1 Fees and Subsidy Policy Fee Structure The daily fees are set by the Management Committee annually, where possible before enrolments are taken for the following year. Fees are to be set according to the financial status of the Coonamble Pre School Association Incorporated and following the conditions of funding bodies. The new fee structure must be passed at a Committee meeting and be adopted/ratified. Subsidies The Coonamble Pre School is funded by the Department of Education and Communities (DEC). Under DEC funding conditions subsidies are available to families who are eligible in the following areas: 1. Low Income Families 2. Indigenous Families 3. Have a child who is an Equity 4 year old (turn 4 by 31 st July this year) Families are encouraged to apply for a subsidy to reduce the cost of their child s attendance fees. Families are eligible to apply for a subsidy to reduce their child s fees by completing a subsidy form, which must be completed and lodged with the Pre School within 4 weeks of the child s commencement or full fees will be charged or until such time as the form is returned. To gain a reduction in fees from the low income subsidy, each family must provide proof of income along with their subsidy application. Proof of income can be shown by, a current health care card, proof of income etc. Please discuss how to apply for a subsidy with the Director or Clerical Assistant at the time of enrolling your child. Please note that proof of income/health care card is necessary to claim a low income subsidy. Fee Rates Subsidy Level Gross Family Income Fee for 1 Full Day Per Child: 1 Subsidy All Low Income Families and all $5.00 a day Indigenous Families. 2 Subsidy Equity 4 year olds (turn 4 by 31 st July 2014) $15.00 a day 3 Full Fees Non-funded 3 year olds $25.00 a day Casual *Full Fees are charged for all Casual Attendance days. $25.00 a day Attendance Sibling Discount A 50% reduction in fees for the second (and any subsequent) sibling of FULL fee paying families. 2 nd +Child = $12.50 /day (instead of $25/day= 50% reduction) Other Fees: Enrol Fee $30 per family per year, payable upon enrolment $30 per family per year Maintenance $100 per family per year Levy Fee $100 per family per year, payable in 4 instalments of $25 per term, which is added onto each terms fee account. This Levy contributes directly to the cost of maintaining the Pre School building and grounds.
2 Enrolment Fee An enrolment fee is payable of $30.00 per family, per year. Is to be paid on date of enrolment. This covers your child/ren for Enrolment Costs, Association Membership. Maintenance Levy There is an annual maintenance levy of $ per family, per year. This is included on each terms account after enrolment and is to be paid with that term s fees (eg $25 per term = $100/year). This Levy contributes directly to the cost of maintaining the Pre School building and grounds. If you have any problems with the payment of this fee please speak to the Director or Clerical Assistant. Notification of change to enrolment Permanent removal of a child from the centre requires two (2) weeks written notice to the Director. Failure to give notice of change will result in fees continuing to be charged. (Please see the Enrolment Policy for further information). Casual Attendance If you require a casual day at Pre School for your child, please note that no subsidies are available and full fees will be charged. Holidays You are not charged fees on Public Holidays, Pupil Free Days and School Holidays. If you are taking your child on Holidays in a Pre School Term fees are billed as normal, please give two (2) weeks written notice to the Director regarding your child s absence. Payment of Fees Fees can be paid by cheque, cash or electronic transfer of funds before or on the due date that is on the account. Fees are payable for every day that your child is enrolled at the Pre School including sick days, but excluding days when the Pre School is closed (see holidays section above). Fees are to be placed in the envelopes provided near the fees box, marked clearly with your child s name and amount enclosed. Your fee envelope is then to be placed into the fees box located near the children s sign in area. A receipt will be issued and placed into your child s pocket for all fees paid. Electronic Transfer of Funds Fees can be paid directly into the Pre School s bank account. Receipts for electronic payments will be issued as above on a weekly basis. Dishonoured cheques
3 Should this unfortunate incidence occur we regret that a charge of $30.00 per cheque will be payable and parents will be charged accordingly. Late Fees The Administration Assistant has the authority to undertake the below actions on behalf of the Pre School Committee. At each stage, the Director will be consulted. If you have contacted the Pre School to ensure we are made aware of your difficulty in paying fees and prior arrangements, (including a payment plan) have been made then the following will be waived, considering the payment plan is adhered to. Step 1: After due date an overdue fee account will be sent home. Step 2: If fees are not paid within 14 days of the due date, a letter will be sent home reminding of the amount outstanding and informing parents that the child will be unable to attend Pre School until fees are paid or a payment plan has been put in place. At this stage the Administration Assistant or Director will also telephone the family to ensure they are aware of the outstanding account and discuss a payment plan. Step 3: After 2 weeks of issuing the above letter and if no attempt has been made to pay the fees another letter will be sent warning that if fees are not up to date by the end of the Term, the child s enrolment will be cancelled. Legal proceedings will commence and the Pre School will not be making contact with them again. They will also be informed that any expenses incurred in our attempt to retrieve the money will be payable by them. If an attempt has been made to pay fees, legal proceedings will be withheld. This will be at the discretion of the Director and Committee. Child Care Benefit The Pre School is a registered organisation for the Child Care Benefit. The Pre School Child Care Benefit Registration Number is: T The Clerical Administrator will issue you with receipts for child care usage that you can use to claim a rebate through the Family Assistance Office. If you are eligible for a fee reduction complete the following form, provide proof of income, when applicable for each Parent/Guardian and return your forms to the Pre School Office as soon as possible (full fees will be charged until you have applied for a subsidy).
