1 APPROVED 9/14/2015 Board of Education Orland School District 135 Regular Meeting Monday, August 10, 2015, 7:00 p.m. Administration Center, Board Room South 94th Ave., Orland Park, Illinois MINUTES The regular meeting of the Board of Education, Orland School District 135, was held on Monday, August 10, 2015, at 7:00 p.m. at the Administration Center, S. 94th Ave., Orland Park, Illinois. Notice of the meeting, along with copies of the complete agenda, was delivered to members of the Board and ed to news media on Thursday, August 6, CALL TO ORDER The meeting was called to order at 7:20 p.m. by President Joseph La Margo. ROLL CALL, followed by recitation of the Pledge of Allegiance. 2 Orland School District 135 Minutes Page 2 SUPERINTENDENT S REPORT 7/14 & 7/15 Annual Fine Arts Fair: Dr. Stutz reported that about 80 students participated in the community art project hosted at this year s Fine Arts Fair by District 135 Art teachers Eryn Blaser, Nancy Heuser, Sharon Grasman, and Kathy Yager. This year s project will be unveiled this fall at the Administration Center, followed by a special display in front of each school. 1 st Day of School / Open Houses: The first day of school for grades 1-8 will be August 24. Kindergarten will begin August 25. Open House and orientation dates are listed on the District s new website. Enrollment/Staffing Report: Mr. Bryk reported that student enrollment continues, with some class sizes nearing targeted levels. These include 5 th grade at High Point and Liberty Schools, and kindergarten at Prairie School. Class sizes will continue to be monitored for any possible needs of additional staffing. Further updates will be made available to the Board throughout the year. 8/17 & 8/18 New Certified Staff Orientation & Mentoring: Ms. Zeder reported on this year's orientation/mentoring program for new certified staff, which is reviewed and approved annually by the State. Planned activities include introductions of the District's administration, departments, OCE and website system, BEAMS (Beginning Educators' Assimilation and Mentoring System), and various areas of focus, including mentor/mentee roles, blood borne pathogens training, PowerSchool student management system, INFORM, and ipad setup. Board members were invited to attend the New Staff Orientation luncheon at Center School on August 18. 8/20 & 8/21 Institute Days: Ms. Zeder reviewed the agenda for the Institute Days' program as developed by the Institute Day Committee, which spans the itinerary over a two-day period. The two-day itinerary includes technology integration, curriculum updates in Reading/Language Arts, Mathematics and Next Generation Science Standards, assessment, RtI, and other activities planned by each building principal for their staff. August 20 th s Institute Day includes the annual Opening Day kick-off event at Parkview Church, and will include Keynote speaker George Couros. Staff will then return to their home buildings to continue each school s scheduled itinerary.

3 Orland School District 135 Minutes Page 3 Technology Roll-Out Plan & Device Pick-Up Schedule: Per the Board s request, a technology survey will be distributed to parents of students who received mobile devices in the school year. In addition, students participated in a technology survey upon turning in their devices at the end of the school year. Survey results will be provided to the Board after the start of the school year. Ms. Zeder reported that this year s roll-out schedule is ready to go, and has been modified for 6 th grade and new junior high students will retrieve devices during their 6 th grade orientations. A staggered pick-up schedule is set to provide devices to grade 7-8 students prior to the start of school, while grade 3-5 students will receive their ipads during the first week of school. FOIA Request: Dr. Stutz reported that a commercial FOIA was received this month, and is in process. BOARD MOTIONS Consent Agenda: Mr. La Margo read the items on the proposed consent agenda. There being no requests for further discussion, Mr. La Margo moved (Mr. Shalabi seconded) that the Board of Education approve the following consent agenda items: 1. Accounts Payable: 7/31/15 $626, Petty Cash/Imprest Fund: 7/31/15 $12, Payroll Summary: 7/31/15 $12, Substitute