First session: EU Turkey: accession negotiation talks and impact on sub-national authorities Each year the Committee of the Regions drafts an opinion on the European Commission's Communication "Enlargement strategy and main challenges". For the Committee of the Regions the role of local and regional representatives in the Enlargement process is fundamental. The elected representatives who are working closely with citizens are aware that political and social reforms, currently on the way in potential candidate countries, can be introduced only by respecting the diversity and genuine decentralisation. Second session: Decentralisation process in Turkey - the New Law on Metropolitan Municipalities The Copenhagen criteria do not mention directly the issue of decentralization in the process of EU accession. Nevertheless, the basic principles and the functioning of the European Union confer an important role to local and regional authorities, making decentralization an inevitable path towards the achievement of the acquis communautaire. The Committee of the Regions periodically examines the state of play of decentralization and the division of competences in the Member States and has produced a study on this topic covering the EU Member States, Croatia and the enlargement countries. Third session: The involvement of the local authorities in the industry relations Many local and regional authorities are placeing economic, social and environmental innovation at the centre of their development strategies: they have the networks and the experience to develop the innovation ecosystems which SMEs need to thrive. The CoR underlines that in the interests of industry, European and national and local policies need to be better coordinated. Furthermore, entrepreneurship needs to be encouraged, and it is equally important to promote and recognise industrial professions.
