Community and faithbased organizations are partnering with the State of Texas, bringing technology and teams of dedicated volunteers together to help people in need. H O U S E D I S T R I C T Representative Eddie Rodriguez % estimated poverty rate in House District 51* 8,814 people in House District 51 are SNAP/Food Stamp eligible, but not enrolled.* 62,409 people in House District 51 are uninsured.** Source: American Community Survey, TNRIS, Texas Impact, TPWD *These data estimates are derived from the difference between the U.S. Census Bureau s YR estimates for Food Stamp/SNAP benefits in the past 12 months and estimates for population below 125% of the Federal poverty level. **The district uninsured estimate comes from Census data. 5 Texas Health and Human Services System Includes 5 agencies, 4 operate under the oversight of the Health and Human Services Commission The agencies administer more than 200 programs for Texans in need Funding: FY 2013, $34.5 billion Staffing: Approximately 54,000 people statewide Contracts

11 Sunset & Upcoming Transformation The Sunset Review Process A Sunset review was conducted of the HHS agencies in Sunset Report: 15 issues and related recommendations 84 th Legislative Action (2015): Passage of a variety of bills to implement changes.

12 Legislative Changes Consolidate health and human services in Texas Improve oversight of system administrative functions. Improve regulation of various health and human services entities. Integrate services for clients. Make health and human services processes more effective and efficient. Simplify public interactions with the health and human services system.

13 HHSC transformation Plan Phase one of the planning and implementation process focuses on the structure of the HHS system Proposals produced by workgroups and stakeholder input will inform the content of the HHS Transition Plan The Transition Plan is to be submitted to the Transition Legislative Oversight Committee no later than March 1, 2016 After the structural changes have been accomplished, the next phase of the process will focus on substantive review and restructuring of core programs and functions within the transformed organizational structure
