2 Welsh Government approach to Tackling Poverty Our determination to tackle poverty, and ensure that everyone has access to opportunity and support no matter where and who they are, is at the heart of what we do. What was called our third priority in Wales breaking the link between deprivation and attainment becomes our first priority.
3 Background Children and Families (Wales) Measure 2010: Legislative framework for tackling poverty Child Poverty Strategy: Three strategic objectives (reducing worklessness, increasing skills, reducing education and health inequalities) Tackling Poverty Action Plan: Refreshed in 2013 to include specific targets and milestones for improving outcomes. Revised Child Poverty Strategy out for consultation: Reaffirms ambition to eradicate child poverty.
4 Tackling Poverty Action Plan sets clear and consistent priorities across Government, based on what the evidence tells us is most important to tackling poverty (where we have the levers to make a difference): EDUCATION CRITICAL. The 2013 Action Plan sets targets and milestones for specific policy areas. Action Plan seeks to embed tackling poverty agenda across all departments (poverty is not an add on). Dovetails with the Welsh Government Strategic Equality Plan to have maximum impact for particular groups (drawing from evidence that particular groups are more at risk).

8 Key Tackling Poverty Targets for Education Age 7 Foundation Phase: To narrow the gap in attainment levels between learners aged 7 eligible for free school meals and those that are not eligible for free school meals, who achieve the expected levels at the end of the Foundation Phase, as measured by the Foundation Phase Indicator, by 10 per cent by In 2013 the difference was 17.6 percentage points, target is 16.5 percentage points. Age 15 Key Stage 4: To improve the overall attainment levels of students eligible for free school meals, measured as the proportion of learners eligible for free school meals at age 15 who achieve Level 2 inclusive at Key Stage 4 (GCSE grade C or above in English or Welsh and Mathematics or equivalent), to 37 per cent by In 2013, 25.8 per cent of e-fsm pupils achieved Level 2 inclusive at Key Stage 4.

15 To Summarise Improving the educational attainment of pupils eligible for FSMs is essential to tackling poverty. Welsh Government cannot tackle poverty on its own: Partnership working to deliver better outcomes is paramount. Role of schools and Governors is critical!
