11 Towards an Underground Development Strategy - to enhance more effective use of rock caverns - need to formulate a cavern development strategy on aspects of : policy steer planning implementation Strong Public Policy Steer - Public Projects: oblige public facility providers to consider the underground option at early planning stage - Planning Process: for new development areas, explore the possibility of underground development option in planning and engineering feasibility study at initial planning stage 11
