interested in pursuing a career as an assistant principal, who have at least three years of experience with Chesterfield County Public Schools and who have or will have completed an M.Ed. program by the end of Phase III. Acceptance into Phase II allows participants to be part of Phase III, too. Phase II is held from January through April, and teachers receive recertification points based on attendance and participation. The 2009 dates are Jan. 9, Feb. 11, March 5, March 31 and April 29. Phase III: Field Study in Leadership This phase is designed as a mentoring experience for teachers who have successfully completed Phase II and who want to learn more about the realities and complexities of being a building administrator. Each participant is paired with an assistant principal who serves as a mentor. The teacher spends three days during the school year shadowing this administrator/mentor. After each visit, participants get together with their mentors to share their experiences and discuss the challenges facing administrators today. These after-school sessions (Nov. 12, 2008, Feb. 10, 2009, and April 21, 2009) include discussion of administrative hot topics, using policy documents to problem-solve typical scenarios faced by assistant principals, school team-building tips and strategies as well as question-and-answer segments. Participants also have the opportunity to attend after-school workshops on communication skills (Sept. 24), job interviewing techniques and résumé writing skills (Oct. 14), countywide discipline procedures (Dec. 10), special education law (Jan. 15, 2009), professional attire and personal presentation/interview tips (March 10, 2009). Small group mock interview sessions for participants are coordinated by the Human Resources Department (April 13-14, 2009). Teachers receive recertification points for their participation in this phase. 4

The Virginia Department of Education has provided the testing windows for the state-required testing for the school year. The dates are included in this list of projected testing dates. 38 8 Projected Testing Dates As a result of the requirements of the No Child Left Behind legislation and local division options, please note the following required testing for this school year: Testing is required for grades 3, 4, 5, 6, 7 and 8 in reading and mathematics. Testing is required for high school students enrolled in any class for which there is an end-of-course SOL test. Grade 5 students in an accelerated math class will take the grade 6 math test. The grade 3 English test should be administered over two days. Middle school content-specific history (U. S. history to 1877, U.S. history 1877 to the present and civics/economics) testing will be available in the fall and spring. The grade 8 science test will be available in the fall and spring. Grade 5 testing in science is required during the spring for all students in grade 5. We expect that more online testing will extend into the elementary schools this school year. With notification to this office, elementary online testing will be approved for dates outside of but earlier than the window announced below.