Call List Gina Butzow Substitute Teacher 5. Military Fee Waiver of Education Fees for District 135 students whose parent or guardian is currently in active service in the U.S. military during the school year Membership Renewal: South Cooperative Organization for Public Education (SCOPE), $2,014 Roll call on the consent agenda: Ayes: Dr. Berry, Ms. Kulak, Mr. La Margo, Mr. Maratea, Ms. Sexton, Mr. Shalabi. Ayes: Ms. Kulak, Mr. La Margo, Mr. Maratea, Ms. Sexton, Mr. Shalabi, Dr. Berry. Nays: None. Absent: Mr. Okon. Motion carried. Approval of Minutes 7/13/15 Board Meeting: Dr. Berry moved (Ms. Sexton seconded) that the Board of Education approve the minutes of the July 13, 2015, regular Board of Education meeting. Ayes: Mr. La Margo, Mr. Maratea, Ms. Sexton, Mr. Shalabi, Dr. Berry, Ms. Kulak. Nays: None. Absent: Mr. Okon. Motion carried. Approval of Minutes 7/13/15 Closed Session TABLED Mr. La Margo moved (Ms. Sexton seconded) that the Board of Education table the minutes of the July 13, 2015, closed session until the next regular meeting for further consideration. Ayes: Mr. Maratea, Ms. Sexton, Mr. Shalabi, Dr. Berry, Ms. Kulak, Mr. La Margo. Nays: None. Absent: Mr. Okon. Motion TABLED. Employment Certified Staff: Ms. Kulak moved (Mr. Shalabi seconded) that the Board of Education employ the following, effective the school year: Emily Day, Library Media Specialist, Liberty Ayes: Ms. Sexton, Mr. Shalabi, Dr. Berry, Ms. Kulak, Mr. La Margo, Mr. Maratea. Nays: None. Absent: Mr. Okon. Motion carried. Employment Classified Staff: Ms. Sexton moved (Ms. Kulak seconded) that the Board of Education employ the following, effective the school year: Nancy Watt, Media Associate, Meadow Ridge Ayes: Ms. Sexton, Mr. Shalabi, Dr. Berry, Ms. Kulak, Mr. La Margo, Mr. Maratea. Nays: None. Absent: Mr. Okon. Motion carried. Approval Resolution for Bank Account Signers: Mr. Maratea moved (Dr. Berry seconded) that the Board of Education approve a Resolution for Bank Account Signers, presented as attached. Ayes: Mr. Shalabi, Dr. Berry, Ms. Kulak, Mr. La Margo, Mr. Maratea, Ms. Sexton. Nays: None. Absent: Mr. Okon. Motion carried.

5 Orland School District 135 Minutes Page 5 Resolution Inter-Fund Loan: Mr. Shalabi moved (Dr. Berry seconded) that the Board of Education approve a Resolution authorizing an inter-fund loan, in accordance with ILCS 5/20-4 of the Illinois School Code, as follows: Transfer From To Amount Working Cash Fund Transportation Fund $105,000 Ayes: Dr. Berry, Ms. Kulak, Mr. La Margo, Mr. Maratea, Ms. Sexton, Mr. Shalabi. Nays: None. Absent: Mr. Okon. Motion carried. BOARD MEMBER REPORTS AND REQUESTS New Website: The Board acknowledged the newly redesigned District website, commending the administration and technology staff for their diligent efforts in overseeing its development. Clarification of Article: The Board responded to a recent news article, articulating several areas of the District s due diligence as clarification that demonstrate a balanced budget and financial responsibility to the Orland Community and taxpayers. This included: maintaining a flat levy for two years, not raising student fees in over 10 years, reviewing contracts that resulted in savings, conducting an audit on waste overhaul, rebidding the regular education transportation contract for significant savings with consideration to streamline routes, investing in large purchases, purchasing updated Skyward and Info Snap software to improve Human Resource and Business Department operations, and implementing up-to-date technology for students and staff. CLOSED SESSION Dr. Berry moved (Ms. Sexton seconded) that the Board of Education adjourn to closed session to review closed session minutes, and to discuss collective negotiating matters, and the appointment, employment, compensation, discipline, performance, or dismissal of specific employees or legal counsel. Ayes: Dr. Berry, Ms. Kulak, Mr. La Margo, Mr. Maratea, Mr. Okon, Ms. Sexton, Mr. Shalabi. Nays: None. Absent: Mr. Okon. Motion carried (7:42 p.m.). RETURN TO OPEN SESSION Ms. Kulak moved (Dr. Berry seconded) that the Board of Education, upon completion of its discussions in closed session, reconvene in public session. Voice vote: six ayes, no nays. Absent: Mr. Okon. Motion carried (9:30 p.m.).
