1 VI Annual Meeting of the Steering Committee The Steering Committee of CAPTAC-DR met on April 9 in Washington, D.C to review the Annual Report of fiscal year 2014 (May 2013-April 2014) and discuss the Work Plan for fiscal year The agenda of the meeting also included the evaluation of the activities of the First Phase, the presentation of the Program Document for the Second Phase and a round of donors. The members of the Steering Committee considered as positive the general performance of the Center during the First Phase. The Committee agreed that the work plan for fiscal year 2014 is being executed as planned and supported the proposal of extending the First Phase for two more months, until June 30, The Committee approved the work plan proposed for fiscal year 2015 and accepted the preliminary draft of the Program Document for the Second Phase of the Center. The member of the Committee thanked the two new financing commitments made by Panama (US500, 000) and Luxembourg ( 1.5 million), raising the total of financing commitments for the second phase of the Center to 20.7 million dollars. Given that it is considered that the cash needs in the budget for the next five years will reach US$36 million, there is a deficit of approximately US$15.2 million. Relationship with donors During his visit to Guatemala, Mr. Claudio Salinas, Head of Sector Latin America I and Budget Support of the Cooperation Direction, EuropeAid, of the European Commission, met with the Coordinator of the Center, Mr. Fernando Delgado and with the resident expert in monetary operations, Mrs. Maria Antonieta de Bonilla. Together, they discussed topics related to CAPTAC-DR work plan for FY2015, the progress made in different areas of technical assistance of the center, and the financial support of the European Union for the Second Phase of CAPTAC-DR. The Ministry of Finance of Luxembourg, Pierre Gramegna, and the IMF Deputy Managing Director, Min Zhu, signed an agreement in which Luxembourg commits funding for CAPTAC-DR in the amount of 1.5 million. Read more The Coordinator of the Center met with the representatives of current and potential donors to seek additional funding for the Second Phase of the Center. These included the regional offices of GIZ, Mesoamerica Project in San Salvador, EIB and EU in Santo Domingo, USAID in San Salvador and Washington, DC.
2 Financial Supervision In order to contribute to the analysis and management of financial risks, CAPTAC-DR held a Regional Seminar on Financial Risk Management and Measurement on March in cooperation with the General Superintendency of Financial Entities of Costa Rica. Read more During the months of March and April, CAPTAC-DR provided technical assistance to the Superintendency of Banks and Other Financial Institutions of Nicaragua (SIBOIF) to draft the regulation for prepararing and presenting consolidated financial statements tailored to the requeriments of the International Financial Reporting Standards (IFRSs). CAPTAD-DR expert, José Toribio, provided support in the definition of the consolidated group and the treatment of transactions among groups companies into individual accounts. Read more Monetary Operations On February, the IMF Institute for Capacity Development (ICD), together with CAPTAC-DR, held a high level Regional Course on Macro-Fiscal Models and Analysis in the City of Guatemala; this was given by international experts. Read more Since February 26, the Bank of Guatemala is using the forecast for Structural Macroeconomic Model developed with the technical assistance from CAPTAC-DR to support the analytical tools that guide the Monetary Board in its decision regarding the setting of the leading rate of monetary policy. 3 Estadísticas del Sector Externo On Friday, April 4, 2014 the Central Reserve Bank of El Salvador (BCR) held and event to launch the Statistics Balance of Payments and International Investment Position under the guidelines of the Sixth Edition of the Balance of Payments Manual and International Investment Position, reaching one of the milestones of the work program for fiscal year Read more Earlier this year, Guatemala and Nicaragua, with CAPTAC-DR technical assistance provided by the resident advisor on external statistics, Consuelo Soto and several short-term experts began to publish the balance of their gross external debt by institutional sectors. Read more In the effort to improve the coverage and quality of the external statistics and supported by CAPTAC-DR, the Bank of Guatemala began publishing a disaggregated quarterly series of its International Investment Position from the first quarter of 2014 in line with the sixth edition of the Balance of Payment and International Investment Position (BPM6). Read more National Accounts Statistics In order to contribute to develop the regional capacity to estimate service production within national accounting, CAPTAC-DR, together with the Economic Commission for Latin America and the Caribbean (ECLAC) organized the II Regional Seminar on Service Statistics in National Accounts. 4 Internal Tax Administration With the intention of generating a process of reflection and discussion between first and second level authorities of the General Directorate of Internal Taxes (DGII) to shape the major strategic issues for the institution, the DGII of El Salvador, together with the German Technical Cooperation (GIZ) and CAPTAC-DR, developed a Strategic Planning Workshop in San Salvador during the second week of March Read more At the end of March, Mónica Calijuri joined CAPTAC- DR as Tax Administration Resident Advisor replacing Oscar Vázquez. Read the interview Customs Administration To analyze the importance and effectiveness of comprehensive control between tax and customs administrations, there was a seminar held in cooperation with BID on February in the City of Guatemala. This included participants from all the member countries of CAPTAC-DR and numerous representatives of South America and Mexico. Read more The XVII Regional Conference of Customs Directors of the Americas and the Caribbean Region of the Word Customs Organization (WCO) took place in Lima, Peru on April 23-24, The participation of CAPTAC-DR Customs Administration Resident Advisor, Selvin Lemus was convenient because of the strong regional presence in the conference and the importance the topics have on the Customs administrations of the member countries. 5 Gestión Financiera Pública The National Treasury of Guatemala, with technical assistance from CAPTAC-DR, implemented a Treasury Single Account (TSA) in the Departmental Development Councils (COCODES). The process began with a training and information activity about the operation of the Treasury Single Account. CAPTAC- DR is providing technical assistance in this effort by training officials in the adoption of best accounting practices for the public sector, including through the regional seminar held in the City of Panama on April 1-3.
