1 Lawn Bowls Commonwealth Games 2014 Glasgow 2014 Athlete Selection Policy Introduction 1 This selection policy has been agreed by Lawn Bowls and Commonwealth Games Council for Wales (CGCW). It provides detail on the process by which Lawn Bowls will arrive at its nominations for selection of athletes within the Welsh Team in 2014Glasgow 2014 which will be submitted to CGCW for consideration. 2 In all cases, selection by Lawn Bowls represents a nomination to CGCW for ratification. The final decision in selection to the 2014 Games lies with CGCW. Achievement of the selection criteria therefore represents eligibility for nomination, not selection or even nomination. 3 Lawn Bowls will nominate only those athletes that have qualified under both the Lawn Bowls selection criteria stated below, and the CGCW General Selection Criteria (available on the CGCW website) that should be read in conjunction with this policy. Selection Policy Aim 4 To select a team of athletes capable of competing with distinction at the 2014 Commonwealth Games, with the individuals and or the team having the ability to achieve at least a top eight placing in the anticipated field. Athlete Eligibility 5 The eligibility criteria of the Commonwealth Games Federation (CGF), Article 24, must be met by all nominees, see Appendix 1. 6 Where prospective team members do not comply with the above they will only be nominated for final selection if they receive prior dispensation from the Commonwealth Games Federation (CGF). 2 Visually Impaired Bowlers Pairs B2/B3 Mixed Pair (1 Male/1 Female) Para Bowlers Triples B6/B7/B8 Open Triples (Must include at least 1 x B6) Selection criteria 8 The selection of nominees will take place from the 1st June 2013 to the 15th May CGCW requires that players have the ability to finish in the top 8 or a minimum of a top half placing, whichever is the higher standard, or to have the ability to enhance medal potential for the Team Event at the 2014 Commonwealth Games. To demonstrate this, Lawn Bowls and CGCW have agreed the following criteria: 9.1 Sport consistency details WBA Finish in the top 10 at World Bowls All internationals bowlers have been assessed in every national trial and international competitions since the last Commonwealth Games in Delhi. These assessment based on a proven marking system will continue until selection takes place for the 2012 games. Particular emphasis has been focussed on the Elite squad when they play in extra competitions against Commonwealth Games countries. WWBA Finish in the top 10 at World Bowls Visually Impaired Bowlers Finish in top 10 at World Championships Para Bowlers Finish in top 10 at World Championships 10 Players must also play in a minimum of two events from the following: WBA International Trials International Championships WWBA International Trials International Championships Sport xxx selection document G2014Page 2

Other Selection Factors for Consideration: 12 The following aspects will also be taken into account: Head to head results against higher ranked opposition in the Commonwealth. Where a player has clearly demonstrated their ability to meet the criteria before a period of injury which has affected their world ranking/performance. Ability of a player to enhance medal potential in the team event. Best team combinations and individuals playing form. Players will also be asked to undertake health and fitness checks prior to nomination to the CGCW or any period thereafter and prior to the Games. I Selection process 13 The Lawn Bowls Selectors, as appointed by the Executive Committee, will select athletes to be nominated to the CGCW, in accordance with the selection criteria detailed above. 14 The qualifying period for Lawn Bowls will commence on 1st January 2013 and end on 15th May The proposed list of nominees will be submitted to CGCW before 16 th May Details of compulsory Games briefing/fitting session will be announced in Summer CGCW will confirm the final team selections by 30 th May Final selection to the Games team is dependent on receipt of relevant information required by CGCW such as the CGF Eligibility form and Team Member Agreement. De-selection 18 Deselection from the list of athletes submitted to CGCW may occur as a result of: Failure to meet the standard fitness testing protocols. Failure to adhere to the athlete code of conduct or the Team Member agreement. Sport xxx selection document G2014Page 3

4 Appeals Process See Appendix 2 below Appointment of Team Staff 20 The Team Co-ordinator appointed by CGCW in consultation with Lawn Bowls will be Hazel Wilson. The final complement of Lawn Bowls team staff attending the Games will ultimately depend upon team composition and will be determined by CGCW in consultation with Lawn Bowls. 5 Appendix 1 Eligibility and Conditions for Representation Competitor eligibility and conditions for representing Wales shall be as outlined in the Commonwealth Games Federation (CGF) Constitution and Regulations. This is as follows: ARTICLE 24 Eligibility 1. As a condition of entry to compete in the Commonwealth Games, all competitors must be citizens of the Commonwealth country that enters them and must: a Not be currently under disqualification or suspension by the CGF, of their respective affiliated CGA or International Federation or under the World Anti Doping Code. b Comply with all the applicable rules and regulations of the CGF, their respective International Federations and the World Anti Doping Code as may be modified and applied by the Federation to ensure that the overriding principles of the Commonwealth Games are observed; and 2 Subject to Article 24(3) where a competitor was born in a Commonwealth Country that has common citizenship/passport with other Commonwealth countries, the competitor may initially represent either the competitor s Commonwealth country of birth; or the Commonwealth country of birth of his or her father or mother that shares such citizenship/passport. 3. After having represented one Commonwealth country a competitor may not represent another country unless he or she receives the approval of the Federation, the relevant IF and the affiliated CGAs of the two Commonwealth Countries concerned. 4. A competitor who has already competed in the Commonwealth Games for one Commonwealth country may represent another Commonwealth country at a future celebration of the Commonwealth Games with the approval from the Federation and the permission of the CGAs of the two countries concerned, and of the International Federation. 5. it is the responsibility of all affiliated CGAs to ensure that their competitors are fully aware of and comply with the eligibility rules of the Federation. 6. The Executive Board shall have the power to alter or waive the provisions of Articles 24(1-3) in its discretion. Sport xxx selection document G2014Page 5

Appeals Process Once the Selection Committees decision is made public, any Bowler not included in the nominated team has the right to appeal. 1.1 If a suitable Bowler is not nominated then the only right of appeal is through the relevant National Governing Body (NGB). 1.2 A Bowler not included for nomination may not appeal directly to the CGCW. 2. Appeals Procedure 2.1 A Bowler ( The Appellant ) may appeal the decision of the relevant NGB in writing to the relevant NGB Secretary. 2.2 The Appellant s appeal in writing (Notice of Appeal) must be made within 24 hours of the official announcement by Commonwealth Games Council for Wales, of the team selected. 2.3 The Notice of Appeal should be set out in full and the basis on which the Appellant wishes to appeal and the remedy sought. It should be accompanied by all the relevant documentation that the Appellant wishes to rely on to support his appeal. 2.4 A non- refundable deposit of 20 payable to the relevant NGB for administration costs shall be sent with the Notice of Appeal. 2.5 The relevant NGB shall then appoint a three persons Committee to consider the appeal, who shall meet within three days of the appeal being made. The Appeals Panel must not include any members of the Nomination Committee. 2.6 The Appellant should receive the decision of the Appeals Committee by telephone and in writing within seven days of the appeal being lodged.
